A school bus full of innocent children was deliberately targeted with an improvised explosive device, resulting in the martyrdom of at least five civilians, including three children, and leaving many others injured.

This deliberate targeting of children, a universally condemned war crime, bears the unmistakable fingerprints of Indian state-sponsored terrorism. According to the Inter-Services Public Relations (ISPR), this atrocity is part of a broader campaign by Indian proxies and intelligence assets aimed at destabilizing Pakistan and spreading terror among its most vulnerable—its civilians and schoolchildren.

This is not an allegation in isolation. It is a pattern now acknowledged internationally.

The Government of Canada, through Prime Minister Justin Trudeau, has publicly accused Indian intelligence services of orchestrating the extrajudicial killing of Hardeep Singh Nijjar on Canadian soil.

The United States Department of Justice has filed criminal charges against Indian nationals in a confirmed plot to assassinate an American citizen in New York.

Most damning of all, Indian Prime Minister Narendra Modi and senior BJP officials have openly admitted to covert cross-border actions and targeted killings, with clear implications that such operations have extended into Pakistan—over 20 such assassinations have been reportedly carried out with state sanction.

In stark contrast, Pakistan has demonstrated maturity, responsibility, and transparency. Islamabad extended an open offer to New Delhi for a neutral international inquiry into the Pahalgam incident, in which several Indian soldiers were killed under suspicious circumstances. India’s outright rejection of this offer, despite global concerns, stands as further evidence of its unwillingness to face independent scrutiny

Your Excellency, in light of this grave and deliberate attack on innocent children in Khuzdar, I most respectfully urge you to:

Immediately call upon the United Nations Security Council to authorize the formation of a neutral, high-level investigative commission comprising experts from the five permanent members (P5) — China, France, Russia, the United Kingdom, and the United States.

The objectives of this commission must be:

1. To thoroughly investigate the Khuzdar school bus bombing;

2. To gather and verify credible evidence of perpetrators and their state affiliations;

3. To fix international accountability on those responsible;

4. To recommend preventive diplomatic and legal actions to uphold global peace and civilian protection.

Such a strategic diplomatic initiative will:

Elevate Pakistan’s image as a responsible, transparent, and peace-seeking state on the world stage;

Pin down India’s global propaganda campaign, which has relied on deflection, misinformation, and unsubstantiated accusations against Pakistan;

Expose the moral and legal bankruptcy of India’s foreign policy, which employs covert terrorism as a tool of statecraft;

And most importantly, win global sympathy and support for Pakistan’s stance against terrorism—particularly when innocent children are targeted in acts of unspeakable brutality.

This is a moment to turn tragedy into a catalyst for justice and global accountability. With your bold leadership, Pakistan can push back against the tide of disinformation, build new alliances, and strengthen its international credibility as a nation committed to peace and the protection of human life.

In my unwavering commitment to national service, I effectively advocated, within a brief 34-day timeframe, for the exclusion of references to “Pakistan” from joint statements between India and prominent international partners, including Japan, the United States, the UK, EU, Germany, Denmark, France, and five Nordic countries.

Diplomatic Precedent of USA: The April–May 2022 Reversal in U.S. Quad Language

2. Use Precedent to Demonstrate Impactful Diplomacy:

   Reference the April–May 2022 Quad statement shift to show that global positions can change when Pakistan speaks with unity, conviction and truth.

3. Leverage Historical Alliances & Shared Interests:

      Reaffirm Pakistan’s strategic importance in South Asia, its counter-terrorism efforts, and its role in regional stability.

4. Advocate for Respectful Bilateralism:

   Challenge India’s attempts to internationalize blame while refusing dialogue.

   Promote bilateralism based on mutual respect, regional peace, and international law.

5. Request Formal Rectifications Where Needed:

   If defamatory language is used in official foreign communications, urge delegates to demand clarifications or formal corrections, as was done with the 2022 Quad language.

6. Engage with Media and Think Tanks Abroad:

   Encourage our missions to organize briefings, publish op-eds, and engage thought leaders to counteract prevailing narratives.

Conclusion:

Diplomacy is not a zero-sum game. Through persistent, well-researched, and truth-based advocacy, even the most entrenched positions can be reshaped. Pakistan’s cause is just, and its delegates must be trained, equipped, and inspired to speak not only on behalf of the state—but for peace, justice, and truth.

By the grace of Allah, Pakistan has emerged victorious against a force more than ten times its size, marking a decisive and transformative moment in regional military dynamics.

This monumental achievement has not only reaffirmed Pakistan’s strategic resilience but has elevated its standing to that of the second after China most formidable military power across the region—from the shores of New Zealand to beyond the boundaries of Israel. In light of this unprecedented shift in the balance of power, it is both timely and appropriate to propose the renaming of the “Indian Ocean” to the “Pakistani Ocean,” reflecting this new geopolitical reality.

Your visionary leadership, Excellency, deserves commendation for soon dispatching a delegation of respected and knowledgeable Pakistani representatives to highlight India’s hegemonic ambitions and its consistent violations of human rights. Their mission is critical in unveiling the truth behind India’s destabilizing actions, which jeopardize not only regional but global peace.

To effectively counter Indian propaganda—particularly its baseless claims of Pakistani-sponsored terrorism in Indian Illegally Occupied Jammu & Kashmir (IIOJ\&K)—it is imperative that our delegation is thoroughly briefed. They must emphasize to the international community that these allegations are strategic diversions aimed at maligning the indigenous Kashmiri freedom struggle, which is firmly rooted in international law, including:

United Nations Charter, Article 1(2), which upholds the principle of equal rights and self-determination of peoples;

UN General Assembly Resolution 1514 (XV) of 14 December 1960, titled Declaration on the Granting of Independence to Colonial Countries and Peoples; and

UN General Assembly Resolution 2625 (XXV) of 24 October 1970, which affirms the legitimacy of the struggle of peoples under colonial and foreign domination through any means at their disposal, including armed resistance.

These legal instruments categorically legitimize the Kashmiri people’s struggle for their right to self-determination and expose India’s military occupation as a violation of international law.

It is India’s own state machinery, not Pakistan, that stands accused of heinous crimes in Kashmir: false-flag operations, systematic genocide, arson, environmental destruction, sexual violence as a weapon of war, the blinding of innocents through banned pellet guns, and countless other atrocities. These constitute the real face of terrorism and must be presented with clarity, courage, and credible evidence.

This monumental achievement — in which the might of the many times larger adversary was shattered within the first wave of Pakistan’s defensive-offensive maneuvers — forced India to urgently sue for a ceasefire. The swiftness, precision, and dominance displayed by our forces not only safeguarded our sovereignty but restored global respect for Pakistan’s military capability. It is not just a victory of arms, but of national dignity, unity, and resilience.

In recognition of this unprecedented service, the nation humbly proposes the following measures as a formal gesture of appreciation and institutional recognition:

1. Doubling of Salaries for All Armed Forces Personnel

Effective 1st January 2025, the basic salaries and service benefits of all serving personnel of the Army, Navy, and Air Force should be doubled,which will still be lower than the recent enhancement approved for parliamentarians, ministers, and advisors. This will not only acknowledge their critical role but also reflect parity in national reward mechanisms.

2. Tax Exemption on Military Salaries

To honor the sacrifices and service of the Armed Forces, it is proposed that all military and para-military salaries be made 100% tax-free, effective 1st January 2025, to enhance their take-home income and morale.

3. Doubling of Martyr (Shuhada) Compensation Packages

The compensation packages for families of all martyrs — both civilian and military — should be doubled, effective 1st January 2025, to honor their ultimate sacrifice for the nation and ensure the financial dignity of their surviving dependents.

4. Funding Through a Landmark Foreign Exchange Deposit Scheme

To fund the above initiatives and simultaneously propel Pakistan toward economic strength, it is proposed that the government launch a Special Foreign Exchange Bank Deposit Initiative (no questions asked on source) with the following key features:

Up to 7% biannual tax-free return on US Dollar/other approved foreign currencies deposits in Pakistani banks deposits, as per details below:

Open to resident and expatriate Pakistanis, and foreign nationals worldwide.

Deposit tenure options with incremental profit rates: 1 year, 3 years, and 5 years.

Full government guarantee on principal and return.

This highly attractive scheme is anticipated to fetch over $500 billion in foreign exchange deposits in a short timeframe — unlocking the path toward rapid economic emancipation and future defense and space research needs.

In addition to military benefits, the sudden generation of foreign exchange reserves will also empower the government to deliver historic civilian tax relief:

Effective 1st July 2025, income tax rates on all civilian salaried persons should be reduced to half of current levels.

From the next financial year (2025-2026), a flat 10% tax rate should be applied to all salaried income.

Moreover, to promote gender equity and economic participation, income earned by all female salaried professionals should be made completely tax-free effective 1^st July 2026.

Conclusion

This proposal is not just a policy recommendation, but the heartfelt voice of a grateful nation. Let us rise collectively to honor those who defend our borders and protect our peace. He maintained that the CRPF had requested aircraft to transport troops, but the demand was refused by the Home Ministry. The car carrying 300 kilograms RDX explosives remained undetected while travelling around in IIOJ&K for 10-15 days.

2025 – Pahalgam Killings and Government Denial of Neutral Inquiry

• Civilians were killed in alleged “crossfire,” a claim denied by their families.
• India’s refusal to allow a neutral or international inquiry raises serious doubts—particularly in light of historical false flag events like the 2000 Sikh massacre.
• The pattern suggests a deliberate effort to malign Pakistan in an area 400 kilometers away from the line of control and before elections, as repeatedly done through fabricated or manipulated incidents.

Subject: Urgent Appeal to Uphold UN Charter and Resolutions Concerning the Right of Self-Determination of the People of Indian Illegally Occupied Jammu & Kashmir (IIOJ&K)

Your Excellency,

I write to you with profound urgency and grave concern regarding the ongoing and intensifying campaign of systemic human rights violations, collective punishment, and political subjugation perpetrated by the Government of India in Indian Illegally Occupied Jammu & Kashmir (IIOJ&K).

The continued denial of the right of self-determination to the Kashmiri people constitutes a blatant violation of international law, including the Charter of the United Nations, relevant Security Council resolutions, and General Assembly declarations.

The right of all peoples to self-determination is enshrined in Article 1(2) of the UN Charter, which states that one of the purposes of the United Nations is “to develop friendly relations among nations based on respect for the principle of equal rights and self-determination of peoples.” This foundational right is further affirmed in General Assembly Resolution 1514 (XV) of 14 December 1960, the Declaration on the Granting of Independence to Colonial Countries and Peoples, which proclaims: “All peoples have the right to self-determination; by virtue of that right they freely determine their political status and freely pursue their economic, social and cultural development.”

More pointedly, General Assembly Resolution 2625 (XXV) of 1970 on the Principles of International Law concerning Friendly Relations and Co-operation among States emphasizes that the use of force to deny peoples their right to self-determination is itself a violation of international law and legitimizes resistance: “Every State has the duty to refrain from any forcible action which deprives peoples… of their right to self-determination and freedom and independence.”

Further, General Assembly Resolution 2649 (XXV) of 1970 “Affirms the legitimacy of the struggle of peoples under colonial and alien domination recognized as being entitled to the right of self-determination to restore to themselves that right by any means at their disposal.”

The Kashmiri people, whose territory is recognized by the United Nations itself as disputed, are engaged in a legitimate and lawful struggle against Indian military occupation. The United Nations Security Council has passed multiple resolutions, including Resolutions 47 (1948), 91 (1951), and 122 (1957), which explicitly call for a plebiscite to be held under UN auspices to determine the wishes of the Kashmiri people. The presence of UNMOGIP (United Nations Military Observer Group in India and Pakistan) further affirms this disputed status.

Despite these international obligations, India continues to falsely label the Kashmiri people’s legitimate resistance as “terrorism”, a deliberate distortion of lawful political struggle as recognized under international law. This narrative is not only dishonest but dangerously misleading, serving as a pretext for heinous war crimes including extrajudicial killings, arbitrary detentions, enforced disappearances, mass surveillance, demographic engineering, and systematic demolition of civilian homes.

Such actions meet the threshold of crimes against humanity, as defined in the Rome Statute of the International Criminal Court (Article 7), and India must be held accountable. If these atrocities continue unabated, and if the UN continues to allow the systematic perversion of its own laws and resolutions, then the world must ask: what value do these principles hold if they are not enforced?

We therefore urge the United Nations and your esteemed office to:

1. Publicly reaffirm the right of the people of Jammu & Kashmir to self-determination under international law; 

2. Demand an immediate cessation of India’s state-sponsored campaign of repression and human rights violations in IIOJ&K; 

3. Strongly warn the Government of India to cease its mischaracterization of Kashmiri resistance as terrorism; 

4. Initiate proceedings and investigations through the International Criminal Court (ICC) and International Court of Justice (ICJ) regarding India’s potential war crimes in the occupied region. These investigations must comprehensively take into account the United Nations’ own reports, including the OHCHR Reports on the Situation of Human Rights in Kashmir (2018 & 2019), as well as findings from reputable international human rights organizations such as Amnesty International, Human Rights Watch, and others. In addition, verified investigative journalism and global media documentation of mass graves, extrajudicial killings, enforced disappearances, and other evidence of genocide and crimes against humanity must form part of the evidentiary record considered by these proceedings; 

5. Ensure the implementation of relevant UNSC resolutions through concrete diplomatic and legal mechanisms.

The credibility of the United Nations depends on its commitment to uphold justice, equality, and human rights. The people of Kashmir cannot wait any longer, nor should they be expected to surrender their inalienable rights in the face of occupation and oppression.
