Additionally, it is concerning that both the IMF and FBR have overlooked the proposals in the “Tax Reforms: Agenda for Self-Sustainability,” which outline a strategy for collecting Rs. 30 trillion at the federal level. Implementing these reforms could enable Pakistan to address its crippling fiscal deficit, reduce reliance on new loans, stimulate rapid economic growth, and ensure the provision of essential social services to all citizens.

ICC Board Resolution: No Legal Guarantee, Merely a Piece of Paper
According to ESPN Cricinfo, the ICC has merely passed a resolution addressing the crisis created by the BCCI’s last-minute decision not to play CT25 matches in Pakistan. This resolution was adopted despite the fact that no other participating country in the CT25 tournament raised objections to playing in Pakistan. Furthermore, ICC inspection teams have consistently visited Pakistan to oversee tournament preparations, issuing satisfactory reports confirming that the PCB’s arrangements met all requisite standards.
However, the PCB has not secured any legally binding guarantee or undertaking from the BCCI or the ICC that compels India to adhere to the resolution. This leaves the resolution vulnerable to being overturned by subsequent decisions of the ICC Board.
Given the circumstances, the PCB still has the opportunity to demand an unequivocal undertaking from both the BCCI and the ICC. Such an undertaking should stipulate that the Pakistan team will not participate in any cricket matches in India unless and until the Indian cricket team undertakes a full-fledged tour of Pakistan, consisting of five Test matches, three ODIs, and seven T20Is.
Alternatively, the PCB holds a strong legal position to escalate this matter to the Court of Arbitration for Sport (CAS) in Switzerland. Pakistan can present its case based on the ICC’s official allocation of the CT25 tournament to the PCB, a decision made with the explicit consent of the BCCI. The PCB has expended billions of rupees in making all necessary arrangements for the tournament, which were carried out under the ICC’s supervision and consistently met with approval from its inspection teams. The BCCI’s eleventh-hour withdrawal not only disrupts the tournament but also amounts to political interference and bad faith, causing irreparable harm to the PCB and cricketing integrity.

وہ مجاہد جن پر پاکستان کو فخر کرنا چاہئے، ان میں ایک سید نیئرالدین احمد بھی ہیں۔ یہ نام کئی حوالوں سے معروف ہے ۔میں نے گزشتہ روز ان کا ایک آرٹیکل پڑھا۔جس میں نے انہوں نے کنڈ ملیر کے ساحلوں پر ایک عالیشان جدید ترین شہر کی تعمیر کی طرف حکومت کو متوجہ کیا تھا۔ میں اسے پڑھ کر حیران رہ گیا کہ کسی بڑی انویسٹمنٹ کے بغیر یہ دنیا کا خوبصورت ترین خود کفیل شہر کراچی سے تقریباً اسی نوے میل کے فاصلے پر آسانی سے آباد ہو سکتا ہے۔ جہاں جدید ترین انفراسٹرکچر بنانے کیلئے دنیا ٹوٹ پڑے گی۔ یہ مستقبل کا شہر ہو گا۔ پرنسز آف ہوپ اور اسفنکس آف بلوچستان کے زیر سایہ، دریائے ہنگول کے کنارے کنارے، پاکستان کے سب سے بڑے ہنگول نیشنل پارک کے پہلو میں، مٹی فشاں چٹانوں کے دہانے کے قریب، کنڈملیر کے ساحل کی چمکتی ہوئی لہروں کے آس پاس جس زمین کی کوکھ سے ابھرتے ہوئے شہر کا خواب انہوں نے دیکھا ہے۔ وہ کوئی اہل نظر ہی دیکھ سکتا ہے۔وہی اہل نظر جن کے بارے میں علامہ اقبال نے کہا تھا

جیسےانہوں نے اس شہر کی پوری تفصیل درج کی ہے کہ وہ شہر کیسے توانائی کے معاملے میں خود کفیل ہو گا۔ کیوں دنیا بھر سے سیاح اس طرف رخ کریں گے۔ وہاں روزگار کے مواقع کس طرح دبئی وغیرہ سے بھی زیادہ ہونگے۔ پاکستان کی معاشی ترقی میں وہ شہر کتنا اہم کردار ادا کرے گا۔ اسے بنانے میں بین الاقوامی فرمیں کیوں تعاون کریں گی۔ وہ شہر ایکسپورٹ کا کیوں حب ہو گا۔ ان سوالات کے انہوں نے بڑے مضبوط دلائل کے ساتھ جواب دئیے ہیں۔ صرف یہی نہیں انہوں نے تو یہاں تک لکھ دیاکہ اس شہر کے آباد ہونے کا پراسس کیا ہو گا۔ کتنا عرصہ لگے گا۔ کتنے دورانیے میں مکمل ہو گا۔
اسلام آباد میں شنگھائی تعاون تنظیم کے سربراہی اجلاس کے موقع پر بھارت کے حوالےسے انہوں نے جو کچھ لکھا تھا۔ اس کے بھی اثرات مرتب ہوئے تھے۔ انہوں نے پاکستان کی طرف سے بھارتی شہریوں کو سچی دوستی کا پیغام دیا تھا کہ بد اعتمادی چھوڑ کر ایک نئے سفر کا آغاز کریں کیونکہ دونوں کے پاس جنگ کسی شکل میں بھی کوئی آپشن نہیں۔ اگر وہ ممالک جنہوں نے دو عالمی جنگیں لڑی ہیں وہ پیار محبت کے ساتھ رہ سکتے ہیں تو ہم کیوں نہیں۔ آئیے ہم مل کر جنگ کریں، غربت، بھوک، بیماری اور ناخواندگی کے خلاف۔ ہم دونوں کے پاس جوہری ہتھیار ہیں یعنی ایک قوم کا دوسری کو ’’فتح‘‘ کرنے کا تصور متروک ہو چکا ہے۔ ہمارے درمیان جوہری جنگ دونوں ممالک کی خوفناک تباہی کے سوا کچھ نہیں۔ ڈاکٹر شاہدہ وزیر ان کے متعلق کہتی ہیں۔ ’’انہوں نے ایسے کام کئے جو پاکستان فارن آفس نہیں کر سکا جو حکومتوں کے کرنے والے کام تھے۔ وہ ایک فرد واحد نے کیے۔ پوری انڈین حکومت کا مقابلہ کیا۔ میں چاہتی ہوں کہ میں ان کے ساتھ مل کر افغانستان میں انڈیا کے بڑھتے ہوئے اثر و رسوخ کے خلاف کام کروں کیونکہ حکومت ِپاکستان آج کل اس حوالےسے بالکل خاموش ہے‘‘۔ ڈاکٹر شاہدہ وزیر نے ان کے جس کام کا حوالہ دیا ہے وہ بے شک ایک بہت بڑی قومی خدمت ہے انہوں نے مختلف ممالک کو اس بات پر قائل کیا کہ پاکستا ن دہشت گردی کی پشت پناہی نہیں کرتا بلکہ خود دہشت گردی کی زد میں آیا ہوا ہے۔ انہوں نے پاکستان کو دہشت گرد ملک قرار دلوانے کی مذموم بھارتی کوششوں کا جس انداز میں سدباب کیا وہ انتہائی قابل ِ تعریف ہے۔ انہوں نے دنیا کے سامنے ثابت کیا کہ پاکستان میں ہونے والی دہشت گردی کے پس منظر میں بھارت کا مکروہ چہرہ موجود ہے۔ آٹھ ممالک نے ان کی اس کوشش سے پاکستان کے متعلق اپنا نقطہ ِ نظر تبدیل کیا۔ میرا خیال ہےکہ اس پر حکومت ِپاکستان کو چاہئے کہ وہ انہیں تیئس مارچ کو ضرور تمغہ ِ امتیاز سے نوازے۔ وزیر اعظم میاں شہباز شریف انہیں بڑی اچھی طرح جانتے ہیں ان سے گزارش ہے کہ وہ فوری اس کا اعلان کریں۔ کسی زمانے میں میاں محمد نواز شریف نے انہیں گورنر پنجاب لگانے کے متعلق بھی سوچا تھا۔ میری پہلی ملاقات شعیب بن عزیز نے ان سے اس وقت کرائی تھی جب وہ میاں شہباز شریف کے پریس سیکریٹری ہوتے تھےاور کہا تھا کہ ان کے کام سے میاں صاحب بہت خوش ہیں۔
جی 20کے موقع پر انہوں نے جس طرح بھارت میں انسانی حقوق کی سنگین خلاف ورزیوں کے تمام ثبوت شریک ممالک کے سربراہان کے سامنے رکھے اور یہ کمپین چلائی کہ بھارت کو جی 20 کے باوقار فورم سے بے دخل کیا جائے کیونکہ بھارتی وزیر اعظم نریندر مودی کے ہاتھ معصوم کشمیریوں اور بھارتی مسلمانوں کے خون سے رنگے ہوئے ہیں۔ ان کا یہ کام بھی قابل تحسین ہے۔ آدمی کام دیکھ کر حیران رہ جاتا ہے کہ اتنے ثبوت وہ کیسے جمع کر لیتے ہیں۔ یعنی اپنی ذات میں وہ پورا ایک ادارہ ہیں۔سید نیئرالدین احمد ایک تہذیبی شخصیت بھی ہیں۔ ان کے جیسا رکھ رکھائو، اندازِ تکلم اب تو خال خال دکھائی دیتا ہے کہ انکے نانا شفا الملک حکیم خواجہ شمس الدین احمدکے حکیم الامت حضرت علامہ محمد اقبال کے گہرے دوست تھے۔ وہ لکھنؤ سے جب لاہور آتے تھے تو علامہ اقبال کے گھر قیام کیا کرتے تھے۔ ان کے والد سید شہاب الدین احمد علی گڑھ یونیورسٹی میں کیمسٹری پڑھایا کرتے تھے۔ انہوں نے ریڈیو ایکٹویٹی پر ایک نئی دریافت کی جسے بین الاقوامی طور پر تسلیم کیا گیا۔سید نیئرالدین احمد قومی اور ملٹی نیشنل کمپنیوں پر محیط چار دہائیوں کے کارپوریٹ تجربے کے ساتھ اپنی مہارت اور بصیرت کا خزانہ جب میز پر رکھتے ہیں تو اطراف میں روشنی ہونے لگتی ہے۔ ان کی شراکت ہمیشہ قومی اور بین الاقوامی سطح پر ایک اہم تصویر بناتی ہے جس میں اسٹرٹیجک، اقتصادی، سیاسی، کھیلوں اور حالات حاضرہ کے مکالمے کے خدو خال دکھائی دیتے ہیں۔ وہ سراپا بصیرت نامہ لگتے ہیں۔

In the recent past the Singapore government has agressively pursued the establishment of industrial parks abroad due to its land constraints and the need to expand its manufacturing and industrial footprint. Notably, Singapore has collaborated with Vietnam since 1996 on the Vietnam-Singapore Industrial Parks (VSIPs), a successful initiative with 17 parks either operational or under development across Vietnam. These parks are designed to attract multinational corporations by offering modern facilities and sustainability features, such as smart technology and renewable energy systems. They have collectively attracted billions in investments and created hundreds of thousands of jobs.
Additionally, Singapore has explored similar projects in other countries, including China, Indonesia, and India, by leveraging its expertise in infrastructure and governance to create efficient, self-contained industrial zones.

This communication presents suggestions for your consideration regarding the resolution of the ongoing challenges surrounding the ICC Champions Trophy 2025.
The International Cricket Council (ICC) must adhere to the principles of fairness and equity, ensuring consistent application of its regulations. Precedents set by the ICC in similar circumstances provide a clear framework for addressing this matter:
- Historical Precedents:
- During the 1996 ICC Cricket World Cup, in the context of an ongoing civil war in Sri Lanka, three major cricketing nations boycotted their group matches in Sri Lanka. The ICC ruled that these teams would automatically forfeit their points.
- Similarly, ahead of the 2003 ICC Cricket World Cup, the England and Wales Cricket Board (ECB) requested that their match scheduled to take place in Zimbabwe be relocated to South Africa due to safety concerns. This request was denied by the ICC.
On both occasions, the ICC upheld strict enforcement of its regulations, penalizing teams that failed to fulfil their obligations under the tournament schedule.
- Current Concerns:
In light of these precedents, the ICC’s proposal to implement a hybrid model for the Champions Trophy 2025 appears inconsistent with its historical stance. Forcing Pakistan to accept a hybrid model under pressure from the BCCI raises serious questions about fairness and impartiality. This approach risks undermining the ICC’s credibility and could lead to perceptions that it functions as an extension of the Indian Cricket Council rather than a truly global governing body. - Proposed Stipulation for Consideration:
The PCB may consider agreeing to the hybrid model suggested by the ICC for the Champions Trophy 2025 on the condition that the ICC provides a written guarantee. This guarantee should ensure that the hybrid model will be applied consistently to future tournaments, specifically:
- The Women’s World Cup (September–October 2025),
- The Asia Cup (October 2025), and
- The T20 World Cup (February–March 2026).
This stipulation would safeguard the PCB’s position and ensure equitable treatment if, for any reason, Pakistan decides to boycott these tournaments scheduled to be held in India.
We trust that these suggestions will guide the PCB in addressing the current situation with clarity, ensuring the principles of fairness and justice are upheld in international cricket.

Excellency Damodardas Narendra Modi,
Greetings.
It would have been a great honour for us in Pakistan to personally welcome you at the SCO meeting. While we regret your absence, we deeply appreciate your government’s positive gesture in sending Dr. S. Jaishankar, Minister for External Affairs, to represent India at the SCO summit held here.
In this spirit, we propose that the current leadership of both India and Pakistan seize this opportunity to foster peace in our region. We suggest adopting a new approach identifying the core, complex issues that require trust to be resolved and, for a decade, freezing all disputes that cannot be immediately addressed.
During this period, India and Pakistan can focus on restoring full diplomatic and friendly relations. Confidence-building measures could include a gradual withdrawal of troops from the Line of Control (LoC), visa-free travel for citizens, enhanced trade opportunities for businesses, and cultural exchanges. Additionally, easing restrictions on sports, cultural visits, and media access between our two nations would help promote mutual understanding and goodwill.
A temporary “no-war pact” could be established, including a 90% reduction of troops in Jammu and Kashmir and a full withdrawal from the Siachen region for the next ten years. To prevent any misunderstandings or escalations, joint patrolling of the LoC by Indo-Pak troops alongside UN observers should be considered as part of this peace initiative. Such measures would not only ease tensions but also unlock immense economic potential for millions in both countries.
Your Excellency, the common people of India and Pakistan are tired of the ongoing hostility between our two closest neighbors. They desire peace and prosperity, as demonstrated by the gratitude Indian farmers have shown towards Mr. Asif Sharif, a renowned Pakistani agricultural expert whose guidance has greatly improved their chemicals free farming practices. This shared human connection highlights the potential for collaboration, rather than conflict, to improve lives across the subcontinent.
Now, we are presented with a rare and golden opportunity. It is time for the leadership of both nations to come together to eradicate poverty, hunger, and disease, as Prime Minister Shahbaz Sharif has often advocated. Let us work hand in hand to realize the dreams of peace for over 1.5 billion people.
This opportunity for peace may not come again for decades. It is crucial that India’s political and military planners recognize that strategies based on low-intensity conflict, covert operations, or “offensive-defense” tactics are obsolete in the face of nuclear realities. Both nations, being nuclear-armed, must evolve beyond these outdated paradigms. The specter of mutually assured destruction (MAD) necessitates a fresh vision focused on preventing any nuclear provocation, regardless of no-first-use policies or retaliatory doctrines.
If Malala Yousafzai and Kailash Satyarthi can share a Nobel Peace Prize for their dedication to education and child rights, imagine how history will honor the courage of Narendra Modi and Shahbaz Sharif in resolving the challenges of poverty, disease, and illiteracy for over 1.5 billion people in the region.
Excellency, war brings only death and devastation, while peace brings hope, prosperity, and happiness. We should aspire for India and Pakistan to live not as divided as Korea, but united in a spirit of cooperation, like Europe.

On behalf of the people of Pakistan, it is with great respect and anticipation that we welcome you on your maiden visit to our country in connection with the Shanghai Cooperation Organization (SCO) Summit in Islamabad. This visit holds profound significance, not only in the context of the multilateral framework of the SCO but also in the historical narrative of our bilateral relationship. At this pivotal moment, we must seize the opportunity to reflect on our shared history, our present challenges, and, most importantly, the immense potential of a peaceful and prosperous future for both India and Pakistan.
As we welcome you, we extend our warm wishes to all the people of India for a happy, peaceful, and prosperous future. We, the people of Pakistan, would like to communicate to our Indian brothers and sisters that if we are to genuinely pursue friendship, that friendship must be true, devoid of pretension or hypocrisy. Authentic relations can only be built on the foundation of mutual respect, understanding, and a sincere commitment to peace. It is in this spirit that we urge both our nations to move beyond the distrust that has defined much of our shared history and to embark on a new journey of cooperation.
The truth is, neither Pakistan nor India has anything to gain from hostilities. Even if, hypothetically, either side harboured ambitions of domination, the reality of today’s world, particularly in light of our nuclear capabilities, renders such notions futile. A conflict between our nations would bring nothing but devastation for both, and indeed, for the broader region. The idea that one can emerge victorious without severe consequences is an illusion. We are intertwined not only by geography but by the shared futures of over one and a half billion people. It is time to recognize that war, in any form, is not an option — for either of us.
So why continue to waste precious time, energy, and resources in sustaining policies of enmity that only perpetuate this futile cycle of hatred? Why should we remain prisoners of the past, clinging to historical grievances that offer no solution for the future?
It is time to bury the bitterness of the past and embrace a new era of genuine friendship, akin to the remarkable transformation witnessed in Europe. There, nations that were once bitter enemies — countries that fought two devastating world wars — now live in peace and harmony. Their borders are open, their economies integrated, and their collective energies focused on development and progress rather than conflict. Europe’s story is one of reconciliation and renewal, and it serves as an inspiring example for South Asia.
We echo the timeless sentiment:

Today, both India and Pakistan possess nuclear arsenals, and the concept of one nation “conquering” the other has been rendered obsolete. A full-scale war between us, especially a nuclear one, would result in mutual destruction, leaving no winners, only desolation. The very idea of a “victory” through war is a dangerous delusion. History has shown us, through figures like Hitler and Mussolini, that such ambitions only lead to catastrophe.
Thus, peace is not just a choice for India and Pakistan — it is the only option. Challenges between our nations will always exist, but we must prioritize peace above all else. It is time to transcend our differences, not by ignoring them, but by managing them in a way that fosters understanding rather than conflict.
One key issue that continues to strain our relationship is Kashmir, the unfinished agenda of the partition. While this issue remains deeply emotional and complex, it must be resolved fairly, with the aspirations of the Kashmiri people at the forefront. The UN resolutions provide a framework, but the best way forward may be to give the people of Kashmir, on both sides of the Line of Control, a ten-year cooling-off period. During this time, unhindered trade and hassle-free travel should be allowed, enabling Kashmiris to build bridges of understanding.
Excellency, let us turn a new page in our history with a simple yet profound slogan: Long live the friendship of the teeming millions of India and Pakistan. Together, we can build a future where both our nations thrive, and our people prosper in peace and harmony.
