Clarion call to Imran Khan..!
20 May 2019
Subject:- Most Urgent Matter – Players selection can still be amended by 23 May 2019..!
Respected Mr. Imran Khan Sahab.
PM Pakistan & Patron in Chief PCB,
AoA.
Sir,
ODI ICC cricket World Cup is a life time event. Never ever in any sports World Cup history, the PM of a country has been a captain of its national team, which won the World Cup, except Mr. Imran Khan.
Now, Pakistan has yet another rare chance of winning the ICC ODI 2019 World Cup under the Prime Ministership of the same legendary cricketing hero, who won them World Cup, exactly after 27 years.
As such, we should leave no stone unturned in our efforts to win the CWC19.
In this regard, there should be no margin of error in selection of our team.
Today the team announced by the Chief Selector of PCB has all the ingredients of winning TEST matches, but has extremely remote chances to outclass all the top nine other One Day International teams of the world, to win the World Cup.
In this connection, you are earnestly requested to please reconsider (as suggested below players fit specifically for ODI games and NOT for the Test matches) the selection of players for the Pakistani World Cup team, for which we only have time to amend our team list by 23rd May 2019.
Huge selection blunders needs immediate intervention of the higher ups:
1. Fakhar Zaman [On the basis of his performance vs England his choice is OK]
2. Imamul Haq [Test version player. Abid Ali should have been a highly deserving choice]
3. Asif Ali Correct selection
4. Mohammad Hafeez [Undeserving choice. Ehsan Ali should have been a much better inclusion in the team]
5. Babar Azam. Automatic selection choice.
6. Sarfaraz Ahmed (captain) OK
7. Haris Sohail [No way he should be in the CWC19 team. Zeeshan Ashraf was a much more deserving case]
8. Shoaib Malik [Undeserving selection. On sheer and pure merit Muhammad Rizwan automatically replaces him in the team]
9. Imad Wasim [IM looks like a spent force. Muhammad Nawaz must under every circumstances be included in his place]
10. Shadab Khan OK
11. Hasan Ali OK
12. Shaheen Shah Afridi [Usman Shinwari is a much better bowler and fielder, as such, he has been unfairly overlooked]
13. Mohammad Amir [MA is neither fit nor performing. Haris Rauf would have been a much much better choice]
14. Wahab Riaz OK
15. Mohammad Hasnain [On the basis of his poor performance during the recently concluded series against England, he should have been immediately sent back home.Musa Khan should have replaced him without any doubt]

How to stop an impending financial meltdown?
18 May 2019
Dear Mr. Imran Khan Sahab.
AoA.
Sir,
The current shattered state of economy of Pakistan, wherein, daily steep and unprecedented devaluation of PKR versus the USD, whose interbank rate was higher than the forex market rate a few days back and the Bloomberg has rated PKR as the worst performing currency of Asia, regularly crashing of stock exchange market, unimaginable jump in prices of daily items of use like lemon being sold at Rs.400 per KG, increase in rates of utilities on an unending and continuous basis, exponentially increasing costs of health and education, reflects only one thing that there was now virtually no effective government in Pakistan, to protect the rights of the hapless Pakistani masses from the tricks and vagaries of traders, businessmen, industrialists and bureaucracy of the country.
Sir, the entire population of Pakistan is in severe shock, depression and despondency, due to this sudden economic crisis, severely affecting every Pakistani who is desperately looking towards you as a competent and honest leader and above all a saviour of the rights of the masses of the Pakistanis to act, and act fast to the stem the rot, before this crisis turns into an economic meltdown.
According to Britannica.com “Public authorities face a variety of crises, such as natural disasters and environmental threats, financial meltdowns and terrorist attacks, epidemics and explosions, and information and communication technology (ICT) failures. Crises are not routine events (such as fires or traffic accidents). Crises are inconceivable events that often take politicians, citizens, and reporters by complete surprise. Crises occur when a community of people—an organization, a town, or a nation—perceives an urgent threat to core values or life-sustaining functions that must be urgently dealt with under conditions of deep uncertainty.”
Britannica.com further states that “These dramatic events create tough challenges for public authorities and their organizations. Critical decisions must be made and implemented under considerable time pressure and in the absence of essential information about causes and consequences. Even if the conditions for effective action are severely impeded, citizens expect governmental leaders and public authorities to safeguard them from the threat at hand.”
As such, extraordinary situations demands extraordinary steps.
Under the current scenario the people are fed up and no more ready to listen that Pakistan is suffering severe economic problems due to the loot and plunder of the past decade’s rulers, simply, because now Mr. Imran Khan is the ruler; and if any economic crime was committed in the past, why the responsible politicians, businessmen and bureaucrats are not arrested, their properties not confiscated and the national criminals put behind the bars, as yet, on any of such economic crime charges, by the PTI government?
People also ask why all past government players are roaming free (if they committed economic crimes) and entire burden of the economic crisis has been passed over to the masses, very conveniently by the PTI government?
Does the PTI government wants to punish the poor masses for voting it to rule over the country, without taking to task even a single person of the past regimes for its economic crimes?
Moreover, PTI’s government can not absolve itself of all its responsibilities to improve the economic conditions of the masses, by going the easy and most cruel way of simply increasing rent, rates and taxes and devaluing the currency and then asking the people to give sacrifices, while people’s representatives are enjoying all the fruits of being in power.
People also ask why the PTI government has failed to reduce the massive/huge expenditures on the bureaucratic establishment and why advisors of the cabinet failed on their jobs and even then they have not been removed?
Why absolute austerity is not mandated in the government affairs by law, in these times of severe economic crunch?
Why people are not being told about the past government’s spendings of the huge foreign loans?
Why the energy audit of the IPP’s decided by the cabinet in its first meeting under Mr. Imran Khan as PM, has not yet been conducted?
In view of the foregoing crisis, created under PTI’s tenure of government, you may take all matters in your own hands, declare an economic or national emergency and form an Emergency Advisory Council of Pakistan (EACP) to:
~Devise, execute and monitor all related policies for economic turn around of Pakistan in the shortest possible time
~Immediate steps for stopping of funds leakages. In this regard the World Bank has already estimated about $18bn annual loss to Pakistan economy due to inefficient power sector, the World Bank has warned the government against increasing power rates as a tool to address fiscal challenges in the sector.
~ Immediate steps for reviving industry, agriculture, trade and business with particular reference to services and IT sectors
~ Immediate steps for drastically reducing imports and doubling the exports
~Generation of additional revenues
This EACP should act like a war cabinet of the PM of Pakistan, as the current economic crisis is no less grave in its devastation, than a full fledged war. The following world renowned eminent experts, impeccably honest, highly capable and reputed personalities of Pakistan may be considered for the membership of the EACP, with the status of the federal minister:
1. Dr. Ashrfaq Ahmad Khan.
2. Dr. Ikram ul Haq, who is an international tax expert also.
3. Mr. Shahid Sattar, who is also an international expert on energy related matters.
4. Dr. Salman Shah.
5. Dr. Muhammad Zubair.
6. Dr. Kaiser Bengali.
7. Mr. Shahid Kardar.
8. Mr. Nadeem ul Haq.
9. Mr. Hafeez Pasha
10. Dr. Atta-ur-Rahman
11. Mr. Asif Sharif

Mr. PM self goal is an unpardonable act..!
20 October 2018
Subject:- IMF loan is like scoring self goal..!
Dear Mr. Imran Khan Sahab,
AoA.
Sir,
It is really baffling to comprehend that the government of PTI and its Finance team is only looking towards the governments of Kingdom of Saudia Arabia and China (as a last resort) to help Pakistan meet its requirements of foreign exchange, before finally going to the IMF for loan.
Sir, let me once again inform you that the conditions of getting loans from IMF has all the potential to destabilise your government sooner than later, by making it highly unpopular among the masses, due to back breaking increase in rates of utilities, which will push further millions of lower middle class, to upper level of poverty and poor class to the abject poverty level.
In view of the foregoing, you are once again requested to kindly replace your entire Finance team (which has no capacity to go beyond easy way outs) and give the highly challenging task to a new team led by a dynamic man like Faisal Vawda, to avert the national financial crisis, by considering following out of the box suggestions, to take Pakistan out of its straitjacket.
1 (a). Pakistan was economically devastated in fighting the American/NATO imposed War on Terror (as a front line State) suffering over $ one trillion losses in the shape of losses of human lives, financial and opportunity costs and damages to its goodwill and infrastructure; one example of which is that during this period Bangladesh moved ahead in education, family planning (1% population growth) and exports (45 billion USD/ year) which consisted mainly of textiles, by getting competitive edge over our textile industry, with zero percent tax for BD produced textile items (in developed countries) like towels and bedsheets etc., while Pakistani textiles were charged 20% tax, resultantly our products became uncompetitive and exports reduced from 25 billion USD to 20 billion USD per year.
1(b). In view of the foregoing, rather than going for borrowing from IMF we should seek (with diplomatic help as well) a moratorium on repayment of loans for five years and side by side implement the following scheme, to build up our foreign exchange reserves, so that economic crisis could be overcome with some out of box thinking to tackle the economic crisis from both supply and demand sides:
1(C). Immediate launching of a scheme for payment of 3% to 5% PA profit (payable bi-annually) on Foreign Currency bank deposits in Pakistan (backed by the sovereign guarantee of the GoP) with a suitable, but attractive fixed period, as suggested below:
~3% PA profit on deposits up to 2 million USD.
~3.5% Profit on deposits over 2 million USD and up to 3 million USD.
~4% profit on deposits over 3 million USD and up to 4 million USD.
~4.5% profit on deposits over 4 million USD and up to 5 million USD.
~5% profit on deposits over 5 million USD.
~The profits on the above scheme should be payable in the USD and should be exempted from ALL taxes and other deductions, as is also the case with Euro and Sukook Bonds, issued by the GoP.
This is a fool proof scheme, sans any risk, [if at all if fails, government will bear no loss] which can boost up our foreign reserves, in a very short time, on extremely cheap rates, as compared to the foreign loans and international bonds, which were sold by the previous government of PMLN, at even 8.25% interest rates: plus undisclosed Tax Exemptions of at least minimum benefits of around 7% (Pakistan will be repaying USD 910 million for USD 500 million Euro Bonds) for which the then PM Mian Nawaz Sharif was requested to hold an inquiry, to fix the responsibility of the culprit(s), who allowed the sale of Euro Bonds, on such a criminally high interest rates.
2. Pakistan may approach REBO Bank and IDB which offer funding at extremely low interest rates of 1% and 2% respectively. Here it must be remembered that although, IMF needs 0.9% interest to cover expenses on loans, yet, harsh conditions it charged 3% interest to Pakistan on its last loan to Pakistan.
3. Pakistan may have tried to get funds from the Asian Infrastructure Investment Bank (AIIB), which is operated from Beijing, China.
4. We may consider pledging gold with China or any suitable country for obtaining loan against gold, as India did in July 1991, when Reserve Bank of India pledged 46.91 tonnes of gold with the Bank of England and the Bank of Japan to raise $400 million.
5. As detailed proposal has already been submitted to you vide emails titled “Suggestions to recover Pakistani wealth stashed abroad” link:- https://www.snayyar.com/suggestions-to-recover-pakistani-wealth-stashed-abroad.html#sthash.mBhTyTki.dpbs
6. Billions of USD can be easily generated by selling the government lands recently taken back from the encroachers or the government may consider selling the prime properties of President House, vast chunks from the hundreds of Kanals of PM House, the Governor House Lahore or the Prime value land of GOR-1 in Lahore, where in a suitable area, a luxurious world class residential tower can be built, for the residence of the government officers.

Today on 1 December, 2017 another terrorist attack in Peshawar took the lives of 9 people, whereas, 30 persons got injured.
In this latest terrorist attack, it has been reported that three attackers wearing burqa, arrived at their target place in a rickshaw, which again proves beyond shadow of any doubt that the attackers spent much of their time, hiding in Peshawar, before the attack, in some nearby building.
In this regard, kind attention of all concerned is invited towards the following proposal of 26, November, 2010 to curb the menace of terrorism posted on www.snayyar.com at link:- https://www.snayyar.com/terrorism-a-proposal-to-curb-the-menace.html#sthash.1hRcSZ1D.dpbs
Terrorism – A proposal to Curb the Menace
The sudden increase of acts of terrorism with particular reference to the incidents in May 2011 & PIDC House attack on Nov. 11, 2010 in Karachi, highlights the importance of preventive measures to curb the menace of terrorism, which is causing severe losses to men, material, reputation and finances of the country.
In the cases of terrorist attacks on the GHQ, PIDC House & Pakistan Navy air base it was reported that the gang of attackers was residing in a rented house for quite some time, in an area not very far away from their targets. It was also reported that the neighbors of these houses were although, suspicious of these tenants, yet; they kept quiet and did not tip area police about their apprehensions.
Under the circumstances there is a dire need for motivating general public, to remain extra -vigilant in playing their role of defending the motherland, by involvement of entire population of the country, to look out for the stay and suspicious activities of the terrorist, in their near vicinity.
As such, In order to make the stay of terrorists at any place almost impossible, it is proposed to actively involve the entire population to look out & hunt them.
This objective can be easily achieved, by the announcement of the Government, that a reward of Rs.50 millions [now recommended tax free Rs.100 Million] shall be paid to any person, who informs the Police about the terrorist staying in a house, hostel, hotel, rest house or any such place.
If the war against terror is to be won quickly, the entire population of the country have to be geared up and involved in the task of watch and vigilance.
This war can not be won, alone, by our security agencies.

PS…Enemy likes Eid days..!
The first PAF jet fighter to shoot down an enemy aircraft was F-86F Sabre No 55-005 of No 15 Squadron, the unit also known as the “Cobras”. Flying this aircraft, Flight Lieutenant M Younis downed an Indian Air Force Canberra while it was on a photo reconnaissance mission high over the Rawalpindi area on 10 April 59, an Eid day. Pilot Officer Rab Nawaz was the Air Defence Controller on radar for this mission.
On Friday, 1 December, 2017 our enemy again selected the Auspicious day of the Eid Milad un Nabi to attack students hostel of an institution in Peshawar.
Our coward enemy is mistaken that it can find Pakistanis off guard on Eid days.
Why Pakistani team lost the T20 match vs the England on 5 May 2019?
1. We played 38 dot balls in comparison with the English team’s 32 dot balls, meaning thereby that our team played one excess dot ball over; and in a T20 match, it’s a huge error or deficiency, which is a sure recipe for defeat.
2. Our team management showed a clear bias in favour of Imam ul Haq (Test match category player) who, as expected, miserably failed as an opener (he was looking very jittery).
Dropping Abid Ali proved that we lost the match even before it started. This type of attitude of our Head Coach and Captain is unacceptable, and still there is time for the PCB to intervene and change the Head Coach and Captain, who, by not coming for batting, himself proved that he was a load/dead weight for the team.
3. Today our fielding was was giving the look of a club team, playing an international match.
4. Our bowlers just got three wickets and really looked an ordinary unit, which is bound to be thrashed for over 400 runs in ODI matches vs the English team and in the World Cup. As such, Muhammad Nawaz or Omar Khan, Haris Rauf and Musa Khan needs immediate induction in the team, rather than PCB officially allowing the chief selector to watch from the dressing room, his nephew sinking our team to the abyss, with his Test match style batting in the ODI matches.
5. Still there was time to immediately induct the following high potential power hitters, which our team needs most urgently, specially, for chasing scores above 400.
– Muhammad Rizwan in place of Sarfaraz Ahmad and Babar Azam should be made the captain.
– Ehsan Ali in place of M Hafeez who has crossed shelf life.
– Suhail Akhtar in place of Imam ul Haq who is a Test match player and has no place in ODI matches.
– Zeeshan Ashraf in place of Shoaib Malik who seems to have been sent back to appear in a commercial advertisement.
Today’s T20 match was an eye opener and is clear writing on the wall, in bold words that PCB, it’s Selectors and the team management has apparently failed to select our World Cup team on merit, under the formula of horses for courses.
Governance Suggestions for a Pakistan of the 21st Century..!
2 May 2019
Subject:- Governance Suggestions for a Pakistan of the 21st Century..!
No country can develop and sustain its growth without down delegating its authorities and devolution of financial and administrative powers to the gross root level.
Today Pakistan is standing at a crossroads, or in other words, a point at which a crucial decision must be made which will have far-reaching consequences.
The major problems of eliminating poverty, building up a first class health infrastructure, bringing up futuristic educational system and providing job for everyone and justice at doorsteps seems a pipe dream, for which entire country looks towards the Prime Minister and the federal government, whereas, most of the responsibilities (as per the constitution) and resources are with the Chief Ministers and the Provincial governments.
Now, if, any of the CM and his government is performing below par and is inefficient, incapable, corrupt and sluggish the entire huge province suffers the brunt.
These days, If, at any forum, there is a talk of dividing the province and creating more provinces, the idea is vehemently resisted by the vested persons.
In this regard, the status quo is pulling down the country, which in fact, is now facing almost stagnation in growth and development, which is clearly visible in the GDP growth numbers which are almost below even 3%.
Now, this situation is virtually taking us backwards in every sense and even currency value of Afghani is much stronger than PKR.
Now, a time has come for a rapid and prudent decision, about the future of Pakistan.
In this regard, we need a solution to energise the provinces in a manner that administrative and financial powers are devolved to smaller units, in an equitable manner, in all the provinces, without dividing any province, so no discrimination or ill treatment is meted out to any area; and if, any head of unit or his team is failing in governance, it’s adverse impact is not faced by the other units of the area.
In this regard, all divisions of the country may be converted into an independent mini provinces or units or Riasats, as deemed appropriate; and given the name like the constituencies of National Assembly (NA-1) namely PK-1, PK-2 and so on, so that no one can claim that he was from Baluchistan, Sindh, Punjab or KPK, which will automatically increase the harmony among the Pakistanis.
The above scheme, if implemented, is expected to give more inner strength to the bonding and nationhood (Pakistaniat) of our country, which will automatically spur fast track economic emancipation of our motherland.
We must keep in mind that correcting system for all the economic benefits of the 21st century, is as necessary, as putting horse before the cart.
