Please remember that MAN IS MORTAL HIS GOOD DEEDS ARE IMMORTAL.

Kindly peruse below a news item published today by the Times of India, which reflects that the Indian PM is talking nothing at the G20 summit in Australia, except about the BLACK MONEY repatriation to India.

Mr. Prime Minister, we are very surprised that although, BLACK MONEY was the main agenda of the PMLN’s Elections 2013 campaign, yet, you have personally never ever talked on this issue, since you became the PM in June 2013.

Your Excellency, the nation demands that your government must seriously fulfil its promises on bringing back nations looted money from abroad; and also fulfil another extremely important promise of breaking the bowl of foreign loans.

Moreover, please also ask your finance minister that he should remember that he was the minister of the Pakistani government and not appointed by either the IMF or the Swiss government. He should not ruthlessly tell the nation that looted money repatriation from abroad was well neigh impossible; and at the same time our government officials are continuing excursion trips of Switzerland, as if they were employed by the nation to have joy rides.

Everyone going abroad on state expenses, must inform on return to the nation that what tangible benefits materialised for Pakistan, due to his foreign trip.

Mr. Prime Minister, please also stop your ministers and officials from taking the nation on a ride.

Mian Sahab, the nation wants results on your promises of bringing back the black money from abroad and breaking the bowl of the curse of the foreign loans. We Pakistanis do not want to be burdened with useless statements and more and more IMF loans.

Kindly give the following ONLY Two tasks to Mr. Ishaq Dar for completion, during your current tenure:

– To get rid of Pakistan from the entire foreign debt, either by getting it written off or by any other way.

– Bring back the ENTIRE looted money of Pakistan of ANYONE and EVERYONE, parked anywhere in the world.

And if the finance minister says that he can not accomplish these two assignments or to him these two tasks looks impossible … then please appointment someone else, as the finance minister with these monumental assignments, which if achieved, will make the tenure of your current rule IMMORTAL.

G20 summit: Narendra Modi calls for ‘close coordination’ on black money

BRISBANE: As India makes attempts to recover black money from abroad, Prime Minister Narendra Modi on Sunday asked every country, especially tax havens, to provide information for tax purposes in accordance with treaty obligations.

Raising the pitch on the black money issue, Modi in his intervention at the summit of the Group of 20 industrialized and major emerging economies called for close global coordination to address the challenge posed by it.

Modi voiced India’s support for a new global standard on automatic exchange of tax information, saying it would be instrumental in getting information relating to unaccounted money hoarded abroad and enable its eventual repatriation. He also extended India’s backing for all initiatives to facilitate exchange of information and mutual assistance in tax policy and administration.

The prime minister made the remarks at the plenary session on the subject of “Delivering Global Economic resilience” on the second and final day of the summit held at the Brisbane Exhibition and Convention centre.

He also expressed the hope that Base Erosion and Profit Sharing (BEPS) system would fully address concerns of developing and developed economies.

BEPS is a technical term referring to the effect of tax avoidance strategies used by multinational companies on countries’ tax basis. BEPS is known more commonly as “Transfer pricing”

This term is used in a project headed by the OECD that is said to be an attempt by the world’s major economies to try to rewrite the rules on corporate taxation to address the widespread perception that the corporations don’t pay their fair share of taxes.

The prime minister also said that increased mobility of capital and technology have created new opportunities for avoiding tax and profit shifting.

Modi underpinned the need for the world community to take coordinated decisions although each country has its domestic priority.

“Need for policy coordination among major economies remains strong,” he said.

“Close coordination is important not just for addressing the challenge of black money but also security issues like terrorism, drug trafficking and arms smuggling,” he said.

Touching upon the resilience of the financial system in the world, Modi said it will also depend on cyber security.

A half decade old proposal for the welfare of the families of the martyrs of war on terror..!

Nowadays, the entire Pakistani nation is fighting a battle of life and death against terrorism.

Obviously, the terrorists are fighting on behalf of their masters who have plans to either dismember Pakistan or at least strip it from its nuclear weapons.

Obviously the will of nation and the determination of the entire security apparatus, to defend Pakistan with their blood, is standing in the way of the nefarious designs of the enemies of nuclear Pakistan.

However, one thing seems clear that this fight of the survival of the nation will be a long drawn battle.

And consequently, our security forces which includes armed forces, F.C., rangers, police forces etc. will be offering more and more sacrifices for the motherland.

No doubt central and provincial governments and respective departments look after heirs of our martyrs well, according to the available resources and their rules and regulations.

It is the need of the hour that entire population of Pakistan and expatriate Pakistanis come forward on a voluntary basis, to financially support the heirs of martyrs, whose loved ones have laid down their lives, for our safe and better tomorrow.

In this regard, it is proposed that the government should take the initiative to mobilize the public opinion and take the following action.

1. Declare the salary of entire people serving in all the security forces/agencies ( armed forces, F.C., police service, intelligence agencies, rangers etc.) as tax free. Plus, they should also be exempted from property tax.

2. Government should create a fund with initial investment of Rs.1 billion (amount to be released from US grant of Kerry Lugar bill.) Rest of the amount to be collected as donations from overseas and local Pakistanis on a continuous basis, till such time the war with terrorists continues.

This fund should be managed by persons of very good repute from government and non government sectors like Abdus Sattar Edhi, Syed Baber Ali, Fakhruddin G. Ibrahim, Justice (Retd.) Bhagwandas and Cowasjee etc.

It is proposed that heirs of each security force(s) martyr be paid Rupees one crore, as a humble tribute and contribution, for their future welfare, from their fellow countrymen.

Now our economic malaise has reached such a stage that business as usual, is going to jeopardise our statehood, not in years, but in months.

This situation can be gauged from the following facts, derived from the State Bank of Pakistan report of September, 2014:

a). Interest payments on domestic debt grew by 80.5 per cent to Rs188 billion in July 2014 from Rs104bn in the same month last year.

b). The debt servicing on permanent debt jumped by 306.7pc in July 2014.

c). The government had to pay Rs147bn in July this year as debt servicing on permanent debts compared to just 36bn a year earlier, a rise of 306.7pc. The permanent debt rose to Rs3.999 trillion in June 2014 while it was Rs2.174tr in June 2013.

d). The debt servicing as percentage of GDP in FY14 was 4.1pc, which was 40.7pc of tax revenue.

e). Debt servicing was 27.5pc of current expenditure in FY14 compared to 24.7pc in FY13.

When we take fresh loans (on very harsh conditions and extremely high interest rates) to payback the old loans, it is a straight forward admittance of the fact that we have gone bankrupt.

However, instead of stemming the rot, by re-building the economy of the country with prudent internal financial management, detailed as below, the government is pursuing a disastrous policy of running the economy, on loans and increasing the rates of taxes and utility bills:

– Adoption of strict financial discipline, under the guide lines of stringent austerity measures.

– Implimentation of strict administrative and legal steps for reduction in world’s highest rate of corruption (which was estimated few years ago by the chairman NAB to be more than Rs.12 billion per day or Rs.4380 trillion or $43.8 billion per year, compared with FY15’s entire budget of Pakistan, which was equal to Rs.4 trillion or $40 billion).

– Enforcement of very strong administrative and legal measures, for drastic reduction in huge theft of taxes and utilities.

In this connection, it may not be a wrong indicator that this nuclear power nation called Pakistan, was being mortgaged with the foreign powers, by design.

In this regard, the following excerpts from the book titled “Confessions of an economic hit man” by John Perkins, are very relevant to the prevailing situation in Pakistan:

i). Economic hit men {EHMs) are highly paid professionals who cheat countries around the globe out of trillions of dollars. They funnel money from the World Bank, the U.S. Agency for International Development (USAID), and other foreign “aid” organizations into the coffers of huge corporations and the pockets of a few wealthy families who control the planet’s natural resources. Their tools include fraudulent financial reports, RIGGED ELECTIONS, payoffs, extortion, sex, and murder. They play a game as old as empire, but one that has taken on new and terrifying dimensions during this time of globalization.”

ii). “Claudine pulled no punches when describing what I would be called upon to do. My job, she said, was “to encourage world leaders to become part of a vast network that promotes U.S. commercial interests. In the end, those leaders become ensnared in a web of debt that ensures their loyalty. We can draw on them whenever we desire — to satisfy our political, economic, or military needs. In turn, they bolster their political positions by bringing industrial parks, power plants, and airports to their people. The owners of U.S. engineering/construction companies become fabulously wealthy.”

Hence, there is no need to emphasise upon the fact that the degree of the sovereignty of a country, is directly proportional to the state of the economy of that nation.

Actually, in constant growth and development, lies our salvation. Secondly, we Pakistanis must know, that without any doubt, the easiest and surest way of moving ahead, is to stand on our own feet.

Foreign aid, can keep us afloat, but won’t allow us to swim.

Now, the time has come to separate the issues of growth, development, health, education, eradication of poverty & security of Pakistan, from the politics; forever.

It has been a shrewd political tactics in the past, by the all and sundry, particularly by those at the helm of the affairs of the country, to divert the attention of the masses, from the real issues being faced by the teeming millions of Pakistan, by mud slinging on opponent politicians, civil and military servants, judges etc. etc.

However, now we must put a full stop to this non-sense, which has wasted the entire life of Pakistan, spread well over nearing seven decades.

Since, its a matter of impending economic collapse of the country, for which almost all of us are responsible, in one way or the other; and almost no one is exempt from the charge of damaging the cause of the country; we must decide to look forward and forgive and forget each other’s sins of the past, and take each and every segment and political force of the society in confidence, for a very transparent scheme of our future development.

In this connection, Mr. Steve Maraboli has very appropriately said that “Make a pact with yourself today to not be defined by your past. Sometimes the greatest thing to come out of all your hard work isn’t what you get for it, but what you become for it. Shake things up today! Be You… Be Free… Share.”
Nothing can match the benefits of the collective wisdom.

Let us build a new economically strong and politically stable Pakistan, by our collective, prudent and wise decisions: knowing very well that no political party, group or institution is so strong, to run this country single handedly, for a sustainable period, without the help and cooperation of each other. We must also realise that our personal safety and better future, lies in accommodating and cooperating with each other, with the sole aim of building a STRONG Pakistan, under the slogan “Re-born Pakistan”.

In this regard, it is suggested that, we should AIM to bring Pakistan by the year 2035, to the level where Singapore was in the year 2015. All politics & other considerations should be made subservient to this TARGET for the year 2030; even if we have to abolish weekly holidays for the next 16 years & reduce our daily sleeping time to 6 hours.

Moreover, just like the Germans did for their re-building after the Second World War, EVERY Pakistani (residing within and outside Pakistan) must pay for the next five years,10% of its salary, business and other earnings, into the newly established “Pakistan rebuilding fund”.

All stake holders, particularly, from the deprived sections of the society in Pakistan, must immediately come forward, for deciding about the direction of the future of the nation.

Biggest factor in any victory is self-confidence. Anti-thesis of terrorism is education, coupled with economic emancipation.

As such, the nation must embark upon the following agenda, to resurrect our economy without any further loss of time.

1. Pakistan should make a solid case for convincing and requesting to all its foreign donors for a 5 years moratorium, on all debt repayments by Pakistan, which is a frontline state of the world’s war on terror (WOT). Here, don’t forget that the world powers have totally written off loans of many countries, for much lesser cooperation than Pakistan, which didn’t even demand a single penny from the NATO, for use of its airspace, since WOT started in Afghanistan.

2. 20% per annum reduction in all non-developmental government expenditures, plus total freeze in all perks paid from the national exchequer, involving foreign currency.

3. Maximum tax rate on each and every type of income in Pakistan should be fixed at 10%. This will not only bring huge revenues to the government, but will also discourage the tax evasion tendencies.

4. Increase in productivity & exports with liberal tax relief to industry, commerce & trade.

5. Set a target for 20% per annum increase in foreign remittances, by offering innovative incentives to expatriate Pakistanis.

6. Either ABOLISH, PRIVATISE or OUTSOURCE FBR (which will alone increase income by Rs.500 billion) or PRIVATISE or OUTSOURCE FBR & IMPOSE FLAT 10% tax (already being applied on dividend payments etc) on ALL & EVERY TYPE OF INCOME (as already mentioned at 3. above), without any exemption (except for the security forces personnel, whose salaries may be doubled with expected receipt of un-precedented increase in revenue, due to this formula). This will not only reduce income tax burden on salaried class (with max. tax rate of 10%, here don’t forget consultants are ONLY paying 6.5% tax) but will also result in so much increase in revenues, to the extent that government will not require any fresh tax imposition, in the budget. Plus, the government will be able to give tax free salaries to all the armed forces, rangers, police and other security agencies personnel, who are shedding their blood, in fighting the menace of terrorism, for our and our children’s safe TOMORROW.

7. Pakistan’s Foreign policy is excellent in theory, perhaps the best in the world. However, this policy should be implemented in its true letter and spirit with core emphasis on PEACE particularly with its neighbours; and FP thrust and theme should be that any and every action, must result in the economic benefit of the country.

8. Initiate steps (by imposing economic emergency) to bring each and every economic activity under document.

I am more than confident that by the dint of sheer hard work, sincerity & honesty, which is imbibed in the bones of the Pakistani work force, we can surely bring Pakistan, into the comity of 20 developed nations of the world, in the next 15-20 years.

9. The leaders of Pakistan holding the destiny of this great nation, with highest manpower potential and material resources in the world, must remember the following two adages.

– NOT FAILURE BUT SETTING LOW AIM IS A CRIME.
– IN ORDER TO ACHIEVE THE IMPOSSIBLE IT IS PRECISELY THE UNTHINKABLE WHICH MUST BE THOUGHT.

10. To motivate and instil confidence in the entire ordinary citizens of the country (which consists of an overwhelming chunk of the 200 million population of Pakistan), all necessary steps should be initiated to immediately eliminate, entire set of rules and regulations, favouring the VIP culture in the country.

11. Immediate and top most priority must be accorded (equal to the priority given to Zarb-e-Azb) to bring back Pakistani wealth (estimated to be above $500 billion) stashed in the banks of many foreign countries. In this regard, an amnesty and incentive scheme may be offered to all those Pakistanis, who want to bring their money from abroad voluntarily.

PAKISTAN PAINDABAD

An earnest request to the federal government of Pakistan.

1. As reported by media, there was no government representative present at the Namaz-e-Janaza (offered in Lahore today) of Shaheed ASF Inspector, Mr. Muhammad Sarwar.
If this news is true then government must investigate the reasons for this callousness of all the concerned.
Government must realise and recognise that such small gestures in our culture and society, are much appreciated by the officers and men of the services, than offering of monetary rewards, to the families of the Shaheeds.

2. Now, the entire nation has realised that the monumental supreme sacrifices offered by the 11 ASF men (during the terrorists attack at the Karachi airport) has saved the country from an unimaginable loss of men and material. Moreover, their SHAHADAT has also saved Pakistan from a huge loss of image and reputation, as well. As such, these ASF men, deserve to be awarded highest bravery award, to acknowledge their immortal services to the nation.

3. No Pakistani should and must not forget that today we and our children are alive and happy, because of the blood shed by our Martyrs for our better Tomorrow.

Latest update after attack at Karachi air port and killings of dozens of pilgrims at two hotels in Taftan near Iranian border.

Now, a time has come that Pakistan can not and must not allow this war, to be just a kind of a routine exercise, to wait for the terrorists to attack as per their will and evil designs; and after that we ask our law enforcing agencies, to go after them and kill them.

This sort of mind set will ruin us completely, sooner than later. Offence is the best defence. Pakistan must inform the United Nations, Afghanistan and India that come what may, Pakistan will launch severe punitive strikes inside Afghanistan, on its terrorists training bases and on the Indian Consulates, as well.

We must remember that when it comes to a do or die situation, specially for a nuclear power, then there is no going back. Precisely, this was the reason USA was absolutely ready for a nuclear war, when Russia planned to install missiles, in its back yard in Cuba.

Actually, the current strategy of our known enemies, to wage a out sourced third party war, to disintegrate and degenerate a nuclear Pakistan, suits them as the best option, without any cost to our enemies.

As such, it is high time our strategy is revamped and rehashed, to let our enemies and the whole world know very clearly that red lines of Pakistan’s conventional and nuclear threshold have been crossed; and we reserve the right to use any and all weapons, to safeguard our national interests.

This means clearly the use of nuclear and all weapons at our disposal, because we can’t sit idle and witness our own demise, without any punishment to the mischief mongers.

In this regard, if the UNO or the world powers wants to take steps to ensure peace on our western borders, we should have no objection, provided all the Indian consulates established, after the NATO invasion of Afghanistan, are permanently shut down, just as Russia accepted American demands, during the Cuban crisis.

So, for a nuclear Pakistan, enough is enough.

We must not forget that any all out nuclear war between India and Pakistan, will not only be a complete annihilation of both the countries, but it will spell dooms day, for the entire planet, as well.

How to win Pakistan’s world war..?

Pakistan is not in an ordinary war rather, for us it is our world war, which is being fought for the life and death of Pakistan. This type of war has not been witnessed by any other nation, in the history of the world.

Moreover, it seems that this fight may not end very soon, in the near future. As such, our civil, military and all non military people, will have to stand united in front of the terrorists, who are hell bent to fight this war, not in our back yard, but right in the middle of our house.

In view of the seriousness of the situation and to keep the motivation of the general public alive, it is imperative to immediately announce the following initiatives:

1. Shaheed Chaudhry Aslam SSP and Shaheed Aitzaz Hussain (the 9th class student of Hangu, who grabbed the suicide bomber) may be awarded the highest national bravery award, for offering ultimate sacrifice, in beyond the call, performance of their duties.

2. As a safety and precautionary step, government must announce that with immediate effect, no vehicle of any type, including cycles and motor cycles etc., be allowed to enter or be parked in any bazaar, throughout the country. This is a harsh and very inconvenient step, but it may save many lives.

3 (i). In any crime investigations, the first logical step is to find the beneficiary of that criminal act. Here, in Pakistan we have observed a pattern, which reveals that either, the terrorists have been targeting the GHQ, Naval and Air Force bases or indulging in specific targeted attacks on Sri Lankan cricketers, Chinese, foreigners and Pakistani minorities.

3 (ii). All these operations are carried out (at specifically chosen vital timings) not only to inflict maximum men and material losses, but also to undermine Pakistan’s military power; and create isolation in foreign policy, economy, sports and tourism etc.

3 (iii). We should not be so naive to indefinitely close our eyes and ignore the role of huge number of Indian consulates, specially based near the Pakistan’s western borders with Afghanistan.

3 (iv). In fact, the terrorism in Karachi and the insurgencies of Swat and Balouchistan are a clear testimony of the Indian evil designs, being perpetrated through these consulates in Afghanistan.

3 (v). However, Pakistan must rest assured that this Indian game plan, specifically designed to keep Pakistan burning for an indefinite period, will never cease, till such time we repay the Indians in the same coins, by devising a strategy, to fight fire with fire.

3 (vi). As such, it is high time that Pakistan officially warn India to immediately pack up all its consulates in Afghanistan, failing which Pakistan should also immediately take steps to establish its own consulates, in the border areas of all those countries, which share a common border with India e.g., China, Nepal, Bangladesh, Myanmar and SriLanka etc.

4 (i). The sudden increase of acts of terrorism, highlights the importance of preventive measures to curb the menace of terrorism, which is causing severe losses to men, material and reputation of the country.

4 (ii). In the cases of terrorist attacks on the GHQ, PIDC house & Pakistan Navy air base, it was reported that the gang of attackers was residing in a rented house for quite some time, in an area not very far away from their targets. It was also reported that the neighbours of these houses were although, suspicious of these tenants yet; they kept quiet and did not tip area police, about their apprehensions.

4 (iii). Under the circumstances, there is a dire need for motivating general public, which must remain extra -vigilant, in playing their role of defending the motherland, by involvement of entire population of the country, to look out for the stay and suspicious activities of the terrorist, in their near vicinity.

4 (iv). As such, In order to make the stay of terrorists at any place almost impossible, it is proposed to actively involve the entire population to look out & hunt them. This objective can be easily achieved, by the announcement of the Government, that a reward of Rs. 50 millions shall be paid to any person, who informs the Police, about the terrorist staying in a house, hostel, hotel, rest house or any such place.

4 (v). If the war against terror is to be won quickly, the entire population of the country have to be geared up and involved in the task of watch and vigilance.

Pakistan is extremely grateful for your visit, particularly for being the chief guest at our Independence Day celebrations, on 14th August 2013.

As it may be already very well in your knowledge that UN has described the 8,00,000 Rohingya Muslims in Myanmar, as one of the most persecuted minorities in the world, being tortured, displaced, faced travel and trade limitations, murders, now Rohingya Muslims face child-limitation policies as well.

Similarly, over 10 million Kashmiri Muslim population living since 1947 under Indian occupation forces, are the most persecuted MAJORITY in the world. The list of humanly unimaginable atrocities perpetrated for the last almost seven decades, is so long that its compilation will be more voluminous, than the final print edition of 2010 of 32-volume set of Encyclopaedia Britannica.

However, just to refresh the serious human rights violations committed by the Indian military, para military and other forces on the Kashmiri Muslim unarmed children, ladies and men, a very concise but an eye opening report compiled from the wikipedia is submitted as below:

“This article is about Human rights abuses in Indian-administered portion of Kashmir.

Human rights abuses

Human rights abuses in Jammu and Kashmir, a disputed territory administered by India, are an ongoing issue. The abuses range from mass killings, forced disappearances, torture, rape and sexual abuse to political repression and suppression offreedom of speech. The Indian central reserve police force, border security personnel and various militant groups have been accused and held accountable for committing severe human rights abuses against Kashmiri civilians. A WikiLeaks issue accused India of systemic human rights abuses, it stated that US diplomats possessed evidence of the apparent wide spread use of torture by Indian police and security forces.

A US state government finding reports that the Indian army in Jammu and Kashmir, has carried out extrajudicial killings of innocent civilians.

In 2010, statistics presented to the Indian government’s Cabinet Committee on Security showed that for the first time since the 1980s, the number of civilian deaths attributed to the Indian forces was higher than those attributed to terrorist actions.

Thousands of Kashmiris have reported to be killed by Indian security forces in custody, extradjudicial executions and enforced disappearances and these human right violations are said to be carried out by Indian security forces under total impunity. Civilians including women and children have been killed in “reprisal” attacks by Indian security forces and as a “collective punishment” villages and neighbourhoods have been burn down and women raped.

International NGO’s as well as the US State Department have documented human rights abuses including disappearances, torture and arbitrary executions carried out during India’s counter terrorism operations. United Nations has expressed serious concerns over large number of killings by Indian security forces.

Human Rights groups have also accused the Indian security forces of using child soldiers, although the Indian government denies this allegation. Torture, widely used by Indian security, the severity described as beyond comprehension by amnesty international has been responsible for the huge number of deaths in custody.

The Telegraph, citing a WikiLeaks report quotes the International Committee of the Red Cross (ICRC) that Indian security forces were physically abusing detainees by beatings, electrocutions and sexual interference. These detainees weren’t Islamic insurgents or Pakistani-backed insurgents but civilians, in contrast to India’s continual allegations of Pakistani involvement. The detainees were “connected to or believed to have information about the insurgents”. According to ICRC, 681 of the 1296 detainees whom it interviewed claimed torture.

US officials have been quoted reporting “terrorism investigations and court cases tend to rely upon confessions, many of which are obtained under duress if not beatings, threats, or in some cases torture.

Amnesty International accused security forces of exploiting the Armed Forces Special Powers Act that enables them to “hold prisoners without trial”. The group argues that the law, which allows security to detain individuals for as many as two years “without presenting charges, violating prisoners’ human rights”.

Indian Army

The soldiers of the 4th Rajputana Rifles of the Indian Army on 23 February 1991 launched a search operation in a village Kunan Poshpora, in the Kupwara district of Jammu and Kashmir and allegedly gang raped 53 women of all ages. Human Rights organizations including Human Rights Watch have reported that the number of raped women could be as high as 100. The Indian Army is also accused of many massacres such as Bomai Killing, 2009, Gawakadal massacre,2006 Kulgam massacre, Zakoora And Tengpora Massacre, 1990, Sopore massacre. They also didn‘t spared the health care system of the valley. The major hospitals witnessed the crackdowns and army men even entered the operation theatres in search of terrorist patients.

Border Security Force

On 22 October 1993, the 13th Battalion of the Border Security Forces was accused of arbitrarily firing on a crowd and killing 37 civilians in Bijbehara. The number of reported dead and wounded vary by source. Amnesty International reported that at least 51 people died and 200 were wounded on that day.

The Indian government conducted two official enquiries and the National Human Rights Commission of India (NHRC) conducted a third. In March 1994 the government indicted the Border Security Force (BSF) for firing into the crowd “without provocation” and charged 13 BSF officers with murder. In another incident which took place at Handwara on 25 January 1990, 9 protesters where killed by the same unit.

Central Reserve Police Force

During the Amarnath land transfer controversy more than 40 unarmed protesters were killed by the personnels of Central Reserve Police Force. At least 300 were detained under Public Safety Act, including teenagers. The same practice was again repeated by the personnels of the Central Reserve Police Force, during the 2010 Kashmir Unrest, which resulted in 112 deaths, including many teenager protesters at various incidents.

Special Operations Group

The Special Operations Group was raised in 1994 for counter terrorism. A volunteer force, mainly came for promotions and cash rewards, comprising police officers and policemen from the Jammu and Kashmir Police. The group is accused of torture and custodial killings. A Senior Superintendent of this group and his deputy are among the 11 personnels, who were convicted for a fake encounter, which killed a local carpenter, and was labelled as a millitant to get the promotions and rewards.

Armed Forces (Special Powers) Act, 1958

Main article: Armed Forces (Special Powers) Act, 1958

In July 1990 Indian Armed Forces were given special powers under the Armed Forces (Special Powers) Act, 1958 (AFSPA) that gives protection to Indian Armed Forces personnel from being prosecuted. The law provides them a shield, when committing human rights violations and has been criticised by Human Rights Watch as being wrongly used by the forces. This law is widely condemned by human rights groups. United Nations High Commissioner for Human Rights Navanethem Pillay has urged India to repeal AFSPA and to investigate the disappearances in Kashmir.

“All three special laws in force in the state assist the government in shielding the perpetrators of human rights violations from prosecution, and encourage them to act with impunity. Provisions of the Armed Forces (Jammu and Kashmir) Special Powers Act clearly contravene international human rights standards laid down in the International Covenant on Civil and Political Rights, as members of the UN Human Rights Committee have pointed out. One Committee member felt that provisions of the act – including imunity from prosecution – were highly dangerous and encouraged violations of the right to life“.

According to the Armed Forces Special Powers Act (AFSPA), in an area that is proclaimed as “disturbed”, an officer of the armed forces has powers to:

Fire upon or use other kinds of force even if it causes death, against the person who is acting against law or order in the disturbed area for the maintenance of public order, after giving such due warning.

Destroy any arms dump, prepared or fortified position or shelter or training camp from which armed attacks are made by the armed volunteers or armed gangs or absconders wanted for any offence.

To arrest without a warrant anyone who has committed cognizable offences or is reasonably suspected of having done so and may use force if needed for the arrest.

To enter and search any premise in order to make such arrests, or to recover any person wrongfully restrained or any arms, ammunition or explosive substances and seize it.
Stop and search any vehicle or vessel reasonably suspected to be carrying such person or weapons.

Any person arrested and taken into custody under this Act shall be made over to the officer in charge of the nearest police station with the least possible delay, together with a report of the circumstances occasioning the arrest.

Army officers have legal immunity for their actions. There can be no prosecution, suit or any other legal proceeding against anyone acting under that law. Nor is the government’s judgment on why an area is found to be disturbed subject to judicial review.
Protection of persons acting in good faith under this Act from prosecution, suit or other legal proceedings, except with the sanction of the Central Government, in exercise of the powers conferred by this Act.

Fake encounters

According to the Srinagar-based Association of Parents of Displaced Persons (APDP), a minimum of 8,000 people have disappeared since the insurgency began. In February 2003, the government of India-administered Kashmir, led by Mufti Mohammad Sayeed, told the state legislative assembly that 3,744 people were missing.

Hundreds of civilian’s including women and children have been reported to be extrajudicially executed by Indian security forces and killings concealed as fake encounters. Despite government denial, Indian security officials have reportedly confessed to human right watch of widespread occurrence of fake encounters and its encouragement for awards and promotions. According to a BBC interview with an anonymous security person, ‘fake encounter’ killings are those in which security personnel kill someone in cold blood while claiming that the casualty occurred in a gun battle. It also asserts that the security personnel are Kashmiris and “even surrendered militants”.

In 2010 three men were reported missing proceeding these missing reports 3 men claimed to be militants were killed in a staged gun battle the army also claimed they had found Pakistani currency among the dead. The major was subsequently suspended and a senior soldier transferred from his post. In 2011, a Special Police Officer and an Indian Army Jawan were charged by the Kashmir police for murder of a civilian whom the duo had killed in an encounter claiming that he was a top Lashkar-e-Taiba militant.

Disappearances

Indian security forces have been implicated in many reports for enforced disappearances of thousands of Kashmiris where the security forces deny having their information and/or custody. This is often in association with torture or extrajudicial killing. The number of men disappeared have been so many to have a new term “half-widows” for their wives who end up impoverished. Human right activists estimate the number of disappeared over eight thousand, last seen in government detention.These are believed to be dumped in thousands of mass graves across Kashmir.

Mass graves

Mass graves have been identified all over Kashmir by human right activists believed to contain bodies of thousands of Kashmiris of enforced disappearances. A state human rights commission inquiry confirmed there are thousands of bullet-ridden bodies buried in unmarked graves in Jammu and Kashmir. Of the 2730 bodies uncovered in 4 of the 14 districts, 574 bodies were identified as missing locals in contrast to the Indian governments insistence that all the graves belong to foreign militants. According to a new deposition submitted by Parvez Imroz and his field workers asserted that the total number of unmarked graves were about 6,000. The British parliament commented on the recent discovery and expressed its sadness and regret of over 6,000 unmarked graves. Christof Heyns, a special rapporteur on extrajudicial executions, has warned India that “all of these draconian laws had no place in a functioning democracy and should be scrapped.”

Extrajudicial killings by security personnel

In a 1994 report, Human Rights Watch described summary executions of detainees as a “hallmark” of counter-insurgency operations by Indian security forces in Kashmir. The report further stated that such extrajudicial killings were often administered within hours of arrest, and were carried out not as aberrations but as a “matter of policy”. In a 1995 report, Amnesty International stated that hundred of civilians had been victims of such killings, which were often claimed by officers as occurring during “encounters” or “cross-fire”. A 2010 US state department report cited extrajudicial killings by security forces in areas of conflict such as Kashmir as a major human rights problem in India.

Suicide

According to a report, 17,000 people mostly women have committed suicide during the last 20 years in the Valley. According to a study by the Medecins Sans Frontieres,
“Women in Kashmir have suffered enormously since the separatist struggle became violent in 1989–90. Like the women in other conflict zones, they have been raped, tortured, maimed and killed. A few of them were even jailed for years together. Kashmiri women are among the worst sufferers of sexual violence in the world. ‘Sexual violence has been routinely perpetrated on Kashmiri women, with 11.6% of respondents saying they were victims of sexual abuse’,”

At the beginning of the insurgency there were 1200 patients in the valley‘s sole mental hospital. The hospital is now overcrowded with more than 100,000 patients.”

Mr. Secretary General, in view of the above extracts compiled by the International organisations, governments and the UNO, there is no doubt that the entire freedom loving world is witnessing a perpetual worst ever human rights violations (never witnessed by the humanity on this planet on a majority population of an specific area) by the Indian forces facilitated by the Indian government with the Armed Forces Special Powers Act (AFSPA), about which the United Nations High Commissioner for Human Rights Navanethem Pillay has urged India to repeal AFSPA and to investigate the disappearances in Kashmir.
In view of the foregoing your Excellency is urgently requested to advise Indian government to immediately implement United Nations Security Council Resolution 47, adopted on April 21, 1948 and instructed the UN Commission to go to the subcontinent and help the governments of India and Pakistan restore peace and order to the region and prepare for a plebiscite to decide the fate of Kashmir.

As a first step India must withdraw over 7,00,000 forces personnel from occupied Kashmir. Remember, nowhere in the world repeat nowhere in the world so much troops are posted for just about 12.5 million population.

However, if the Indian government declines your request, the UN must come to the rescue of the most persecuted majority population of an specific area on this planet Earth; and initiate war crimes proceedings, on the pattern of Nuremberg war crimes tribunal, against all the Indian civil, military and other forces personnel, about whom all the crimes of GENOCIDE on Kashmiri people are very well documented in the archives of International Human Rights Organisations, world governments and the United Nations.

YOUR EXCELLENCY, LET NOT THE POSTERITY DOCUMENT THAT YOU SIDED WITH THE HOLOCAUST OFFENDERS OF INDIA AND FAILED TO USE YOUR INFLUENCE TO STOP GENOCIDE OF INNOCENT KIDS, WOMEN AND MEN DEMANDING THEIR LEGAL AND MORAL RIGHT OF SELF DETERMINATION.

REMEMBER KASHMIRI PEOPLE ARE NOT ASKING FOR THE MOON.

War, cricket and the ICC..!

Promotion of the Cause of Peace Through Cricket : Why to punish Pakistan for fighting the world’s war on terror? Why to play into the hand of the terrorists?

It has been reported tonight (3 March, 2012) on TV that Bangladesh cricket team’s coach Stuart Law, who is of Australia origin, has declined to tour Pakistan with the Bangladesh cricket team, for it’s impending tour being scheduled next month in April. This news if correct, raises many questions with serious ramifications for the cricketing world.

However, before dwelling with the consequences of the above mentioned news, the following facts should also be kept in mind, to have a better prospect of the whole issue.

1. Newly appointed coach of Pakistan cricket team Dev Whatmore, is also a former Australian Test and international cricket player, who had no qualms ever for staying in Pakistan. In fact, he was one of the coaching candidates for the Pakistani cricket team, when another very famous former Australian international cricketer Lawson, was selected as coach for Pakistan. We understand that when he was removed to appoint Waqar Younis, Lawson never himself wanted to quit the job. And Lawson stayed in Pakistan (and also wanted to stay further), during much worse war conditions in Afghanistan and it’s spill over impact of very serious law and order conditions, then prevailing in Pakistan.

2. To say that Stuart Law is taking refuge under travel advisory of Australian government, is also a very weak argument, which does not hold water, as many Australian professionals are continuing to visit Pakistan and they even stay here for longer durations, without any fear of violence. As compared to this situation, we hear very regular news of violence against Asian migrants in Australia, but then again no body stays away from traveling there.

3a. One isolated incidence against the SriLankan cricket team, can’t be made an excuse to stop international cricket in Pakistan, forever. No foreign team ever stopped visiting SriLanka during it’s 25 years civil war, where matches continued even during bombings and explosions.

3b. Why no sportsmen or sports teams ever decided not to visit Germany after the Munich massacre attack during the 1972 Summer Olympics in Munich, West Germany on 11 members of the Israeli Olympic team, who were taken hostage and eventually killed, along with a German police officer.

3c. Why no sports teams ever boycotted sports events in America after the Centennial Olympic Park bombing of a terrorist bomb attack on the Centennial Olympic Park in Atlanta, Georgia on July 27 during the 1996 Summer Olympics. The blast claimed 1 life and injured 111 people, while another person died of a heart attack.

3d. Also no one stopped visiting New York or USA after 9/11. Similarly, Pakistani players were once mugged in South Africa. One off incidents or accidents do happened in the past and will continue to happen in the future everywhere. So why to single out only Pakistan. People don’t stop air travels, just because airplanes do meet accidents every now and then.

4. Now, if today Bangladesh cricket board succumbs to the blackmail tactics of their coach or support staff, this matter will not stop here. Indiscipline and black mail if not nibbed in the bud, spreads like cancer. Tomorrow, other boards should be ready to face much worse pressures for even more ridiculous demands. This situation may even force the boards to consider putting new clauses of conditions in the agreements, to safe guard their national interests with iron clad wordings.

5. Above all, the planned tour of the Bangladesh cricket team shall be arranged after clearance of double security checks by the BD government and the the ICC, with security cover equal to the head of the state. Believe me, this security may not even be available to Stuart Law, neither in BD nor any where else in the world. And the planned tour is going to be over in just few days with only three matches, it will not last even few weeks.

6. Last but not the least, this tour will tremendously help the cause of cricket in this part of the world. It will also prove the resolve of the world that terrorism threat can’t hold for ransom, the game of international cricket in Pakistan. In fact, this epoch making tour will highly contribute to the cause of peace in the world. These people must not forget that Pakistan stood like a rock before the terrorists, for more than a decade, so that this menace does not spread to any other parts of the world. And many Australian troops also gave their lives in Afghanistan, for the same cause. So today if with the decision of an ill informed Australian, the terrorists gains strength, it will be a great betrayal with the cause, for which the Australian troops shed their blood.

7. So come on Bangladesh, let us give peace a chance through cricket and let the posterity record that Bangladesh was the first great nation which revived international cricket in Pakistan.

8. It is now a time of reckoning for the ICC to ponder very seriously, whether, it wants to continue playing into the hands of the terrorists or to prove that peace and cricket are synonymous with each other. ICC must advise all its members to immediately start visiting Pakistan to send a firm message that Cricket can not and shall not be ever defeated by the terrorism.

9. ICC must beware of the verdict of the posterity lest it may be recorded in the pages of the history that this sports organisation was responsible for knowingly playing into the hands of the terrorists.

How to win Pakistan’s world war..?

Pakistan is not in an ordinary war rather, for us it is our world war, which is being fought for the life and death of Pakistan. This type of war has not been witnessed by any other nation, in the history of the world.

Moreover, it seems that this fight may not end very soon, in the near future. As such, our civil, military and all non military people, will have to stand united in front of the terrorists, who are hell bent to fight this war, not in our back yard, but right in the middle of our house.

In view of the seriousness of the situation and to keep the motivation of the general public alive, it is imperative to immediately announce the following initiatives:

1. Shaheed Chaudhry Aslam SSP and Shaheed Aitzaz Hussain (the 9th class student of Hangu, who grabbed the suicide bomber) may be awarded the highest national bravery award, for offering ultimate sacrifice, in beyond the call performance of their duties.

2. As a safety and precautionary step, government must announce that with immediate effect, no vehicle of any type, including cycles and motor cycles etc., be allowed to enter or be parked in any bazaar, throughout the country. This is a harsh and very inconvenient step, but it may save many lives.

3 (i). In any crime investigations, the first logical step is to find the beneficiary of that criminal act. Here, in Pakistan we have observed a pattern, which reveals that either, the terrorists have been targeting the GHQ, Naval and Air Force bases or indulging in specific targeted attacks on Sri Lankan cricketers, Chinese, foreigners and Pakistani minorities.

3 (ii). All these operations are carried out (at specifically chosen vital timings) not only to inflict maximum men and material losses, but also to undermine Pakistan’s military power; and create isolation in foreign policy, sports and tourism etc.

3 (iii). We should not be so naive to indefinitely close our eyes and ignore the role of huge number of Indian consulates, specially based near the Pakistan’s western borders with Afghanistan.

3 (iv). In fact, the terrorism in Karachi and the insurgencies of Swat and Balouchistan are a clear testimony of the Indian evil designs, being perpetrated through these consulates in Afghanistan.

3 (v). However, Pakistan must rest assured that this Indian game plan, specifically designed to keep Pakistan burning for an indefinite period, will never cease, till such time we repay the Indians in the same coins, by devising a strategy, to fight fire with fire.

3 (vi). As such, it is high time that Pakistan officially warn India to immediately pack up all its consulates in Afghanistan, failing which Pakistan should also immediately take steps to establish its own consulates, in the border areas of all those countries, which share a common border with India e.g., China, Nepal, Bangladesh, Myanmar and SriLanka etc.

4 (i). The sudden increase of acts of terrorism, highlights the importance of preventive measures to curb the menace of terrorism, which is causing severe losses to men, material and reputation of the country.

4 (ii). In the cases of terrorist attacks on the GHQ, PIDC house & Pakistan Navy air base, it was reported that the gang of attackers was residing in a rented house for quite some time, in an area not very far away from their targets. It was also reported that the neighbours of these houses were although, suspicious of these tenants yet; they kept quiet and did not tip area police, about their apprehensions.

4 (iii). Under the circumstances, there is a dire need for motivating general public, which must remain extra -vigilant, in playing their role of defending the motherland, by involvement of entire population of the country, to look out for the stay and suspicious activities of the terrorist, in their near vicinity.

4 (iv). As such, In order to make the stay of terrorists at any place almost impossible, it is proposed to actively involve the entire population to look out & hunt them. This objective can be easily achieved, by the announcement of the Government, that a reward of Rs. 50 millions shall be paid to any person, who informs the Police, about the terrorist staying in a house, hostel, hotel, rest house or any such place.

4 (v). If the war against terror is to be won quickly, the entire population of the country have to be geared up and involved in the task of watch and vigilance.

Rahul Gandhi’s severe chiding of Man Mohan Singh, reveals the true worth of the Indian PM, who looks more of a nincompoop stooge than a man in charge of the government.

As I have said earlier, meeting the Indian PM, will be a sheer waste of time of Mian Nawaz Sharif, who should deal directly with the Indian army chief, who is the man calling shots in India.

Civilians are used as pawns in India, by its all strong establishment, who recently came out in the open, informing the media that Indian ministers are on the payroll of the army; and that even MOD, was bugged by the Indian army.

Moreover, there is no doubt that the epicentre of all the terrorist activities, killings and destruction in Pakistan, is the Indian army’s HQ in Delhi.
