Dear Mr. Prime Minister Muhammad Shahbaz Sharif Sahab.

Sir,

The current shattered state of economy of Pakistan, wherein, daily steep and unprecedented devaluation of PKR versus the USD and the unimaginable jump in prices of daily items of use, increase in rates of utilities on an unending and continuous basis, exponentially increasing costs of health and education, reflects only one thing that there was now virtually no effective government in Pakistan, to protect the rights of the hapless Pakistani masses from the tricks and vagaries of the traders, businessmen, industrialists and bureaucracy of the country.

Moreover, about 40 million flood affected population of Pakistan is in severe shock, depression and despondency, due to the super flood trauma and compounded problems of inhuman living conditions without food, medicines and shelters (Sindh provided only 7,000 tents vs the requirements of 1,50,000 tents), severely affecting every Pakistani who is desperately looking towards you as a competent and a very tough task master and above all a saviour of the rights of the masses of the Pakistanis, to act, and act fast, to stem the rot, before this crisis turns into an economic meltdown and a human tragedy of unimaginable magnitude.

According to the Britannica.com “Public authorities face a variety of crises, such as natural disasters and environmental threats, financial meltdowns and terrorist attacks, epidemics and explosions, and information and communication technology (ICT) failures. Crises are not routine events (such as fires or traffic accidents). Crises are inconceivable events that often take politicians, citizens, and reporters by complete surprise. Crises occur when a community of people—an organization, a town, or a nation—perceives an urgent threat to core values or life-sustaining functions that must be urgently dealt with under conditions of deep uncertainty.”

Britannica.com further states that “These dramatic events create tough challenges for public authorities and their organizations. Critical decisions must be made and implemented under considerable time pressure and in the absence of essential information about causes and consequences. Even if the conditions for effective action are severely impeded, citizens expect governmental leaders and public authorities to safeguard them from the threat at hand.”

As such, extraordinary situations demands extraordinary steps.
Under the current scenario the people are fed up and no more ready to listen that Pakistan is suffering severe economic problems due to the loot and plunder of the past rulers, simply, because blame shifting does not hold water for the suffering masses; and if any economic crime was committed in the past, why the responsible politicians, businessmen and bureaucrats are not arrested, their properties not confiscated and the national criminals put behind the bars, as yet, on any of such economic crime charges?

People also ask why all past government players are roaming free (if they committed economic crimes) and entire burden of the economic crisis has been passed over to the masses, very conveniently by every Incumbent government, in the shape of exorbitantly increased taxes EXTRA exorbitantly BACK BREAKING increase in the rates/charges of POL, gas, electricity and CNG rates.

Moreover, PDM’s government can not absolve itself of all its responsibilities to improve the economic conditions of the masses, by going the easy and most cruel way of simply increasing rent, rates and taxes and devaluing the currency and then asking the people to give sacrifices, while people’s representatives are enjoying all the fruits of being in power.
People also ask why the PDM‘s government has failed to reduce the huge administrative expenditures on the non-profitable government entities and why advisors of the cabinet failed on their jobs and even then they have not been removed?
Why absolute austerity is not mandated in the government affairs by law, in these times of severe economic crunch?

Why till date no government dared to conduct energy audit of the IPP’s who are benefiting with TAX FREE income from this poor country which taking loans to repay old loans?

In view of the foregoing crisis, you may take all matters in your own hands, declare an economic or national emergency and form an Emergency Advisory Council of Pakistan (EACP) to:

~Devise, execute and monitor all related policies for the economic turn around of Pakistan in the shortest possible time

~Immediate steps for stopping of funds leakages. In this regard, the World Bank has already estimated about $18 BILLION annual loss to the Pakistan’s economy due to the inefficient power sector. The World Bank has WARNED (repeat WARNED) the government against increasing power rates (I will add Gas rates also) as a tool to address fiscal challenges in the sector

~ Immediate steps for reviving industry, agriculture, trade and business with particular reference to services and IT sectors

~ Immediate steps for drastically reducing imports and doubling the exports

~Generation of additional revenues through non traditional sectors

~ Immediate formation of a Rare Earth Metal Authority of Pakistan (working directly under the Prime Minister) on the lines of KRL model of the late Dr. A Q Khan Sahab to provide economic turn around of the country on a fast track basis.

The above proposed EACP should act like a war cabinet of the PM of Pakistan, as the current economic and flood devastation crisis is no less grave in its magnitude, than a full fledged war. The following world renowned eminent experts, impeccably honest, highly capable and reputed personalities of Pakistan may be considered for the membership of the EACP, with the status of the federal minister:

~ Last but not the least, currently rapid and steep devaluation of PKR is eating away every economic gain under the PDM government’s efforts to revive the economy.

Plus devaluation is sharply increasing our foreign debt burden in billions of dollars on almost daily basis. In this regard, if somehow, foreign currency is channelised into Pakistani banks the situation can abruptly improve.

In this connection, like the government is already giving an annual profit of 6.75% (payable bi-annually) on Pakistan Banao Certificates, with full guarantee of government of Pakistan, we can easily, quickly and comfortably get around over $10 billion, if, you approve the launch of another scheme of annual profit of 6.75% (payable bi-annually with fully backed GoP guarantee) on fresh foreign currency bank deposits in Pakistan.

The beauty of this scheme is that (since this much profit is currently nowhere available in the world) even foreign banks will offer (as happened in India) foreign currency loans (at around 3-4%) to its clients to deposit funds in this scheme. Moreover, God forbid, if, for any reason, desired foreign currency inflows are not attracted in this scheme, government will lose nothing.

The above foreign currency bank deposits scheme should be available for all resident and non resident Pakistanis, under special permission of the GoP (like an amnesty scheme) and depositors NOT asked any questions about their sources of foreign currency funds.

This act of our ‘beloved’ government at a time when entire Pakistan is affected (directly or indirectly with the ravages of the worst flood in our history and when over 350 million fellow countrymen are fighting for their life to avoid death from the miseries of hunger, disease and homeless and when the whole world is moving in the direction to help Pakistan rebuild from the ashes) is like playing the fiddle, when Pakistan was sinking under the flood waters and may be construed as a classic example of elite capture with utmost callousness and insensitivity towards the teeming millions.

In this regard, it would have been much appreciated, if, our Parliament had passed a resolution for waiving off every type of loans of ALL the flood affected population and imposition of ONE time tax of Rupees one crore on every person having wealth of over one BILLION as a super flood relief tax.

Hope the entire matter is understood in its true perspective and in the larger public interest.

It was suggested on 13 Sep 22 (before team announcement by the PCB on 15 September 2022) that dashing and in form left handed opener Sharjeal Khan must be included in our World Cup T20 squad, but he was NOT considered to be suitable enough in the selection of the national squad by the worthy selectors, captain and the PCB, which is headed by a former Test and ODI player of Pakistan.

Now, last night Sindh’s team won the national T20 championship by defeating the KPK’s team in just 14.4 overs, courtesy a superb and smashing batting by their opener Sharjeal Khan who scored 53 in just 36 balls (4×4 and 6×4) at an strike rate of 147.22 with boundaries %age of 75.47 by scoring 40 of his 53 runs in boundaries.

Nowadays, the T20 style of game has radically changed and it is almost being played like baseball style, where every ball is supposed to be hit with maximum power, but our team (under the current archaic set up of the PCB which is mainly scared of losing the wickets) played like a Test match in the last Asia Cup final vs Sri Lankan team, where during the 6 overs (36 balls) power play period, we just scored 37 runs by also wasting 19 golden dot balls of the power play.

Here, we should not forget that earlier in the Asia Cup, this same Sri Lankan team was defeated by the Afghan team in just 10 overs by scoring 83 runs in the first six overs (36 balls) of the power play.

Now, one is wondering why after the Asia Cup the PCB didn’t sack the captain, all the coaches and the chief selector on this dismal performance of Pakistani team in the tournament.

One is also hugely surprised that why the government did not sack the current chairman PCB on the Asia Cup debacle, where our team absolutely failed to put up a fight during the tournament and particularly in the final match.

Here, we should remember that during the entire tournament, we only beat the Hong Kong’s team with convincing margin and in ALL the other matches we won during the tournament, the game could have gone either way.

Under the circumstances, if our team reaches the semi finals stage of the T20 World Cup, it will be a sort of a miracle.

By the looks of it there are no chances about this T20 series vs English team will provide any benefit for the Pakistani players in their preparation for the World Cup matches.

The main reason for the above apprehension was that our team management and captain are in no mood to accept their faults (our team’s score in the 6 power play overs was 37 runs with 19 dot balls out of 36 balls of power play in the final match, but no soul searching and planning is visible for overcoming this chronic weakness of our T20 openers) and the captain seems still NOT ready to take more risks, even when 8 English World Cup squad members will NOT be playing in the current series vs the Pakistani team.

Our team may not even reach to the semi finals stage of the World Cup, if our team management will prepare them for the T20 cricket of two decades old game.

Our team MUST aim 200+ runs against the Englishmen, if it bats first and must aim to bowl the opponent out in 15 overs, if we bowl first, considering that this is an extremely weak team of England and we must push the performance bar few stages upwards, to test our maximum limits of mental and physical strengths.
Napoleon Bonaparte said that “if you build an army of 100 lions and their leader is a dog, in any fight, the lions will die like a dog. BUT if you build an army of 100 dogs and their leader is a lion, all dogs will fight like a lion.”

Rest we should hope for the best, because in almost every high voltage T20 cricket match, generally the team which wins is the team which believes in the following maxim:“You were born to win, but to be a winner, you must plan to win, prepare to win and expect to win.”

The policy of facility of net metering for the rooftop solar energy generation was introduced in 2015 during the tenure of former Prime Minister Mian Muhammad Nawaz Sharif, under the election manifesto of the PML (N) for providing cheap, load shedding free and green electricity.

Now the NEPRA has suddenly planned to NULLIFY the above mentioned lawful government policy and facility to the general public, by bringing Net Metering customers at par with the bulk suppliers of power in the country, on the false and absurd premise that our country already has excess power generation capacity and therefore there was no need to add further generation into the system.

It seems that certain elements are living on Mars and have no realisation of the ground realities prevailing in Pakistan, which is facing widespread load shedding in the peak hot and cold seasons.

Hope our PM Mian Muhammad Shahbaz Sharif has not forgotten how hard he and his energy team had to work to meet the power short fall, immediately after taking over the reigns in the mid April 2022. Actually, due to various technical, economic and seasonal constraints, this notion of excess power generation capacity is literally nothing, but a myth.

The entire PMLN leadership and its allied parties are forewarned of the future pitfalls if, this plan of NEPRA is implemented as explained in full detail as below:

~ The entire momentum of the solar power green energy revolution started in Pakistan in the year 2015 onwards, will suddenly fizzle out, causing not only severe adverse climatic impact, in direct conflict with government’s declared plans of controlling Green House Gases (GHG) emissions in the atmosphere, by reducing dependency on fossil fuel.

~ All the world government’s including the government of Pakistan are pushing fast towards green energy production and running of maximum vehicular road and even air traffic on electric motors by giving special incentives to the entrepreneurs and general public producing green energy with particular emphasis on solar energy, but if, the NEPRA’s scheme of reversing this system is implemented, how can our government ask for carbon credit benefits and our stance of floods being caused by the GHG produced by the other nations, will look like a joke, in view of impending regressive policies of discouraging investments on future solar power productions

~ This regressive plan of NEPRA will generate much less funds compared with the cost of the increased fuel imports using fast depleting foreign exchange.

~ Moreover, this idea of NEPRA will generate huge anger and repulsive feelings in the masses (which is already furious with extreme bad opinion about the PMLN’s current government‘s dismal non-performance on the economic fronts)

~ The public faith and trust on any future promise of the government shall be badly shaken if, this policy decision of PMLN’s own government is reversed

~ Last but not the least, this regressive idea of NEPRA may severely dent the vote bank of the PMLN and its allied parties to the extent that they may not be even seen on the opposition benches

We have explained the entire matter well in advance and hope that your current government will take the decision in the larger public interest.

In this context, they also called upon all countries to ensure that territory under their control is not used to launch terror attacks, to expeditiously bring to justice the perpetrators of such attacks. They reiterated their condemnation of terrorist attacks in India, including 26/11 Mumbai and Pathankot attacks and called upon Pakistan to take resolute and irreversible action against terrorist networks operating out of its territory and comply fully with international commitments including to FATF. In this regard, I immediately wrote another hard hitting open letter to the US President and forwarded to other US government functionaries, the very next day (on 13 April 2022) proving with international and Indian documents and facts about all the Indian acts of terrorism and its role in sponsor of terrorism in Pakistan, as below:

Here, again by the Sheer Mercy of Allah (SWT) in the Quad Joint Leaders’ Statement of MAY 24, 2022 (where first time in the history the USA specifically changed its foreign policy towards Pakistan) and although, Mumbai and Pathankot incidents were mentioned, but the name of PAKISTAN (which is a HUGE defeat of Indian foreign policy) is omitted as was clearly mentioned in the 12 April 2022 communique detailed above, where the name of Pakistan is clearly mentioned, which was the cardinal proof of the impact of my open letter dated 13 April 2022 to President of the USA.

We condemn unequivocally terrorism and violent extremism in all its forms and manifestations and   reiterate that there can be no justification for acts of terror on any grounds whatsoever. We denounce the use of terrorist proxies and emphasize the importance of denying any logistical, financial or military support to terrorist groups which could be used to launch or plan terror attacks, including cross-border attacks. We reiterate our condemnation of terrorist attacks, including 26/11 Mumbai and Pathankot attacks. Due to the large scale damages caused by the recent floods the food security of Pakistan has been breached severely and government needs immediate food imports to firstly, save the starving about 40 million flood affected population and secondly, to protect the remaining about 180 plus million population from the brutal inflationary impact, on the prices of essential food items.

In this regard, the government of Pakistan needs huge sums of foreign exchange to save the 22+ crore population of Pakistan from extreme hardships of food shortages, for which our government must immediately notify TONIGHT the following measures to conserve and save the precious foreign exchange:

1. No Pakistani official including the President and the PM shall visit abroad and PM must also cancel his visit for the SCO meeting and his visit for the annual speech at the UN GA.
2. Pakistan should instantly notify to all the lenders that with immediate effect their servicing of loans are being suspended to save the lives of the crores of starving people, which was recently personally witnessed in Pakistan, by the Secretary General of the UNO.
3. All loss making government companies and units must be shut down instantly, except the PIAC, which must be privatised on top most priority.
4. All foreign missions with the exception of extremely important offices must immediately be closed temporarily and staff called back.
5. In order to save on energy bill the following steps are recommended:

~Wearing of coat/jacket and necktie must be banned for all civil government servants

~ Working should be reduced to four days a week from Monday to Thursday and on other days work from home can performed, if required.

~ Office working hours should be reset to be effective from 6 AM to 2 PM.

~ All shops and markets must close by 5 PM.

~ All schools must be made legally bound to provide bus services for their pupils pick and drop from home to educational institutions and back.

~ Free or existing level facilities of fuel, electricity, power and gas to ALL the parliamentarians and government officials must be reduced to 50%.

~ All the ministries, divisions and departments at the federal and provincial levels must be immediately reduced by 50%.

~ Not more than 10 Ministers/Advisors/Special Assistants/Spokespersons should be allowed at the federal and provincial levels in the respective cabinets.

~ Video Conference facility should be availed for all meetings of federal and provincial governments.

Last but not the least, a time bound inquiry must be held to fix the responsibilities for the substandard constructions of the infrastructure which was easily washed away by the first wave of the flood waters and holding responsible every person who permitted illegal constructions over or near the river banks and cutting down of large scale trees over the mountains without any check and restrictions.

Greetings.

No doubt, you personally deserve award of Nobel Peace Prize and profound congratulations on the re-emergence of UNO under your command as a potent and fearless organisation, which is firmly standing up against the genocide of hapless people and Human Rights violations, all over the globe.

However, Sir, as you know the charter of the UNO specifically allows the subjugated population to wage struggle for their Right of Self Determination, but India has cunningly projected Kashmiris of the IIOJ&K’s struggle for their Right of Self Determination against the Indian occupational forces, as a terrorism; to mislead the West, which was the easiest way to distract the champions of Human Rights, like you Sir.

As you must be aware that for the last more than seven decades Indian forces are butchering and maiming Kashmiris living under its occupation, not in thousands, rather more than two million Muslims have been put to the alter of genocide, for their ‘crime’ of waging legitimate struggle for their right of self determination.

Pakistan is extremely grateful for your visit, particularly at this time when the devastation of the floods (caused by the adverse affects of climate change) has caused thousands of deaths, injuries, illnesses, absolute damages to the fields, infrastructure, standing crops and houses including over a million cattle has also perished, plus world’s highest ever Internally Displaced Population of about 40 million is now forced to live under the open sky and the blistering sun of the summer.

Today the climate change in Pakistan is such a major issue which can only be compared with the destruction of Japan and the European nations at the end of the World War II.

The climate of Pakistan has changed over the past several decades, with significant impacts on the environment and people.

In addition to increased heat, drought and hottest temperature in the world in certain parts of the country, the melting of glaciers (Pakistan has 7000 glaciers which is the highest in the world besides the polar regions) in the Himalayas has adversely impacted some of the important lakes and rivers of Pakistan.

Between 1999 and 2018, Pakistan ranked 5th in the countries affected by extreme weather caused by climate change, which ranking now in 2022, must have gone to the 1st position, by any yardstick of absolute devastation and miseries caused by the recent floods, as, a minimum of 40 million uprooted population of Pakistan is now forced to live on highways and open places while suffering from illnesses of Dengue, Malaria, Cholera, Typhoid and skin ailments.

Factually, Pakistan is being punished by the greenhouse gas emissions of the Western and other developed countries, as Pakistan’s greenhouse gas (GHG) emissions are less than 1% of the world total, and GHG emissions per person, at 2 tonnes per year, are less than half the global average.

In view of the situation explained above, which you will be personally viewing during your visit to Pakistan, it is earnestly hoped that the UNO under your able leadership will immediately spring into action to not only help Pakistan to rebuild the country, but a mechanism or a Marshall plan type scheme be developed to compensate Pakistan’s losses and sufferings caused by GHG emissions of the developed world, for which, as a first step, all foreign loans/debts obtained from (countries and lending agencies) by Pakistan, must be immediately waived off, exactly in line with your motto, at Twitter account quoted below:
