Mr. Prime Minister, it is clear without any doubt from the above news that the NCA of U.K. will return $190 million (confiscated from Malik Riaz Hussain in U.K.) straightaway to STATE OF PAKISTAN.

Sir, you as the top most custodian of every penny of the State of Pakistan must ensure that this recovery proceed of £ 190 million being handed over to the GoP by the NCA of U.K. is NOT returned back to Malik Riaz Hussain (on any pretext) and no one in your government is allowed by any trick or logic to AGAIN cheat the State of Pakistan, as already this £190 million was once stolen out of Pakistan.

Last but not the least, this nation of 220 million population specially thanks you for bringing back from overseas, its looted money, which was also the fulfilment of your biggest promise with the nation, for which you and your party deserves profound congratulations. Remember, Modi despite his tall claims, could not bring back a single penny, during his sixth year of continuous rule in India.

A blue print of Pakistani Magna Carta..!

My dear countrymen,

I take this opportunity to earnestly appeal every Pakistani living in Pakistan and abroad to kindly join hands in forcing all the politicians (in government and in the opposition) to shun politics from the development of Pakistan, for the sake of our coming generations.

Our country of 220 million population can only move forward, if it is absolutely united and totally focussed, on economic emancipation of the teeming millions, rather than busy in infighting and planning to topple one government, after the other.

A time has come for all of us to forgive and forget everyone, without any exception, to make a new and fresh start, as if, Pakistan was created today.

In this regard, It is the cardinal responsibility of the ruling leadership to unite the country and involve each and every person in the nation building, which is not the job of years, but of decades.

Without the involvement of every Pakistani in nation building, there is no other way we can take Pakistan to the comity of developed nations.

We have already wasted all the 73 years, after the independence of Pakistan, in the unaffordable luxury of POLITICS.

Let us now put the horse of “nation building” before the cart and shun politics for a few decades, by way of complete and absolute involvement of every segment of society, cutting across the lines of party or any other politics of cast, creed, religion and colour etc.

As such, first we need to involve the entire intelligentsia of Pakistan from government, as well as, opposition side, including all learned Pakistanis from the academia in Pakistan and abroad, to compile a Charter of Development for Pakistan (CODP2020), for the next 100 years.

However, the above proposed (CODP2020 -2120) should have a base to compile and work upon, for which it is suggested to form the Task Forces (mostly to be HEADED by non-PTI non-government members, but PTI and government experts should be members of these Task Forces) on the following subjects, to submit their reports to the Prime Minister, for jumpstarting engine of growth and development of our motherland, in maximum 20 days (even if they have to work day and night).

1. ‪Suggestions for development road map for advanced technologies like Robotics & Artificial Intelligence.

2. Suggestions for utilising social media power and out of box and innovative ways for Population Control.

3. Eradication of Radicalism and elimination of Extremism, increasing Crimes against females and Child population (like acid throwing and child abuse and molestation) & Control of Terrorism.

4. Ways for implementation of Rule of Law for everyone without exception and Legal, Jail and Judicial Reforms.

5. Proposals for Police Reforms for creating a modern times Policing and revamping of driving license issuance system to bring it at par with the best of the world standards.

6. Enhancement (specially in the future technological fields) of defence capabilities with special reference to countering the use of 5th & 6th generation war tactics by enemies and use of upper space technologies for defence of motherland and ways for creation of culture of discipline and fitness among the entire male and female population of the country, by compulsory military enrolment in National Guards Service for three years.

7. Suggest ways for a fast track elimination of Polio, Hepatitis and HIV/AIDS by utilising the benefits of social media. Also suggest emergency ways how to make DRUG FREE, our new/young generation (in educational institutions and in society) of boys and girls in particular and overall country population in general.

8. Plans for water conservation and floods control and approvals/consensus for building of future dams and compulsory rain water harvest decisions.

9. Development plans of Alternative Energy Resources, with time bound targets.

10. Suggestions for how to create a culture of R&D in the Educational and Industrial sectors?

11. Blue print for how to make use of Information Technology towards the quest of achieving a quantum leap from the primitive agricultural practices towards the modern agricultural systems, specially for the small holdings poor farmers?

12. Blue print of how to turn around Pakistan into a modern industrial & technological giant and to have a Labour Policy commensurate to that status?

13. Policy for modern practices for Mining & Rare Earth Metals (REM), which can turnaround Pakistan as the richest nation of the world, with its current hidden wealth of over $ 51 trillion, which can be compared with the current total GDP ($58 trillion) of the top 10 countries of the world. This huge wealth can help us a lot in our ascendency in control of the world from the upper space in the coming decades.

14. Proposals for Telecom Policy with special focus on 5G & 6G and its usage in population control, health issues and alleviation of poverty.

15. Proposals for Development of Services Sector. It will not out of place to mention that share of services sector in the GDP of USA is 80%.

PTI government is not for the poor of the poor by the poor..!

Sir,

The entire nation bows it’s head before Allah (SWT) for your historic and extremely successful meetings with American leadership; and Pakistani diaspora in the USA, which has united the nation, in a manner witnessed earlier only once, when under your leadership, our team won the 1992 Cricket World Cup.

We all know that the sole aim and vision and mission of your life and the reason you joined politics, is to economically emancipate the teeming millions of Pakistan, who have been deprived of the bare minimum facilities and requirements of life.

These poorest of the poor 130-140 million Pakistanis, who are not able to earn even $1.90 per day (minimum world level poverty benchmark), firmly believe in your words that soon you will uplift them from poverty, at a speed faster than the Chinese attained success, in the same case.

In this regard, your efforts in launching EHSAS program and other such steps are good, but it will hardly make any visible impact in genuine relief for the poor population, because this continued poverty is the insurance for the affluence of the elite class (controlling every power and authority) in Pakistan, who thrive on corruption, special agreements (like IPP contracts and idle capacity payments in the USD on LNG terminals without any logic) amnesty schemes, devaluation of currency, theft of utilities and manipulations in terms of foreign/domestic loans, bank loan waivers etc. Just for your information you may check why $8.6 million was withheld by the IMF when it disbursed $1.0 billion tranche of loan to Pakistan, few weeks back.

However, today it was really a heartening news that your government is expected to appoint a specialised inquiry commission to examine the prudence of capacity payments, currency indexation and higher than permissible returns to all the IPPs.

In this connection, Dr. Ikramul Haq (advocate Supreme Court and International tax expert) has very aptly explained the crux of the mother of all reasons, for the continued poverty in Pakistan, in his article published by the daily “Business Recorder” dated 26 July 2019 titled “Making tax system functional”.

Sir, unless you and your government has the tenacity and the will to wage an all-out war against the burgeoning black economy, money power and corrupt politico-administrative structures, no amount of interest free loans or EHSAS programs are going to liberate the down trodden Pakistanis, and mind you Sir, you are considered as the last hope, who can economically and in true sense, emancipate our teeming millions, whose numbers, unfortunately, have increased not decreased, in your past 11 months of government.

Mr. PM this is to remind your promise of transparency & accountability..!

It has not been checked, but someone was telling that this Special Audit of PSL 1&2, as reported and link given below of 9 April 2019 publication by the daily “The News” conducted by the AGP’s office, has compiled serious financial discrepancies in PSL 1&2, amounting to approximately Rs.2 billion.

Similarly, the Special Audit of the PCB, conducted by the office of the AGP in 2017, is also understood to have unearthed huge and amazing financial and administrative irregularities of astronomical proportions, but this report, although, a public property, has not yet seen the light of the day, as well.

Now, the question arises that why the two key members of the BoG of the PCB [CFO & the Audit Committee specially the Head of the Audit Committee] kept mum in the all BoG meetings, over these huge financial matters/irregularities and on the false open media statements of the then Chairman PSL that the external Audit of PSL 1 & 2 has been done, whereas, it was very well known to these two persons (CFO & the Head Audit Committee) that no external Audit of PSL 1&2 was ever even allowed; and Pakistani public was being told a white lie.

In fact, PCB only decided to allow external Audit of the PSL accounts starting from PSL3 (veracity of this can’t be vouched, because it was told by a high ranking official of the PCB).

In view of the foregoing, when no one concerned in the government and the PCB is ready to share with the public, the contents of the above mentioned three Audit Reports [1. Special Audit Report of the PCB of 2017 and (2&3.) Special Audit Reports of PSL1&2 conducted in 2018) the Prime Minister of Pakistan Mr. Imran Khan, who is Patron in Chief of the PCB as well, is requested in the name of his promise of no compromise ever in the Accountability and the Transparency; to forward these cases of the three Special Audit Reports of the PCB & the PSL’s financial and administrative irregularities to the chairman NAB, for its own impartial, but fast track inquiry/investigations.

However, till such time the NAB is processing these cases of the PCB, no concerned PCB officials and the concerned BoG members, be allowed to leave the country.

How not to be ousted – A recipe for the ruler

A lesson for ALL rulers in arrest of 30 years President of Sudan Omar al-Bashir (75 years of age) that protest against rising prices ultimately results in arrest of rulers of even 3 decades.

Must remember that there was a direct link between toppling of even a stable government and the rising prices, which breaks the back of the ordinary citizens.

Wise rulers never ever listens to the advices of the IMF, WB and pseudo domestic economic experts, which goes against the financial interests of the teeming millions, who are crushed by the weight of the rising prices, in every sphere of their life.

Moreover, no government can be TOPPLED (latest example of coup failure in Turkey) which goes for severe and ruthless actions (like in Saudi Arabia) in recovering bank loans and looted national wealth from the elite (just about 2%).

So, the best way to comfortably rule in the government is to build a strong, rather very strong middle class; and be the saviour of the poor, for the poor and by the poor. Elite class can make you a ruler, but it cannot save you from being toppled.

Protests began in December over rising food costs but quickly expanded to a broad challenge to Mr. al-Bashir’s hold on power.

Sudan’s military ousted President Omar al-Bashir on Thursday 11 April 2019, the defence minister announced, ending a 30-year authoritarian rule in the face of mass street protests that have swept the country.

Defense Minister Awad Mohamed Ahmed Ibn Auf said that Mr. al-Bashir 75 had been taken into custody and that the government had been dissolved and the Constitution suspended.

Why PTI government is punishing its own voters?

In December 2017 gas bill, the rate per HM3 was Rs.874.95 and in December 2018 it has been increased to Rs.3213.26 per HM3.

PTI’s leadership always had the audacity to tell us that the PMLN government consisted of thieves, dacoits and nincompoops and that the PTI government is pro people, which will recover this looted money from inside and outside Pakistan; and now instead of fulfilling its promise, PTI government and its Finance Ministry has found an easy way of straightaway recovering the gas theft amount, by punishing the general public to pay for UAL (unaccounted for gas losses which is actually gas theft), instead of deputing the Rangers, to nab the mega gas thieves.

Such anti-people decisions of PTI government, will soon turn the tables on their heads.

Moreover, any gas theft cannot and never be possible without the connivance of the officials of the Gas companies, who should be arrested and tried in the military courts.

Moreover, another easy solution to stop ever increasing burden of utility bills over the general public is to promulgate a law, whereby, right from the President of Pakistan down to the lowest rank government and public officials like senators, MNA’s and MPA’s etc. everyone should be mandated to pay his utility bills from own personal account without any facility of reimbursement, as part of pay package.

Saturday, 19 January 2019 will be remembered as another black day in the history of Police brutalities in Pakistan, when near Sahiwal, 16 CTD personnel killed from a very close range in broad day light, four persons (including a 13 year old girl, her mother and father) right before the eyes of their three young kids. This abhorring incident has shaken the nation and its belief in Pakistani Police force.

As such, it is high time that all of us should collectively ensure that our police is re-vamped on most modern lines, so that incidents like killing of Mir Murtaza Bhutto, Model Town and Sahiwal massacres are never repeated again in Pakistan.

In this regard, very learned, experienced and senior police officer are unanimous on one point that the most weak link in our police service is the lack of proper training in line with modern day demands of society.

It is a general perception that Police system in Pakistan can not be brought to the level of western countries come what may.

Another view on this issue gives the example of KPK government of the PTI which believes that if Police is depoliticised and Police Stations are housed in a neat and clean building with computer facilities, the performance of Police will automatically improve and a new people friendly culture will ultimately evolve.

However, if the performance, perception and culture of the Police system is to be brought up to the level of the first world countries, then investment, needs to be made into the manpower for re-building and re-vamping of our Police system, which has fallen to a level, where the fiber of our society has been literally blown to the smithereens.

In this regard, the foremost example of a world class Police force in a developing country (where might is right and law of jungle is order of the day), immediately comes into mind, is our very own Motorway Police.

In this connection, in order to get the answers of what is the secret of success of Motorway Police and can this model be replicated in the district Police, the following write up of Dr. Wasim Kausar, former IGP, NH&MP needs careful reading:

Pakistan Motorway Police has earned the respect and confidence of the public within a short span of time. Common perception about police and policing in Pakistan is hopelessly dismal. Where corruption has become almost a disease in Pakistan affecting every aspect of our political, social and economic sectors, corruption in the police stands out like a sore thumb and its conspicuousness is due to its criticality and impact on good governance of the country and the negative general public view or impression it is bound to create. The country has been contending with the issue of corruption for the last several decades, but its efforts could best be labeled as “fire fighting” attempts at curbing public sector corruption.
Not very long ago the traffic culture on the highway of Pakistan was characterized by a contemptuous disregard for traffic rules, an almost non-existent enforcement apparatus, and a very high ratio of accidents. Every year 700 people lost their precious lives and another 75000 received injuries in road accident. This meant a staggering 19 deaths and 205 injuries per day. The response of the Government of Pakistan to all this was swift and sweeping, and that was the establishment of National Highways & Motorway Police, which was specifically tasked to rectify the situation. This was easier said than done, but the gauntlet was valiantly taken up by the pioneers of the force. It was a gigantic task that needed considerable mental and material input. The same was, however, made available and the force became operational. The result has been a success, that could not only be referred to as exemplary but bewildering as reflected in the National Accountability Bureau (NAB) Report, 2002: –
“With regard to petty and middling corruption, the consensus has been that there is hardly an arm of Government which does not suffer acutely from corruption, with the exception of the Motorway Police.”
Fortunately, Pakistan’s Motorway Police has emerged as a model and an example of a corruption free police. It is commonly believed, supported by studies, that the Motorway Police is actually a graft free police force, created as a result of cultural transformation in policing. Seventy percent of the research on policing in the world encompasses police culture and its effect on police conduct. It has been established by independent research and analysis that prevalent police culture determines the prevalent police conduct with the public. Therefore, it would be naive to expect public friendly policing from a para-military policing outfit. This can only be possible if a strategy is formulated to transform the para-military culture by qualitative improvement in the training ecology and the work station ecology of the organization as reflected below:
The success story of Pakistan Motorway Police revolves around the cultural transformation in police attitude by ensuring qualitative improvement in the training ecology and provision of compatible work station ecology. Needless to say that the service oriented and public friendly police model was the ultimate goal through this cultural transformation.
The research studies into the personality profile of a police officer reveal that the common policeman suffers from a deep seated syndrome which we may name as the “stress prone personality disorder”, caused by one or more of the following factors which lead to his erratic and delinquent behavior, giving rise to ever increasing corruption, moral as well as intellectual, human rights excesses, misdemeanor and misbehavior with the general citizenry and a mindset that police cannot be subjected to any kind of accountability or scrutiny.

On 27th November 1997, this new force started working. After six months, the British trainers paid a surprise visit to see the working of their trainees and were astonished to see the working of their trainees and were astonished to see the efficiency and output. They remarked “this force is working even better than British Police” which is indeed a great comment from a British Police Officer.

Therefore, it is clearly manifest that policing by consent whereby the policing process takes the public along in its quest for maintenance of public order is a key towards public friendly policing. The success of Pakistan Motorway Police lies in its service oriented functions and assistance to about 1200 commuters in Pakistan each day. From organizational point of view, the most important factor is that this is an officer based organization which works in a shift of eight hours with a manageable span of control as per international standards. The frequently asked question that Pakistan Motorway Police model can be replicated in the district police would require a detailed research paper. However, it can be argued that this not something impossible. It may be pointed out that order in a society depends upon a multiplicity of interacting forces which are complex. It depends upon the distribution of resources, images of relative deprivation, inequities and injustice, coercion, oppression, and greed. It depends upon the inculcation of values of comfort, convenience, dignity, safety of others etc. These values depend upon family, education, environment and neighbourhood pressures with expectations of good behavior.
In this context, it is essential to understand the tensions in rural areas, the phenomenon of migration, and various aspects of urbanization giving rise to police responsibility in providing convenience of movement and general security making the society functional and efficient. Since human relationships are becoming more sensitive in the complex network of dependence, the policeman has to be sensitive to indications of disorder and lawlessness. Therefore, it can be argued that a cultural transformation in the district police is practically possible with a strong will of the Government as in case of Pakistan Motorway Police. However, it may be pointed out that apart from key policy decisions, this change would require a sustainable financial backup in order to ensure quality in policing as stated by Sir, Robert Peele in his address to the British Parliament on Police Reforms in 1907: –
“The quality of policing is directly proportional to the financial aspects of policing. It will be difficult to get a good police without paying for it”

In a nutshell, it is suggested that the government of Punjab (and all other provinces) must take a leaf out of the success story of the Motorway Police, with the same will, determination and monetary investment, which it has shown in the bringing up of the Metro Bus Services, Orange Line Metro Train System and Safe City projects; otherwise, huge investments in the infrastructure developments will be totally nullified by the decadence in society, mainly created by the old Police system of the British colonial rulers, to serve their own vested interests.

In this regard, the new Police system may be implemented in stages and phases by weeding out old lot of rankers after giving them a decent payout in voluntary retirement scheme and inducting fully qualified and highly trained personnel, after completely separating the three segments of Reporting, Investigation and Prosecution.

200 billion dollars question..!

Why the government has conveniently buried the issue of recovery of $200 billion Pakistani wealth stashed in Swiss Banks,without giving any weight to the relevant statements of the two Swiss b?

Is there more than what meets the eye?

Why elected and non elected members of the PTI are mum on this issue and not has the courage for questioning their leadership for not digging deeper in this vital issue?

Why the government of Mr. Imran Khan has been misled by his concerned team members that the figure of $200 billion illegal money stashed in the Swiss Banks ($97 billion only in one Swiss Bank) was not worth considering for recovery?

In this regard, Mr. Imran Khan may depute Dr. Ikram ul Haq (world renowned internationally qualified tax expert and a lawyer of Supreme Court) as his special envoy to sort out this issue from the government of Switzerland and other such world countries so that promise of Mr. Imran Khan that he will bring back looted Pakistani wealth is fulfilled at the earliest.

PCB – Zero Tolerance for Corruption – 100% Tolerance for Conflict of Interest

Mr. Ehsan Mani Chairman PCB must be appreciated for removing any doubts (created after the PCB’s press conference of 26 October 2018) about the status of the Justice Qayyum report on match fixing by clarifying in a press release of 30 October 2018 that the Pakistan Cricket Board (PCB) strongly rejects the speculation over the Board’s perceived ‘rejection’ of the Justice Qayyum report on match-fixing, which further stated that the work of Justice Qayyum is acknowledged and appreciated by PCB and there is no truth in the perception created by a few media publications that the report has been dismissed by the PCB.

However, the controversy about involving “SULLIED” players in the PCB set up has erupted again after PCB’s above mentioned press release which stated that the Qayyum Commission report did not bar Mr. Wasim Akram from working for the betterment of cricket and for the PCB.

As such, it is imperative to quote below the statements of persons who appeared before the Justice Qayyum Inquiry Commission on Match Fixing (some of whom are still working in the PCB) and comments, recommendations and conclusion of Justice Qayyum in his report about Mr. Wasim Akram:

Observations of Justice Qayyum:

“However, once this commission looks at the allegations in their totality, this commission feels that all is not well here and that Wasim Akram is not above board. He has not co-operated with this Commission. It is only by giving Wasim Akram the benefit of the doubt after Ata-ur-Rehman changed his testimony in suspicious circumstances that he has not been found guilty of match-fixing. He cannot be said to be above suspicion. It is, therefore, recommended that he be censured and be kept under strict vigilance and further probe be made either by the Government of Pakistan or by the Cricket Board into his assets acquired during his cricketing tenure and a comparison be made with his income. Furthermore, he should be fined Rs. 3 lac.

More importantly, it is further recommended that Wasim Akram be removed from captaincy of the national team. The captain of the national team should have a spot-less character and be above suspicion. Wasim Akram seems to be too sullied to hold that office.

Statements of 5 Players:

1. Imran Khan: Mr. Imran Khan, former Captain, also appeared before this Commission of Inquiry. He felt that match-fixing had taken place in Pakistani cricket but apart from what Ata-ur-Rehman had told him he had no information regarding match-fixing. Mr. Imran Khan maintained that the involvement of the Captain is imperative if match-fixing is to take place because guaranteeing the results of the match cannot be without the knowledge or consent of the Captain. Mr. Imran Khan also maintained that Intikhab Alam was a decent person and should be believed. He suggested that any one found guilty of match-fixing, should be banned for life and fines should be imposed on them.

2. Mr. Burki stated that when he was leaving the Board to the new set up, he had recommended that Salim Malik should never play for Pakistan again and that Ijaz Ahmad and Wasim Akram should be warned. He said he was sure that match-fixing and betting was going on in the Pakistani cricket team.

3. Majid Khan: Next to appear was the former Pakistani Captain and the recent Chief Executive of the Pakistan Cricket Board, Mr. Majid Khan. Mr. Majid Khan had been instrumental in the appointment of this Commission of Inquiry. Mr. Majid Khan deposed that after the disappointing performance of the Pakistani team in the Independence Cup Quadrangular matches, he confronted Haroon Rasheed. Mr. Haroon Rasheed maintained that if the Captain Wasim Akram was not interested in winning the matches, he, Haroon, should not be blamed. Mr. Majid Khan, produced exhibits which showed that Mr. Wasim Akram was promoting himself in the batting order, which was resulting in breaking the momentum and the slowing of the run rate. When Wasim Akram was confronted by Majid Khan, Wasim Akram replied that he was not aware of the in form batsman and the out of form batsman and that he would rectify the mistake. During the matches in Sharjah, the same mistake was repeated by Wasim Akram. He would promote himself in the batting order instead of Azhar Mahmood and Moin Khan. Mr. Majid Khan maintained that the exemplary punishment should be given to all those who were involved in match fixing so that an example could be set for others. He also suggested that investigating agencies should investigate the assets of the Players.

4. Mr. Haroon Rasheed felt that the main culprits were Wasim Akram, Ijaz Ahmad and Salim Malik.

5. Aaqib Javed: Aaqib Javed was next to appear before this Commission of Inquiry. He affirmed the assertions that he had received a telephone call from an unknown person in Sri Lanka asking him to contact Saleem Pervez who was allegedly a bookie and receive a sum of Rs. 15 Lacs and a vehicle. He also maintained that he saw one Hanif Cadbury freely mixing with players during the South African tour. He also affirmed that he had received a message indirectly from Wasim Akram that as he was not part of the game, he would never play cricket till Wasim Akram was captain. Aaqib Javed maintained that one of his friends Naeem Gulzar c/o Lahore Gymkhana had some information regarding match-fixing. He also affirmed that an oath was taken on the Holy Quran at the insistence of Mr. Intikhab Alam.
He accused Wasim Akram and Salim Malik of being the main culprits.

Recommendations of Justice Qayyum:

In order to prevent match-fixing in the future it is recommended�

That the Captain of Pakistan Cricket team should be a person of impeccable character and not someone anyone can point a finger at. From the evidence recorded, it can be seen that the Captain is the key player to be bought to fix a match. Hence, this strong recommendation.

That similarly, the manager should be a person of impeccable character. A manager should realize that there are people on this earth who would lie even on oath. A manager needs to keep a stern hand with the players.

That all foreign tours should take along an independent third party, an ombudsman of sorts to deal with players complaints and indiscipline. Such a person could be the chairman of the PCB or his impartial nominee.

That a new code of conduct should be introduced for the players. The ICC code of conduct needs to be tightened and more provisions need to be introduced, targeting specifically the threat of match-fixing. To this end, under the code, players should be stopped from associating with known bookies or people who are convicted of match-fixing and similar offences. Such terms should be made a pre-condition to employment by the PCB and should be incorporated into the players’ contracts.

That a permanent Review Committee should be formed to look into inter alia allegations of the match-fixing in the future. It should consist of people independent of the Board. The members of the review committee should have a good knowledge of cricket and have clean records. The Committee may also have a member being a former judge of the High Court or the Supreme Court of Pakistan. At the end of tours such a committee should look into the performance of the team and allegations of irregularities if any. Whenever there are any allegations, whether of match-fixing, ball-tampering or any other misconduct, the match should be reviewed by the Committee and its report should be submitted to the board. Such a committee should be prompt in its disposal of the matters raised, as lingering over the matter only makes matters worse.

That, inter alia, in order to facilitate the review committee, it should be made mandatory on the Board to collect video recordings of all the matches that have been played by the team and stored in its library. Such video recordings should be free of advertisements as it is when these ads are being shown i.e. at fall of wickets and change of ends that suspicious interchanges are likely to occur. This latter point is particularly raised as the moment in the Christchurch one-dayer where Salim Malik allegedly is said to have been angry with Rashid Latif for taking a catch is cut out by an advertisements break.

That the Review Committee adopt the two sub-offences approach to match-fixing as used by this Commission. This would allow it to sideline or warn players well before they can damage to the good name of the team.

That the PCB should adopt a zero tolerance approach in this matter.

That Pakistani cricketers should declare their assets at the time they start their career and annually submit their asset forms to the Pakistan Cricket Board. This would ensure that their assets can be compared with their earnings and spendings. Such information may be kept confidential by the PCB. The Board should also compare these figures against figures obtained through independent inquiries from the players’ employers (Counties, Leagues, Banks, etc.)

That players be forbidden to speak to the press unless authorized though a clause in their contract like the one contained in the ACB contract. Only after all PCB avenues of recourse have been exhausted can a player be excused from going to the press. This restriction may be limited to controversial matters only if the Board is so minded.

That in conjunction to the ban on speaking to the press, the PCB should actively take to defending its players, present and past, and not allow anyone to defame them. The players are the PCB’s true capital and it should recognize that.

That generally Pakistani Law needs a summary procedure for damages for defamation. Such a procedure would be a deterrent to baseless allegation and would provide satisfaction to the innocents accused.

That the ban on cellular phones and outside communication generally during matches should be strictly applied. Phones, if necessary, can be routed through the manager. Any breach of this regulation should be strictly taken note of.

That generally discipline of the team be strictly monitored and maintained. Allowing minor breaches to go unpunished leads to players taking liberties and bigger breaches follow.

That players be prepared for the possibility that they can be blackmailed. Gamblers try to lure them in with all sorts of offers. Offers of cars, women, etc. can all lead to blackmail if accepted. We have seen it happen to others. Pakistani players should not be left na�ve and it should be the duty of the board to educate these players when they come into the team as to the dangers and temptations are to that are faced by them.

That the Pakistan Cricket Board should consider not sending Pakistan to venues which are reputed to be dens of bookies.

That this report should be released to the public. To give it wide publication this may also be released on the internet too. To this end a copy of the report is submitted on disk too (Microsoft Word format).

That the PCB increase the pay of its Cricketers and develop for them more avenues of income (some are suggested below). It has been noticed that the Cricket Board is no longer a body which is running on grants by either the Federal government or by Federal Government institutions. The Board has of late become self-reliant and it is believed that the coffers of the Board are full. The Board after all generates money through the players and in all fairness the players deserve to receive more than they are presently receiving. An ACB cricketer earns in the region of US$250,000 to US$400,000 plus almost as much in endorsements on the side. Currently the PCB pays Pakistani cricketers around US$70,000 a year. Pakistani players for all their talent are not as well-paid as their counterparts abroad. As long as they are underpaid the tendency to be bribed remains. However, it should also be stated that such increases should not be to as high a level as some other countries because the cost of living in Pakistan as regards to the other countries is much lower. An increase with an eye on the standard of living in Pakistan is the order of the day.

That there are other avenues for funds that can be tapped by cricketers or the PCB on their behalf. Memoirs, biographies, tour diaries, sale of autographs and memorabilia can provide cricketers with adequate secondary remuneration. Moreover, with chances of playing cricket abroad (County, League, etc.) and employment available locally for cricketers (banks, etc.), this Commission finds it very painful to see that a cricketer would accept a bribe for instant money than avail any of the above noted opportunities for clean money.

That winning should be made more lucrative to players. To this end, further and more substantial win bonuses should be introduced. If players receive larger sums for playing well and winning tournaments, it would be an incentive to stay straight. No one is born corrupt or a match-fixer. This is especially so in the case of sportsmen. We have all heard of sportsman spirit and it is this spirit that needs to be inculcated into every child while he is developing his skills in the game. It is in this rationale and background that it is suggested that if players were to receive major sums of money for playing well in the form of win bonuses, the very temptation for an innocent sportsman of getting corrupt would in all probability be eliminated. This would, of course, be a scenario after all corrupt elements have been weeded out and punished.

That the pay structure of the PCB to its players be revised. Instead of being only based on seniority, when paying players, their performances, past and recent, should be worked into the pay-structure too. A player who fixes a match by getting a low score will feel the affects in his pay packet. That might be another incentive to stay straight. The pay structure now is strange in that if Salim Malik came back to the team he would get more than say Shoaib Akhtar. This leads to dissatisfaction among the younger stars and raises the possibility of corruption.

That, witnesses should be reimbursed for all the expenses they have incurred in following up this matter.

That Rashid Latif be given immunity for the offence of tapping phones as long as such an offence was committed so as to assist this commission of inquiry and the tapes were produced before this commission in an unedited and authentic form. For the purpose of this immunity, there be a presumption that the tapes are authentic unless proven otherwise: the burden to prove them fakes lies on the parties alleging they are fake. Thereafter, fakes may well be acted upon.

That the Pakistan Government should investigate gambling in Pakistan. Gambling is against Islamic law, yet the extent to which it is carried out in Pakistan and tolerated was a revelation. The people named in the Ehtesaab Report and the ones captured during this inquiry need to be investigated and prosecuted.

That, the following avenues if the patron be so minded be investigated. Inter alia, for lack of time, these were not pursued.

A more thorough investigation into allegation of match-fixing in domestic matches.

Verification of all the Rashid Latif tapes, inter alia by confronting players with them. (Saeed Anwar, Javed Burki, Arif Abbassi, etc.)

That, it needs to be said to the general public, this matter now needs to be put to rest. When they react to losses, the Public should be more tolerant in its criticism and remember that cricket is still a game of chance and the players are indeed human still. The other team is there to play too and the Pakistan team is not that invincible, at least not all of the time, that if they lose or fail to come from behind there must be something amiss. Even some of the Pakistan team coaches need to take note of that. (Haroon Rasheed’s allegation against Saqlain was ludicrous.)

That, to those disappointed with their fallen heroes, it be suggested that humans are fallible. Cricketers are only cricketers. Please maintain a sense of perspective when you react and criticise.

Conclusion of Report by Justice Qayyum :

CONCLUSION
The allegation that the Pakistan team is as a whole is involved in match-fixing is just based on allegation, conjectures and surmises without there being positive proof. As a whole, the players of the Pakistan Cricket team are innocent.

However, there is clear evidence of match-fixing against Mr. Salim Malik. He should be banned for life from Cricket. Further an inquiry should be conducted into his assets and charges brought against him in a criminal court of law.

The evidence against Wasim Akram has not come up to the requisite level, primarily because of Ata-ur-Rehman’s perjuring himself. This Commission is willing to give him the benefit of doubt. However, there has been some evidence to cast doubt on his integrity. As such, this Commission recommends that he be removed from the captaincy of the Pakistan Cricket Team and a person of impeccable character be appointed. Moreover, he should be censured, kept under watch and his finances should be investigated.

Ata-ur-Rehman is being proceeded against for perjury. Further, it is recommended that he be banned from international cricket.

This commission recommends that PCB should enforce declaration of assets by all its players and, if necessary, initiate a probe into their accounts.

In addition to recommendation of other punishments, fines are recommended against the following players as follows (as explained esrlier):

Salim Malik Rs. 10 lac
Wasim Akram Rs. 3 lac
Mushtaq Ahmad Rs. 3 lac
Ata-ur-Rehman Rs. 4 lac
Waqar Younis Rs. 1 lac
Inzamam-ul-Haq Rs. 1 lac
Akram Raza Rs. 1 lac
Saeed Anwar Rs. 1 lac

It may be recommended inter alia that a watch-dog Review Committee be formed to deal with future allegations if any. Further that all Pakistani cricket players should declare their assets at the time they start their career at the national level and annually submit their asset forms to the Pakistan Cricket Board. A zero tolerance approach be taken against match-fixing in the future and strict discipline generally be maintained.

The facts stated above, at least confirms; that the debate about what the commission stated, recommended and concluded and also renowned cricketers have said about Mr. Wasim Akram. So, now if the PCB can not survive without the services of Mr. Wasim Akram (even after considering the above stated views of Mr. Imran Khan and other legendary cricketers) he may be included in the PCB set up.

Moreover, as yet again the PCB stated in its press release of 30 October 2018 that the PCB maintains a zero-tolerance policy on corruption and would continue to stay vigilant through its Anti-Corruption Department at all levels of the game, both with players and officials, it is need of the hour for the top management of the PCB, to understand, that the mother of corruption is the CONFLICT OF INTEREST, about which the PCB management seems least concerned particularly with interactions of its officials and players with the PSL franchises; which is also evident from the fact that even after involvement of so many players of a PSL franchise in spot fixing scandal, not only no action has been taken by the PCB against its captain and other officials, but the PCB showing 100% tolerance of conflict of interest; made two of its senior management personnel, as members of the cricket committee.

In view of the foregoing, it is suggested that the cricket committee of the PCB may be broadly re-constituted by considering legend players with no conflict of interest like Wasim Bari, Javed Miandad, Iqbal Qasim, Sikander Bakht, Amir Suhail, Muhammad Yousaf, Abdul Qadir, Shoaib Akhtar and Shoaib Muhammad.

Last but not the least, the PCB (which has reiterated that it has not rejected the Justice Qayyum Match Fixing Inquiry Report) should also inform the Public about any action taken about the player, mentioned in the report, whose assets were found beyond means by the Ehtesaab Commission, which reported the matter to Justice Qayyum during the inquiry proceedings.

Why allow conflict of interest in PCB?

Prime Minister of Pakistan Mr. Imran Khan is leading by example in creating a culture of simplicity and austerity.
 
The new management of PCB  also needs to review the whole culture of extravagance, which has now become a trade mark of the organisation, where the per head cost of one PCB’s dinner in Lahore was over Rs.40,000.
 
If the government ministers and top most senior officers will now be traveling by air in economy class and Corolla and Cultus cars for road travel in NAYA Pakistan, the PCB also should set an example of simplicity and austerity.
 
Earlier, it was reported that the famous and indispensable COO and CFO of the PCB  got Toyota Fortuner vehicles approved for themselves, against  entitlement of 1800 CC car. 
 
Similarly, the salary, pay and other perks structure of PCB’s  regular and contracted employees needs to be rationalised, so that some extra money is available for the men and women cricketers and for the improvements on the pathetic and humiliating conditions of dressing rooms, toilets and overall infrastructures directly related with the game.
 
In the not very distant past, chief selector and his team worked on honorary basis with the PCB, which job (chief selector of men’s team) is reportedly now costing PCB  near-about  Rs.2 Crore per annum (including pay, perks, traveling, awards and rewards) which in other words, is much higher remuneration than the PM, President, CJ or the COAS of Pakistan is getting.
 
Another question which must be immediately addressed is that why more than 14 players are sent with the team, which will be playing matches only few hours of plane flight away, from Pakistan. And why such a huge number of non playing contingent of PCB officials always go abroad, for joy rides and paid holidays?
 
It seems that in PCB, sending  of maximum possible personnel on foreign joy rides, is the name of the game, for which now the time has come to put a full stop.
 
Coming back to our selectors, it seems their policy is to have no policy. 
 
May be they think that their job of selection is just to pick and choose players having best numbers of averages. If that was the job of selectors, then what PCB needs is just a computer to compile a list of players, in order of their performances; and not this team of highly paid selectors.
 
Selectors are also not there to pick their relatives or favourite players or players having influence in the PCB, because their fathers are sitting on the BoG or are advisors of the chairman PCB.
 
Conflict of interest is the biggest reason of financial and intellectual corruption; and hats off to the BCCI for coming with a heavy hand on even most influential cricketing and non cricketing personalities of India, by appointing an ombudsman, to clean up the corruption mess in the BCCI.
 
Here in Pakistan, PCB’s contractual and regular employees were freely allowed to be associated with the PSL franchises, in one way or the other. 
So much so that a very senior and high level PCB staff member was sitting in front, during the T-10 league players auction, as if, he was the owner of one of the teams.
 
Concluding, given below is the Philosophy and Criteria for Selection of Pakistani Team..!
 
Players selected for our national team are beyond the ordinary, or should be beyond the ordinary.
 
If there is no change in the attitude of the players, however; if there is no change in the selection process; if there is no change in the personality and quality of coaches to get the players to listen to them and to try and follow their instructions; and if there is no change in the quality of players coming out of the domestic competitions, the result will be the same – probably even worse.
 
In the modern day game of cricket the captain, coach and the chief selector are the three main pillars, absolutely responsible for the performance of the team.
 
Now, we are also witnessing the evolution of the fourth pillar i.e., the mentor of the team, generally called as the Team Director.
 
These four pillars must not select the team before they have chalked out the strategy of the matches to be played with their players.
 
All planning must have a clear objective and should be obviously based on the playing conditions, to be faced by the team.
 
After the finalisation of the strategy; the selection process should be based on the following principles:
 
– Select horses for courses.
 
– Be ruthless in team selection with emotions, relations and recommendations getting no place in the realm of the national prestige.
 
– Remove any iota of likes/dislikes and strictly adhere to the merit policy, not entertaining any undeserving recommendations, from any level.
 
– No physically unfit player should be selected at any cost.
 
– No player should be selected if he is not fitting in the mould of the earlier formulated strategy.
 
– All selected players must be clearly told their assigned roles.
 
Last but not the least, a word about our head coach, who somehow could not play a single Test match in his career. In his stint as our team’s head coach, it was observed  in the past that selection of final eleven was faulty and he also admitted this fact (that he erred in selection of players) after our team’s Test series loss vs Sri Lanka in UAE, where we had never lost a Test series before that historic 2-0 series defeat; and in one innings of the Test match, our team got out on 114 runs, which was not even a decent score of a T20 innings.
 
In this regard, our old system of tour management committee, which consisted of manager, captain and coach, who were authorised (with manager as chairman of the tour selection committee) to select the playing eleven, should be restored, because now only coach (who has not played any Test cricket) and captain Sarfaraz (not a very experienced Test player) select the final playing eleven; and occasionally lose the match, before it was played.
 
In this regard, the person selected as the manager of the touring team must not be a person favoured for a joyride. 
 
Rather, he should be a seasoned Test player and strict disciplinarian of very high integrity and possessing suitable corporate experience, as well.
