Today on 1 December, 2017 another terrorist attack in Peshawar took the lives of 9 people, whereas, 30 persons got injured.
In this latest terrorist attack, it has been reported that three attackers wearing burqa, arrived at their target place in a rickshaw, which again proves beyond shadow of any doubt that the attackers spent much of their time, hiding in Peshawar, before the attack, in some nearby building.
In this regard, kind attention of all concerned is invited towards the following proposal of 26, November, 2010 to curb the menace of terrorism posted on www.snayyar.com at link:- https://www.snayyar.com/terrorism-a-proposal-to-curb-the-menace.html#sthash.1hRcSZ1D.dpbs
Terrorism – A proposal to Curb the Menace
The sudden increase of acts of terrorism with particular reference to the incidents in May 2011 & PIDC House attack on Nov. 11, 2010 in Karachi, highlights the importance of preventive measures to curb the menace of terrorism, which is causing severe losses to men, material, reputation and finances of the country.
In the cases of terrorist attacks on the GHQ, PIDC House & Pakistan Navy air base it was reported that the gang of attackers was residing in a rented house for quite some time, in an area not very far away from their targets. It was also reported that the neighbors of these houses were although, suspicious of these tenants, yet; they kept quiet and did not tip area police about their apprehensions.
Under the circumstances there is a dire need for motivating general public, to remain extra -vigilant in playing their role of defending the motherland, by involvement of entire population of the country, to look out for the stay and suspicious activities of the terrorist, in their near vicinity.
As such, In order to make the stay of terrorists at any place almost impossible, it is proposed to actively involve the entire population to look out & hunt them.
This objective can be easily achieved, by the announcement of the Government, that a reward of Rs.50 millions [now recommended tax free Rs.100 Million] shall be paid to any person, who informs the Police about the terrorist staying in a house, hostel, hotel, rest house or any such place.
If the war against terror is to be won quickly, the entire population of the country have to be geared up and involved in the task of watch and vigilance.
This war can not be won, alone, by our security agencies.

PS…Enemy likes Eid days..!
The first PAF jet fighter to shoot down an enemy aircraft was F-86F Sabre No 55-005 of No 15 Squadron, the unit also known as the “Cobras”. Flying this aircraft, Flight Lieutenant M Younis downed an Indian Air Force Canberra while it was on a photo reconnaissance mission high over the Rawalpindi area on 10 April 59, an Eid day. Pilot Officer Rab Nawaz was the Air Defence Controller on radar for this mission.
On Friday, 1 December, 2017 our enemy again selected the Auspicious day of the Eid Milad un Nabi to attack students hostel of an institution in Peshawar.
Our coward enemy is mistaken that it can find Pakistanis off guard on Eid days.
Do not leave New Zealand alone..!
Terrorism is the scourge of the world and must be eliminated with all the strength at our disposal.
The decision of the some of the ICC members not to play cricket in Pakistan (on the pretext of security situation) after the 2009 incident of attack on the bus carrying Sri Lankan cricketers in Lahore, was a signal of weakness and helped playing straight into the hands of the terrorists, which not only gave a sense of a victory to the criminals, but was also a message that terrorism, pays.
Whereas, on the other hand, the world never stopped visiting Germany for tourism and sports after the:
~ 1972 Munich Olympics bloodbath (17 people killed including 6 Israeli Sports coaches and 5 Israeli athletes.)
~ The Oktoberfest bombing was a terrorist attack with a right-wing radical background. On 26 September 1980, 13 people died and 211 were injured after the explosion of an improvised explosive device (IED) at the main entrance of the Oktoberfest in Munich, Germany. The attack is considered to be the deadliest attack in Germany since World War II. The attack was attributed to the right-wing extremist and geology student Gundolf Köhler who was killed while placing the explosive device; however, doubts remain as to whether he acted alone.
~ On 22 July 2016, a shooting occurred in the vicinity of the Olympia shopping mall in the Moosach district of Munich, Germany. Ten people, including the perpetrator, were killed and 36 others were injured. The shooting took place at a McDonald’s restaurant near the shopping mall, in front of a Saturn electronics store nearby, and in the mall itself. The gunman, later identified as 18-year-old David Sonboly, died nearby from a self-inflicted gunshot wound to the head. His motive was unclear, but thought to be political due to his right-wing extremist stands, which would also explain the chosen date. The investigation concluded at first it to be an apolitical mass-shooting motivated by xenophobia, mobbing, and psychological issues. After publication of three individual assessments in 2017, which concluded that there was a political motivation to the shooting, and the perpetrator’s links to other school schooters became known, the investigative authorities reopened the investigations in April 2018, which continue.
~ Similarly, no one stopped for a moment, visiting Vienna (Austria) after the OPEC siege on December 21, 1975, when six militants attacked the semi-annual meeting of OPEC leaders in Vienna, Austria; the attackers took more than 60 hostages after killing an Austrian policeman, an Iraqi OPEC security officer, and a Libyan economist. Several other individuals were wounded. The self-named “Arm of the Arab Revolution” group was led by Carlos the Jackal. The siege resulted in complex diplomatic negotiations. It ended two days later, after flights to Algiers and Tripoli, with all the hostages and terrorists walking away from the situation. The fact that this was one of the first times that Arab states were targeted by terrorists. Saudi oil minister Zaki Yamani and the other OPEC ministers were taken hostage by notorious terrorist Carlos (the Jackal) in Vienna, Austria. The hostages were released after two days riding an airplane across North Africa, even though Carlos was ordered by his superiors to execute Yamani and his Iranian counterpart Jamshid Amouzegar.
~ Also no one ever stopped visiting Britian for sports and tourism despite bombings that took place in Northern Ireland, the Republic of Ireland and Great Britain since 1969. There were at least 10,000 bomb attacks during the conflict (1969–1998).
~ During the 27 years civil war in Sri Lanka (1983-2009) over two hundred thousand people were killed but normal sports activities and tours of foreign cricket teams continued. Even Cricket World Cup matches were held in Sri Lanka without any untoward incident.
~ In India during huge terror incidents, never once, any sporting team cancelled or shortened its tour from the country. Here it may not be out of place to mention that in the World’s list of terror incidents India has been always ranked among the top ten countries, but no sporting team declined to tour India.
~ It is very satisfying that since 2017 national cricket teams of Zimbabwe, West Indies, Sri Lanka and Bangladesh (ladies) plus the World X1 players have toured Pakistan and found it the most peaceful and secure place to play sports in any city of the country. Moreover, since 2017 many foreign cricketers, umpires and other officials (retired and active) have been to Pakistan in connection with Pakistan Super League cricket matches and confirmed that Pakistan was the most secure and comfortable country for cricket, other sports and tourism throughout the length and breadth of the country.
In view of the foregoing, it is earnestly hoped that the all sports organisations of the world, particularly, the ICC members will fully support New Zealand in its resolve to remain steadfast in defeating the terrorism; and keep on playing in New Zealand all the scheduled sports events and matches in the country despite today’s (Friday 15 March 2019) most abhorring and dastardly terrorism incident in their city of Christchurch, where almost 50 peaceful Muslims offering Friday prayers in two different mosques of the city, were most brutally massacred (which was also telecast live over the Internet in most gruesome manner which ashamed even the holocaust).
It is earnestly hoped that the ICC members must not make the same mistake with New Zealand, which they made with Pakistan, by declining to send their teams, which in fact, was the fulfilment of the aims of the terrorists, to isolate this country (Pakistan), which was the flag bearer of the fight against the world’s longest war on terror, ever fought over this planet.
Pakistan should be rewarded not punished for steadfastly and alone fighting and winning the war on terror for 18 continues years, where troops and resources of 49 NATO countries led by the full might of the USA, failed to defeat the scourge of terrorism and left Afghanistan, one by one, after even paying money to the enemy, to not to attack their soldiers.
Pakistan (which is as safe as any other country of the world but where world’s best Presidential style security is provided to the visiting sports teams) has been unnecessarily made to suffer by the policies of the some ICC members, which obviously played into the hands of the Indian propaganda) who on one hand, admit committing terror activities in Pakistan, as part of the Indian defensive offensive doctrine of their National Security Advisor Ajit Doval; and on the other hand, leave no opportunity for using sports, as a political tool, about which now IOC has already very swiftly and strictly taken action against entire sports bodies of India; and forthwith banned holding of any sports events to be organised in India, under the auspices of the IOC. It is high time now for the ICC to take the same punitive action against the BCCI for politicising the glorious game of cricket, in line with the policies of the International Olympic Committee and charter of the ICC, as well.
In view of the foregoing, now a time has come for the major ICC members like ECB, ACB, Cricket SA and NewZealand Cricket Board to immediately resume sending their teams to play in Pakistan, which as explained above, is comparatively much more secure country than Germany, Austria, France, UK, Ireland, India, New Zealand, Bangladesh, Sri Lanka & even the USA (remember terror strike bombing in the Atlanta Olympics USA of Centennial Olympic Park which was a domestic terrorist pipe bombing attack on the Centennial Olympic Park in Atlanta, Georgia, on July 27 during the 1996 Summer Olympics. The blast directly killed 1 person and injured 111 others; another person later died of a heart attack).
A clarion call to American leadership..!
A Clarion Call
To
The President of the United States
And the
Entire Civil and Military leadership of the United States
Dear Sir/Madam,
The news that USA’s National Security Advisor has informed India about supporting India’s right of self-defence, is really alarming and may incite India venturing into any misadventure against Pakistan, which surely and easily can spark an instant full blown conflict, between the two nuclear armed nations.
Link:- https://m.timesofindia.com/india/we-support-indias-right-to-self-defense-us-nsa-to-ajit-doval/articleshow/68018413.cms?utm_source=twitter.com&utm_medium=social&utm_campaign=TOIMobile
On the principles of justice, fair-play and Human Rights, the USA should have first and foremost supported the right of self-determination for the Kashmiris, granted by the Charter of the UN and promised by the Indian PM with the world, at the UN Security Council and mandated by the UN SC resolutions.
Under the circumstances, when many top Indians are openly saying that Pakistan has nothing to do with the homegrown uprising in Kashmir, Indian mischief is badly exposed.
Moreover, keeping in view that the suicide car bomb was detonated by an INDIAN citizen and that no one can enter Indian side of the Line of Control in Kashmir (LOC) from the Pakistani side, which (LOC) is highly secured by the Indians with manned impregnable barbed wire wall, which is further electronically secured with laser and satellite’s most modern surveillance systems of the world, there is not an iota of a proof of any Pakistani connection in the Pulwama incident of killings of Indian security personnel.
If the root cause of the problem is not addressed, do not expect peace in the Kashmir region.
At the same time, the leadership of the United States must not forget how India killed 40 innocent Sikhs in a FALSE FLAG OPERATION in Kashmir on the eve of the Indian visit of the US President Bill Clinton, as admitted by the Indian Army Lt. Gen. (R) details available at
link:- https://www.google.com.pk/amp/s/freepresskashmir.com/2018/03/20/watch-retired-lt-gen-says-indian-army-was-involved-in-sikh-massacre-of-chittisinghpura/amp/
However, before giving any support to the Indian government, over this issue; the P-5 UN members should immediately send a team of the world experts (under the auspices of the UN) to investigate the whole matter and fix the responsibility of this attack on the Indian CRPF personnel on 2/14 on Jammu -Srinagar highway and also to determine, whether, it was a false flag operation of the Modi government or not, which is desperate to divert attention from the UN Human Rights Commission’s report [ First-ever UN human rights report on Kashmir calls for international inquiry into multiple violations
Link:- https://www.ohchr.org/EN/NewsEvents/Pages/DisplayNews.aspx?NewsID=23198 ]
which clearly blames the Indian government and its forces, over worst Human Rights violations and atrocities, making it liable for the trial on war crimes by the the International Criminal Court (ICC or ICCt) at The Hague, just like it happened in the case of recent war crimes of the Myanmar’s forces. [ Myanmar military leaders must face genocide charges – UN report

Moreover, do not forget Sir, your any undue encouragement to India for its misadventures vs Pakistan, will surely escalate into a nuclear Armageddon, endangering the existence of entire humanity, on our planet.
In this regard, your kind attention is invited towards the following:

In view of the above submissions, the US government leadership is requested to be well aware of the repercussions of US support to India, on its unjust cause in Kashmir, which can prove to be of catastrophic consequences, for not only your country, but the world at large, as well.

Saturday, 19 January 2019 will be remembered as another black day in the history of Police brutalities in Pakistan, when near Sahiwal, 16 CTD personnel killed from a very close range in broad day light, four persons (including a 13 year old girl, her mother and father) right before the eyes of their three young kids. This abhorring incident has shaken the nation and its belief in Pakistani Police force.
As such, it is high time that all of us should collectively ensure that our police is re-vamped on most modern lines, so that incidents like killing of Mir Murtaza Bhutto, Model Town and Sahiwal massacres are never repeated again in Pakistan.
In this regard, very learned, experienced and senior police officer are unanimous on one point that the most weak link in our police service is the lack of proper training in line with modern day demands of society.
It is a general perception that Police system in Pakistan can not be brought to the level of western countries come what may.
Another view on this issue gives the example of KPK government of the PTI which believes that if Police is depoliticised and Police Stations are housed in a neat and clean building with computer facilities, the performance of Police will automatically improve and a new people friendly culture will ultimately evolve.
However, if the performance, perception and culture of the Police system is to be brought up to the level of the first world countries, then investment, needs to be made into the manpower for re-building and re-vamping of our Police system, which has fallen to a level, where the fiber of our society has been literally blown to the smithereens.
In this regard, the foremost example of a world class Police force in a developing country (where might is right and law of jungle is order of the day), immediately comes into mind, is our very own Motorway Police.
In this connection, in order to get the answers of what is the secret of success of Motorway Police and can this model be replicated in the district Police, the following write up of Dr. Wasim Kausar, former IGP, NH&MP needs careful reading:
Quote.
“Policing Culture
By Dr. Wasim Kausar, Former IGP, NH&MP
Pakistan Motorway Police has earned the respect and confidence of the public within a short span of time. Common perception about police and policing in Pakistan is hopelessly dismal. Where corruption has become almost a disease in Pakistan affecting every aspect of our political, social and economic sectors, corruption in the police stands out like a sore thumb and its conspicuousness is due to its criticality and impact on good governance of the country and the negative general public view or impression it is bound to create. The country has been contending with the issue of corruption for the last several decades, but its efforts could best be labeled as “fire fighting” attempts at curbing public sector corruption.
Not very long ago the traffic culture on the highway of Pakistan was characterized by a contemptuous disregard for traffic rules, an almost non-existent enforcement apparatus, and a very high ratio of accidents. Every year 700 people lost their precious lives and another 75000 received injuries in road accident. This meant a staggering 19 deaths and 205 injuries per day. The response of the Government of Pakistan to all this was swift and sweeping, and that was the establishment of National Highways & Motorway Police, which was specifically tasked to rectify the situation. This was easier said than done, but the gauntlet was valiantly taken up by the pioneers of the force. It was a gigantic task that needed considerable mental and material input. The same was, however, made available and the force became operational. The result has been a success, that could not only be referred to as exemplary but bewildering as reflected in the National Accountability Bureau (NAB) Report, 2002: –
“With regard to petty and middling corruption, the consensus has been that there is hardly an arm of Government which does not suffer acutely from corruption, with the exception of the Motorway Police.”
Fortunately, Pakistan’s Motorway Police has emerged as a model and an example of a corruption free police. It is commonly believed, supported by studies, that the Motorway Police is actually a graft free police force, created as a result of cultural transformation in policing. Seventy percent of the research on policing in the world encompasses police culture and its effect on police conduct. It has been established by independent research and analysis that prevalent police culture determines the prevalent police conduct with the public. Therefore, it would be naive to expect public friendly policing from a para-military policing outfit. This can only be possible if a strategy is formulated to transform the para-military culture by qualitative improvement in the training ecology and the work station ecology of the organization as reflected below:
The success story of Pakistan Motorway Police revolves around the cultural transformation in police attitude by ensuring qualitative improvement in the training ecology and provision of compatible work station ecology. Needless to say that the service oriented and public friendly police model was the ultimate goal through this cultural transformation.
The research studies into the personality profile of a police officer reveal that the common policeman suffers from a deep seated syndrome which we may name as the “stress prone personality disorder”, caused by one or more of the following factors which lead to his erratic and delinquent behavior, giving rise to ever increasing corruption, moral as well as intellectual, human rights excesses, misdemeanor and misbehavior with the general citizenry and a mindset that police cannot be subjected to any kind of accountability or scrutiny.

TRAINING
Batches of officers were sent to U.K. (Wales) and Germany for specialized training.
Staff from U.K. Police was called to impart training in Pakistan.
Training in the use of Modern – Electronic gadgets.
Training in first aid to help the injured in accidents.
Refresher Courses.
It would be counter productive to give high profile training to an officer without provision of compatible work station ecology. Therefore, a qualitative change in the work station environment was brought about as a result of the following measures based on international standards: –
WORK STATION ECOLOGY
Manageable span of control
Neat and clean working environment
Camp living
Mess facility
Sports activities
Motivation and Morale
Chain of Command
Shift System and Monthly Rest
Compatible Work Station and Training Ecology
In-built System of Reward and Punishment
Minimum Weaponry displayed
Only Moving Violations checked. No documents seized.
Force responsible for traffic discipline, safety of commuters and initial action in crimes.
It is erroneous to think that repressive or oppressive tactics can control crime and restore order to the society. These are reactive methods of policing. Proactive policing is comprised of preventive measures and community partition to curb crime. Policeman is not only a law enforcer, but is also a peace officer who is expected to resolve conflicts between people. In this manner, the police officer becomes a friend of the people, who receives respect and participation from them. His task, thus, become, easier, creative, interesting and meaningful. Therefore, in order to attract quality police officer, the following incentives were given for their selection on merit in the Pakistan Motorway Police: –
Attractive Salary Package.
One Step Promotion.
Free Bachelor Accommodation.
Shift System (8 Hrs Duty).
Proper Mess Arrangement.
Reward for Good Work.
Free Uniform.
Indoor/Outdoor Sport Facility.
Four Days Rest in a Month.
Free Medical Treatment.
Choice Postings (Near Place of Residents).
On 27th November 1997, this new force started working. After six months, the British trainers paid a surprise visit to see the working of their trainees and were astonished to see the working of their trainees and were astonished to see the efficiency and output. They remarked “this force is working even better than British Police” which is indeed a great comment from a British Police Officer.
It would be difficult to pin down all the contributing factors for the first public friendly and service oriented police organization in Pakistan in this brief article. However, it may be mentioned that this miraculous transformation has been brought about by a cultural swing through qualitative improvement in the training ecology and work station ecology as explained earlier. It may be argued that maintaining law and order and control of crime is the joint responsibility of the society, its political, social, economic and cultural institutions. The police alone cannot handle these problems and the pooling in of the efforts of all is essential. Other state agencies must be involved. Crime and disorder are social theme, which should be projected in their true colors and the policeman’s role should be fitted in to the extent that is needed and relevant and no further. Then alone, the policeman shall be able to adequately and efficaciously acquit himself of a portion of his responsibilities, in the larger context of the criminal justice system. This is part of the dialectics of improvements, which must be allowed to operate freely.
Therefore, it is clearly manifest that policing by consent whereby the policing process takes the public along in its quest for maintenance of public order is a key towards public friendly policing. The success of Pakistan Motorway Police lies in its service oriented functions and assistance to about 1200 commuters in Pakistan each day. From organizational point of view, the most important factor is that this is an officer based organization which works in a shift of eight hours with a manageable span of control as per international standards. The frequently asked question that Pakistan Motorway Police model can be replicated in the district police would require a detailed research paper. However, it can be argued that this not something impossible. It may be pointed out that order in a society depends upon a multiplicity of interacting forces which are complex. It depends upon the distribution of resources, images of relative deprivation, inequities and injustice, coercion, oppression, and greed. It depends upon the inculcation of values of comfort, convenience, dignity, safety of others etc. These values depend upon family, education, environment and neighbourhood pressures with expectations of good behavior.
In this context, it is essential to understand the tensions in rural areas, the phenomenon of migration, and various aspects of urbanization giving rise to police responsibility in providing convenience of movement and general security making the society functional and efficient. Since human relationships are becoming more sensitive in the complex network of dependence, the policeman has to be sensitive to indications of disorder and lawlessness. Therefore, it can be argued that a cultural transformation in the district police is practically possible with a strong will of the Government as in case of Pakistan Motorway Police. However, it may be pointed out that apart from key policy decisions, this change would require a sustainable financial backup in order to ensure quality in policing as stated by Sir, Robert Peele in his address to the British Parliament on Police Reforms in 1907: –
“The quality of policing is directly proportional to the financial aspects of policing. It will be difficult to get a good police without paying for it”
Unquote.
The gist of the above article as per given link:- http://nhmp.gov.pk/?page_id=144 lies in the following sentence:
Quote. “ a cultural transformation in the district police is practically possible with a strong will of the Government as in case of Pakistan Motorway Police.” Unquote.
In a nutshell, it is suggested that the government of Punjab (and all other provinces) must take a leaf out of the success story of the Motorway Police, with the same will, determination and monetary investment, which it has shown in the bringing up of the Metro Bus Services, Orange Line Metro Train System and Safe City projects; otherwise, huge investments in the infrastructure developments will be totally nullified by the decadence in society, mainly created by the old Police system of the British colonial rulers, to serve their own vested interests.
In this regard, the new Police system may be implemented in stages and phases by weeding out old lot of rankers after giving them a decent payout in voluntary retirement scheme and inducting fully qualified and highly trained personnel, after completely separating the three segments of Reporting, Investigation and Prosecution.

American war – Pakistani sacrifices for free?
Just a misleading propaganda, where all the concerned knows that CSF payments are NOT aid, but reimbursements for use of GLOC facilities through Pakistani area, by the US and the NATO Forces.
Moreover, for Pakistan such unfriendly acts by the US governments are not a surprise. Few decades ago they not only confiscated F-16 planes duly paid in advance by Pakistan, but also demanded and got payments for storage of those confiscated F-16 planes.
Then Pakistani nation and it’s armed forces will never forget killings and maiming of our dozens of dozens officers and men by US bombardment of Pakistani post named SALALA, where these troops were specifically posted for eliminating the terrorists which were moving across the Pak-Afghan border. Those US military authorities totally forgot, before allowing the killings of Pakistani troops that how this very Pakistani Army shed their blood and sweat to protect the lives and honour of the US troops, who were under deadly attack and were being lynched in the streets of Mogadishu, Somalia.
The moral of the story is that if any nation wants to live in peace, it must not be a friend of the United States, because US has a history of not honouring promises with and remembering any sacrifices of a its friendly nations.
Moreover, we Pakistanis should also remember what the US is doing with Iran after signing of the framework for a Comprehensive agreement on the Iranian nuclear program in 2015 by France, Germany, the European Union, Iran, United Kingdom, United States, China and Russia and above all, by even after certifications of IAEA inspectors reporting compliance of the agreement by Iran.
You give these Americans an inch and they will take a foot. As such, the Americans must be told to PAY MORE for all the due compensations (remember CSF payments were NOT compensations) of our sacrifices of men and material in the almost two decades old WOT (which is more longer time span than the length of the combined time of the WWI & WWII), including the free use of the airspace, which was many times more than the combined sacrifices of the 49 members of the NATO countries.
Last but not the least, the Pakistani leaders must keep in mind that America has completely lost the Afghan war, as per the definition of victory and defeat stated by Henry Kissinger that the conventional army (US Forces) loses if it does not win. The guerrilla (Taliban) wins if he does not lose.
Hence, we must play our cards smartly and boldly, to again do favour to our defeated friends, for an honourable exit from Afghanistan, which is not possible, without our help.

How to combat economic terrorism within Pakistan?
We can compare the fluctuations in stock market rates with the currency rates in the forex market, the same way as a corporation’s stock reflects the public opinion of the corporation’s worth; the currency of a nation tends to reflect how the world market values the economic prospects and the future of a country in relation to other countries.
If a company (read country) is doing well, with increasing earnings and higher dividends to its stockholders, the stock of that company will tend to appreciate.
We Pakistanis must know, that without any doubt, the easiest and surest way of moving ahead, is to stand on our own feet.
Foreign aid/loans, can keep us afloat, but won’t allow us to swim. Actually, in constant homegrown methods of growth and development, lies our salvation.
Now, the time has come to separate the growth and development in the sectors of education, health, eradication of poverty, environment protection, human development, conservation of water resources and security of Pakistan, from the politics, forever. Politics and these issues of life and death can not go together.
In this regard, we can not put cart before the horse, which means that economic emancipation of the teeming millions and Pakistan’s financial stability, should be the top most priority, over all other subjects including the democracy, which can wait, after so much waste (over 70 years) of time and resources.
Even democracy can never deliver without its foundations truly embedded, in rock solid and inevitable local bodies system.
It is just a false propaganda of the beneficiaries of the democracy (oligarchs) that if allowed continuity, democracy can work and deliver from the assemblies and senate, without genuinely and financially autonomous grass roots level, fully empowered local bodies system; and not the sham local bodies system, currently prevalent in every province of Pakistan, very reluctantly allowed by the politicians, albeit, on the repeated orders of the Supreme Court.
If Pakistan has to be governed and developed with the current system of few provinces of huge areas having large populations, then it immediately needs a revamped and fully empowered local bodies or COUNTY system; else, we will have to convert every division, into a political and financial autonomous administrative units under the same name and boundaries of the current four provinces, so that no one can politically incite the people (for their own vested interest) in the name of division of a particular province. In this way the name of provinces will stay without any changes in its boundaries, but the current civil divisions can be converted into autonomous administrative units, working with full fiscal independence.
In the meantime, a referendum may also be held to decide about switching towards the presidential form of government.
Further, the biggest reason in the collapse of our economy has been the higher than the highest level of corruption which has created an impression and culture, which ensures that the crime of corruption pays and is an acceptable norm of our society; plus the judicial system which has miserably failed to genuinely punish the big wigs (even if they are found guilty by the court of law) who are caught on corruption or criminal charges of even day light murders, while providing such top level culprits so much facilities (even permission to travel abroad on humanitarian grounds) during trials and after conviction, like the facilities of house arrests and stay at five star hospitals (during the jail terms) that it motivates others, to always indulge in mega corruption and other major criminal activities with impunity.
The level of mega corruption, in fact, puts Pakistan at the top of the most corrupt nation’s league in the world, whose government level financial irregularities are almost double its size of the budget, as depicted from the news quoted below:
Quote.
“The Auditor General of Pakistan (AGP), Javaid Jahangir, has claimed that during the audit year 2017-18 auditors pointed out irregularities amounting to Rs8.276 trillion in the accounts of the federal government.
It may be mentioned that this figure is almost double the amount allocated for the fiscal year’s federal budget that is Rs4.75tr.”

We must re-vamp our judicial system to kill the notion that it always ultimately pays to indulge in mega corruption in Pakistan.
Until and unless, the culture of our country which loudly announces that crime of corruption pays in Pakistan, is not changed with radical steps of zero tolerance and no leniency, in (corruption cases) court trials and jail sentences; and severe punishments like DEATH SENTENCES are awarded in the corruption crimes, we will remain a Banana Republic of the worst category.
Under the circumstances, if certain basic changes in our political and judicial systems are not incorporated in our constitution, no dictator or even best of the best civilian leadership or political party, with all the good intentions, can deliver and succeed in pulling out this country, from the abyss.
It has been a good political tactics in the past by all and sundry, particularly by those at the helm of the affairs, to divert the attention of the masses, from the real issues, by mud slinging on politicians, civil and military servants, judges etc.
However, now we must put a full stop to this non-sense, which has wasted the entire 71 years life of Pakistan.
Nothing can match the benefits of the collective wisdom. Since, its a matter of impending economic collapse of the country, impetus for which is being provided by the numerous and rapid devaluations of the currency, since December 2017, which obviously is a sure recipe of disaster, for which all of us are responsible, in one way or the other: almost no one is exempt from the charge of hurting the cause of the country.
It looks that a certain gang of oligarchs within ourselves, is forcing Pakistan (by design) to irreversible bankruptcy disaster, as if, to punish Pakistan, for its some unpardonable crime.
As such, we should take each and every segment and political/social force of the society in confidence, for a very transparent scheme of our future development.
In this connection, Mr. Steve Maraboli has very appropriately said that “Make a pact with yourself today to not be defined by your past. Sometimes the greatest thing to come out of all your hard work isn’t what you get for it, but what you become for it. Shake things up today! Be You… Be Free… Share.”
Let us unitedly, build a new economically strong and politically stable Pakistan, with our collective and prudent decisions; knowing very well that no political party, group or institution is so strong, to run this country, single handedly, for a sustainable period, without the help and cooperation of each other.
Our urgent task must be to stem the economic rot immediately and on EMERGENCY basis.
Government of Pakistan (GoP) must be duly warned that rapid devaluation of the PKR is no panacea for the economic stability and amnesty schemes are factually and cruelly legalising crimes of the 1% rich at the expense of the 99% poor Pakistanis. Moreover, the latest amnesty scheme is so smartly designed that if we deposit 2% (Rupees 4 Crore) of say PKR 2 billion, we can even protect/legalise our FUTURE corruption of PKR 196 crore. Technically speaking the latest amnesty scheme can easily be used to whiten black money to be earned in future, as well.
Moreover, in Pakistan, we can easily control our expenses, if the following statement is adopted as a motto/mission; and implemented as an official policy, and is also displayed in the offices of the civil and military bureaucracy, just below the portrait of Quaid-e-Azam Muhammad Ali Jinnah Sahab:
“Recall the face of the poorest and the weakest man whom you may have seen and ask yourself if the step you contemplate is going to be of any use to him.”
In this regard, it is suggested that, we should AIM to bring Pakistan, to the level of Singapore of 2018, by the year 2040.
All politics and other considerations should be made subservient to this TARGET for 2040, even if we have to abolish weekly holidays for the next 20 years & reduce our daily sleeping time to 6 hours.
All stake holders, particularly, from the deprived sections of the society in Pakistan, must immediately come forward, for deciding about the direction of the future of the nation.
Biggest factor in any victory is self-confidence. Anti-thesis of terrorism is education, coupled with economic emancipation. But it must be remembered that no country or society has ever risen from ashes, without individual and collective sacrifices, hard work and discipline, for example Germany, Japan, China, Korea, Turkey and Malaysia. Basically these nations did not waste their time on feeding precious resources to top level democracy which automatically breeds oligarchy.
[Oligarchy is a form of power structure in which power rests with a small number of people. These people may be distinguished by nobility, wealth, family ties, education or corporate, religious or military control. Such states are often controlled by families who typically pass their influence from one generation to the next, but inheritance is not a necessary condition for the application of this term. Throughout history, oligarchies have often been tyrannical, relying on public obedience or oppression to exist. Aristotle pioneered the use of the term as a synonym for rule by the rich, for which another term commonly used today is plutocracy.
Link:- https://en.m.wikipedia.org/wiki/Oligarchy ].
The achievement of these countries named above were not the outcome of democracy at the top level, but participation of the entire population in the nation building at the grass roots level. These nations have risen (from the conditions worse than Pakistan) by the honesty of purpose of their leadership, national discipline, engagement of all segments of society from the grass roots level and rule of law. We very recently watched the example of rule of law from South Korea, where their former lady president was brought to court handcuffed, for a trial on corruption charges.
As such, our nation must embark upon the following agenda, to resurrect our economy, without any further loss of time.
1. We should not expect any different results at the end of the five term after the general elections of 2018 from what we got after the GE-2013. Why; because for any different result there has to be some change. In fact, famous scientist Albert Einstein defined INSANITY as doing the same thing over and over again, without any change and expecting different results.
Now since this country of 220 million population can not afford any further waste of time with so called democratic and dictatorship experiments, it will be prudent to look forward and immediately form a national government, which must be specifically government devoid of Hitmen of the lending agencies and controversial and dishonest people.
This homegrown government should consist of honest members from every segment of society for example labourers, peasants, teachers /professors, students, minorities, professionals from all possible fields and experts from the fields of media, law, military, diplomacy and civil administration.
2. This national government should request to all foreign donors for a 5 years moratorium, on all debt repayments by Pakistan, which is and has been a frontline state of the world’s war on terror (WOT). Here don’t forget that the world powers have totally written off loans of many countries, for much less cooperation than Pakistan, which is practically fighting their war for almost two decades; and Pakistan still NOT charging a penny for overflights in the ongoing war of terror being fought in Afghanistan.
3. 20% per annum reduction in all non-developmental government expenditures, plus total freeze in all perks paid from the national exchequer, involving foreign currency.
4. Maximum tax rate on each and every type of income in Pakistan should be fixed at 10%. This will not only bring huge revenues to the government by giving a fillip to the badly suppressed economy, but will also discourage (to a very large extent) the tax evasion tendencies.
5. Increase in productivity & exports with liberal tax and tariff relief to industry, commerce, trade and agriculture. In fact, our strong point is agriculture and our focus should be to revolutionise it with most modern technologies of smart agriculture, which easily has the potential to create five million jobs in just five years.
6. Set a target for 20% per annum increase in foreign remittances, by offering innovative incentives to expatriate Pakistanis.
7. Outsource the FBR (which will alone increase income by Rs.500 to Rs.1,000 billion) and IMPOSE FLAT 10% tax on ALL & EVERY TYPE OF INCOME (as already mentioned at 3. above), without any exemption or SRO’s (except for the Police and security forces personnel whose salaries may be doubled with expected receipt of un-precedented increase in revenues, due to the above suggestions). This will not only reduce income tax burden on salaried class (with maximum tax rate of 10%), but will also result in so much increase in revenues, to the extent that government will not require any tax imposition, in the budget. Plus, the government will be able to give tax free salaries to all the armed forces, rangers, police and other security agencies personnel, who are shedding their blood, in fighting the menace of terrorism, for our and our children’s safe TOMORROW.
8. The collective financial loss of State Enterprises is above Rs.500 billions per annum. All such entities should be immediately handed over to highly professional, dead honest, most patriotic successful Pakistani and or overseas businessmen, to head and bring in their own members of board of directors, to immediately turn around and successfully run these organisations, like world class companies, as a national cause service to the motherland, on war footings.
Few of the names which comes to mind of our world class successful Pakistani talented entrepreneurs, fully capable to serve the country in times of its dire need, are as below:
– Mr. Shahid Khan at USA, with net worth of $3.8 billion.
He owns Jacksonville Jaguars which worth $770 Million, plus a team in English Premier League ‘Fulham F.C’ which worth $300 Million and also He is the owner of Flex – N – Gate. He is the Richest person of Pakistan. He is presently living in USA. His main source of earnings are from the business of Auto parts manufacturing. He is counted as the 490th richest person in the world.
– Sir Anwar Pervaiz O.B.E
He is the founder and chairman of Bestway Group which is known as the country’s second largest cement producer and 16th largest cash and carry operator in UK, and also he is the Deputy Chairman of United Bank Limited Pakistan. He is one of the renowned investor. He is known as the great businessman in the country. His net worth is $1.5 Billion.
– Mr. Salim Ghauri is a renowned IT Entrepreneur recognised globally today. He is the founder & CEO of NetSol Technologies (1996).
– Mr. Razzaq Dawood is a highly reputed and successful industrialist and philanthropist. One of the founders of the famous LUMS university. He is founder of Descon.
– Mr. Sikandar Mustafa Khan is Chairman Millat group of companies and heads many organisations and forums. He is credited in the country for successfully heading buyout of a government run organisation which is a rare example in the industrial sector of the country in which employees of the same organisation purchased their company and created history of a terrific success story under the professional and administrative leadership of Mr. Sikandar M. Khan.
9. Pakistan’s Foreign policy is excellent in theory, perhaps the best in the world. However, this policy should be implemented in its true letter and spirit with core emphasis on PEACE particularly with its neighbours; and FP’s thrust and theme should be that any and every action must result in the economic benefit of the country.
10. Initiate steps (by imposing economic emergency) to bring each and every economic activity under document.
There is absolutely no doubt that by the dint of sheer hard work, sincerity & honesty, which is imbibed in the bones of the Pakistani work force, we can surely bring Pakistan, into the comity of 20 developed nations of the world, in the next 15-20 years.
The current leaders of Pakistan holding the destiny of this great nation, with highest manpower potential and material resources in the world, must remember the following two adages.
~ NOT FAILURE BUT SETTING LOW AIM IS A CRIME.
~ IN ORDER TO ACHIEVE THE IMPOSSIBLE IT IS PRECISELY THE UNTHINKABLE WHICH MUST BE THOUGHT.

Dear Syed Nayyar Uddin Ahmad,
We should be optimistic about the future of our relationship. We are fighting a common war, and it only makes sense for us to cooperate and coordinate against our common enemies. The recent meetings between our government officials show that we are working closely to address our common objectives. We’ve been able to overcome some difficult situations and realize that it is in our best interest to work together and negate the threat pose by terrorist organizations like the Haqqani network and the TTP. We echo what George E. Little, Acting Assistant Secretary of Defense for Public Affairs, said recently: “We believe that the Pakistani government shares our view that terrorists threaten both countries, both Pakistan and the United States. Scores of Pakistanis have regrettably been killed by terrorists inside Pakistan. We, of course, have suffered losses as well, inside Pakistan and elsewhere, from al-Qaeda and from other terrorist groups operating along the Afghan-Pakistan border. So we have common cause with the Pakistanis. We’re working closely with the Pakistanis on the counterterrorism issue, and we will continue to do so.”

Terror Menace – Wayforward
Subject:- Involve 21 crore Pakistanis to fight the terrorism

11, 2010 in Karachi, highlights the importance of preventive measures to curb the menace of terrorism, which is causing severe losses to men, material and reputation of the country.
In the cases of terrorist attacks on the GHQ, PIDC house & Pakistan Navy air base it was reported that the gang of attackers was residing in a rented house for wuite some time, in an area not very far away from their targets. It was also reported that the neighbors of these houses were although, suspicious of these tenants yet; they kept quiet and did not tip area police about their apprehensions.
This objective can be easily achieved, by the announcement of the Government, that a reward of Rs. 50 millions shall be paid to any person, who informs the Police about the terrorist staying in a house, hostel, hotel, rest house or any such place.
If the war against terror is to be won quickly, the entire population of the country have to be geared up and involved in the task of watch and vigilance.
This war can not be won, alone, by our security agencies.
Best Regards,
Syed Nayyar Uddin Ahmad
PS…Enemy likes Eid days..!
The first PAF jet fighter to shoot down an enemy aircraft was F-86F Sabre No 55-005 of No 15 Squadron, the unit also known as the “Cobras”. Flying this aircraft, Flight Lieutenant M Younis downed an Indian Air Force Canberra while it was on a photo reconnaissance mission high over the Rawalpindi area on 10 April 59, an Eid day. Pilot Officer Rab Nawaz was the Air Defence Controller on radar for this mission.
Today on Friday, 1 December, 2017 our enemy again selected the Auspicious day of the Eid Milad un Nabi to attack students hostel of an institution in Peshawar.
Our coward enemy is mistaken that it can find Pakistanis off guard on Eid days.
America & Pakistan – A Saga of Love & Hate
Donald Trump must come clean on following accounts before expecting anything further from Pakistan:
1. Which peace loving country created
Al-Qaeda & ISIS? Was it Pakistan or America?
2. Which country (Pakistan or America) recently ferried ISIS to Tora Bora mountains on unmarked helicopters in Afghanistan? And what was the purpose of bringing ISIS terrorists, near to the Pakistani borders?
3. Why India & Afghanistan, right under the nose of the US government forces, are using Afghan territory, for un-leashing state sponsored terrorism in Pakistan, which was also confirmed by the former US Secretary of defence?
In this regard, Pakistan has already provided a dossier on Kalbhushan Yadev, giving details of the Indian state sponsored terrorism, which is an irrefutable proof of India’s state sponsored terrorist activities in Pakistan.
4. Why India is protesting against Pakistani efforts of constructing wall/fencing on Pak-Afghan borders, to stop terrorists being launched from Afghanistan into Pakistan? Are the Indians and Afghans afraid that with the building of wall/fencing, the excuse/propaganda that the terrorists are coming into Afghanistan from Pakistan’s territory, will no longer be tenable?
5. Why India is not protesting against Donald Trump’s plans of constructing wall along the border of Mexico?
6. Why and with which intentions US senators are meeting Indian sponsored terrorist, Altaf Hussain, in London, knowing fully well that he was the top fugitive of Pakistan, responsible for thousands of targeted killings and innumerable terror activities in Pakistan? Should Pakistan take these meetings as acts of friendship from the US, with which it has joined hands, for the last many decades, against fighting the Russian invasion of Afghanistan; and later on, in the WOT, which has so far caused loss of lives of over 60,000 Pakistanis killed, many more injured and cumulative financial losses of over a trillion dollars to its economy?
7. What will be the reaction of US government, if Pakistani law makers meet US’s enemy sponsored terrorists?
8. US must come clean and let the world and Pakistan, very clearly know, whether US is with Pakistan or with those terrorists and terror sponsoring countries, who are spreading terrorism, chaos and instability in Pakistan?
9. US must also tell the world, what it has done and is doing, to stop terrorists, launched by the Indian and Afghan governments, from Afghanistan into Pakistan?
10. US must also tell Pakistan, why it reneged from its promise with Pervaiz Musharraf’s government, in lieu of Pakistan’s total cooperation in WOT; that India will not have any role in Afghanistan’s war?
11. Does Donald Trump thinks that peace in south east Asia is possible, without resolving the Kashmir issue, according to the UN resolutions and wishes of the Kashmiris?
12. Why Donald Trump does not condemn state sponsored terrorism of Indian government, over the Kashmiris and why India is not censured and threatened with US sanctions, over its war crimes in Kashmir, genocide/lynching of Muslims in India (as a state policy to please hard liner Hindus and terrorist organisation RSS), over cows issue; and grave human rights violations, against minorities and low cast Hindus, all over India?
13. Why Donald Trump is embracing Narendra Modi, whose hands are soaked with the blood/genocide/holocaust of thousands of Muslims, brutally killed in Gujarat, under his direct orders, which immediately resulted in ban on grant of US visa, to Narendra Modi?
14. Donald Trump and the US government must not forget that any aid it gave to Pakistan’s military, was not a favour, but to enable Pakistani military, to fight the US IMPOSED WOT.
15. Donald Trump should also not forget that the few billion dollars it paid to Pakistan for GLOC (ground lines of communications) was not a favour or charity, but were reimbursements.
16. Rather, it was Pakistan which gave to the US a big favour/charity of many more billions of dollars, by charging extremely low rates for the GLOC, as compared with the Russian States; and also don’t forget Pakistani huge charity to the US (about which Pakistan never mentioned unlike Donald Trump) for not charging a single penny, for the use of Pakistani air space. Hope the US government knows very well how much it paid to the Turkish government, for use of the Turkish air space, during Iraq war, for a very short time.
17. Hope the US government and Donald Trump knows how much it owes to Pakistan, for saving US troops from being lynched in Somalia?
18. Moreover, America can not raise any objections over Pak – China close relations and the CPEC project, when China itself is the biggest partner of the USA in not only in trade, but loans, as well. What is good for gander is good for goose.
19. Last but not the least, for decades and decades, almost every American/world civil and military leader has appreciated Pakistan’s role and it’s unparalleled sacrifices, as a front line state during the Soviet invasion of Afghanistan and during the ongoing WOT, for the last over sixteen years.
20. In view of the foregoing, it is now for Donald Trump and his government to decide, once for all, whether the US is a friend or foe of Pakistan? But remember, from now onwards, the US can not be a foe of Pakistan, pretending to be its friend, as well.
Pakistan has had enough; and it can no more be deceived, to put its existence on line, to fight wars for others and take their flak, as well.
