Strategic Diplomatic Engagement – Countering Indian Disinformation Campaigns and Advancing Pakistan’s Narrative

It is respectfully submitted that, in light of the intensified and baseless propaganda campaign led by the Indian state machinery to malign Pakistan as a so-called “terror-exporting” nation, it is imperative that our diplomatic representatives are deployed with strategic clarity, deep historical grounding, and an informed narrative rooted in truth and international law.

Recent history has proven that persistent, fact-based diplomatic outreach, even by a single committed individual, can result in tangible outcomes at the highest levels of global governance. A case in point is the following milestone: “Diplomacy at Full Throttle—Forget Kissinger, This Is Next Level”

In my unwavering commitment to national service, I effectively advocated, within a brief 34-day timeframe, for the exclusion of references to “Pakistan” from joint statements between India and prominent international partners, including Japan, the United States, the UK, EU, Germany, Denmark, France, and five Nordic countries.

Diplomatic Precedent of USA: The April–May 2022 Reversal in U.S. Quad Language

By the Mercy of Allah (SWT), and through the direct communication of undeniable historical facts and reasoned argumentation in an open letter to the U.S. President    ( https://www.snayyar.com/an-open-letter-to-the-president-of-the-united-states.html ), the negative reference to Pakistan and its naming and shaming in the April 11, 2022 Indo-U.S. joint statement was successfully omitted from the Quad Joint Leaders’ Statement on May 24, 2022—. This experience offers concrete evidence that Pakistan’s position can prevail on international platforms, if presented with clarity, evidence, and confidence.

Recommendations for Pakistani Delegates Engaging with Foreign Governments

1. Thorough Preparation on Key Narratives:

   Understand and be able to articulate the Kashmir issue under UN Resolutions.

   Highlight India’s disinformation campaigns, including EU DisinfoLab revelations.

   Present Pakistan’s sacrifices in the global fight against terrorism with verifiable statistics.

2. Use Precedent to Demonstrate Impactful Diplomacy:

   Reference the April–May 2022 Quad statement shift to show that global positions can change when Pakistan speaks with unity, conviction and truth.

3. Leverage Historical Alliances & Shared Interests:

      Reaffirm Pakistan’s strategic importance in South Asia, its counter-terrorism efforts, and its role in regional stability.

4. Advocate for Respectful Bilateralism:

   Challenge India’s attempts to internationalize blame while refusing dialogue.

   Promote bilateralism based on mutual respect, regional peace, and international law.

5. Request Formal Rectifications Where Needed:

   If defamatory language is used in official foreign communications, urge delegates to demand clarifications or formal corrections, as was done with the 2022 Quad language.

6. Engage with Media and Think Tanks Abroad:

   Encourage our missions to organize briefings, publish op-eds, and engage thought leaders to counteract prevailing narratives.

Conclusion:

Diplomacy is not a zero-sum game. Through persistent, well-researched, and truth-based advocacy, even the most entrenched positions can be reshaped. Pakistan’s cause is just, and its delegates must be trained, equipped, and inspired to speak not only on behalf of the state—but for peace, justice, and truth.

It is hoped that the honorable Prime Minister will consider institutionalizing such successful diplomatic approaches, turning personal achievements into replicable state strategies for effective foreign engagement.
