Why Not $ 10 Billion Foreign Exchange?

Yesterday, the news came that now Pakistan is striving to arrange another one billion USD to fulfil the next condition of the IMF for approving its agreement with Pakistan.

There was another media report that your government is planning to provide relief to the common man in the next budget, with 50% and 30% increases respectively, in the pay and pensions of the government employees and fixation of Rs.40,000/- as the minimum monthly wages, which is a laudable step, but won’t make better, the life of a common man, unless, the above increases are doubled, keeping in view the recent unprecedented and unimaginable increases in the rents, rates and prices of every item of the daily use.

Obviously, for such a huge relief package and to meet the IMF’s condition, government will require additional resources, for which your attention is again invited towards my proposal of 4 March 2023, to generate a minimum of 10 billion USD in a very short span of time, which must be tried, because even if this plan fails, it would not cost your government a penny.

Moreover, another relief for the government and private sector employees should also be considered by changing salary payment duration on weekly or fortnightly basis, instead of the current system of payment after 30 days, which is too long a period during such a high inflation era.

I take this opportunity to humbly suggest that Pakistan can collect 10 billion USD in a flash by mobilising two million overseas Pakistanis (and resident Pakistanis as well) to deposit ONLY 5000 dollars in special [Save Pakistan Account ] on a profit of 10% per annum payable in PKR (so for all times there will be no pressure of repayments in FE) on quarterly basis.

How Karachi Can Be a Pakistani Hong Kong?

Developing Karachi on Hong Kong Model for Fast Track Economic Revival of Pakistan

Developing Karachi city on the Hong Kong model would require a comprehensive and coordinated effort involving various stakeholders such as the government, private sector, and citizens. Here are some steps that could be taken:

  1. This mother of all projects should be made a part of greater CPEC as China already posseses the required experience.
  2. Establish a Special Administrative Region (SAR): Karachi can be transformed into an SAR, similar to Hong Kong, which would give it a high degree of autonomy in its governance and economic policies. This would require constitutional amendments and negotiations with the federal government.
  3. Implement a Free Market Economy: Hong Kong has a free-market economy that is highly conducive to business and entrepreneurship. To emulate this model, Karachi would need to create a business-friendly environment with extremely LOW taxes, minimal government regulation, and incentives for investors.
  4. Build Infrastructure: Hong Kong’s world-class infrastructure plays a critical role in its economic success. Karachi needs to improve its infrastructure, including transportation, communication, water and energy networks, to create a conducive environment for businesses to thrive.
  5. Improve Education and Skill Development: Hong Kong has a highly educated workforce that is essential to its success. Karachi must prioritize education and
    skill development to ensure that its workforce is equipped with the necessary skills to drive economic growth.
  6. Strengthen Law and Order: Hong Kong has a reputation for being a safe city, which is essential for businesses to operate. Karachi needs to improve law and order to attract investment and create a conducive environment for businesses to thrive. Moreover, Karachi needs to further divided in small administrative sectors.
  7. Foster Innovation and Entrepreneurship: Hong Kong encourages innovation and entrepreneurship, which has helped it become a leading global financial center. Karachi must foster an entrepreneurial culture and encourage innovation to create a vibrant startup ecosystem.

In conclusion, transforming Karachi into a city like Hong Kong would require significant investment, political will, and sustained effort. However, by adopting the right policies and strategies, Karachi can become a hub of economic growth and development in the region, which in turn will lead to fast track economic resurgence of Pakistan.

Suggestions for a Turnaround of the PIAC

Dear Prime Minister of Pakistan,

Like any other airline, the profitability of PIAC depends on various factors such as operational efficiency, cost management, revenue generation, and customer satisfaction. Here are some potential strategies that could help turn around PIAC into a profitable airline:

Streamline operations: PIAC can streamline its operations by reducing inefficiencies and redundancies in its processes, such as improving ground handling, reducing aircraft turnaround time, and optimizing fuel consumption. This could result in cost savings and improved operational efficiency.

Focus on cost management: PIAC can focus on cost management by optimizing its fleet, reducing overhead costs, and negotiating better deals with suppliers. It could also consider outsourcing some of its non-core functions to reduce costs further.

Increase revenue generation: PIAC can look at increasing revenue generation by expanding its route network and increasing flight frequency to popular destinations. It could also focus on generating additional revenue streams through ancillary services such as baggage fees, in-flight sales, and partnerships with other travel-related services.

Improve customer satisfaction: PIAC can improve its customer satisfaction by investing in better inflight entertainment, improving its onboard food and beverage offerings, and providing a better overall customer experience. This could help attract more customers and increase revenue.

Proposals for Overcoming Power Sector Circular Debt

Dear Prime Minister of Pakistan,

I am writing to you today to offer some suggestions on how to effectively control the issue of power sector circular debt in Pakistan. This issue has been a long-standing problem for the country, and it is time to take action to address it, before it knocks down our foundations of already fragile economy.

Firstly, one of the most important steps that can be taken is to improve the efficiency of the power sector. This can be achieved by reducing line losses and improving the collection of dues from consumers. The government should take measures to incentivize power distribution companies to improve their performance in these areas.

Secondly, the government can consider introducing a subsidy for the low-income population, which can help reduce their burden of electricity bills. This can be achieved by creating a separate fund (or using BISP) which can be used to subsidize the bills of those who are genuinely unable to pay for electricity.

Thirdly, it is important to diversify the energy mix in Pakistan. This can be done by exploring (through a crash program) alternative sources of energy such as solar, wind, and hydro power. These sources of energy can help reduce the reliance on fossil fuels, which are expensive and also contribute to environmental pollution.

Fourthly, it is crucial to ensure transparency and accountability in the energy sector. The government can take steps to promote transparency by introducing mechanisms that allow for independent monitoring of power sector operations with particular reference to the IPP’s.This can help to identify and address any corrupt practices that may be contributing to the circular debt problem.

Lastly, the government can also consider negotiating with international organizations to secure funding for the energy sector. This can help reduce the burden of debt and allow for much-needed investments in the sector. In addition, the government can work on improving the country’s credit rating, which can make it easier to access international funds at more favorable rates.

In conclusion, the issue of power sector circular debt is a complex problem that requires a multifaceted solution. However, with a comprehensive approach that includes the steps outlined above a start can be made towards the right direction.

Elite Capture – Suggestions to Break the Shackles

Dear Prime Minister,

I hope this letter finds you in good health and high spirits. I am writing to you today to express my concern over the issue of elite capture in Pakistan and to urge you to take proactive steps to address this challenge.

As you are aware, elite capture refers to the phenomenon where a small group of powerful individuals or institutions use their influence to capture and control the resources and decision-making processes of a society, to the detriment of the wider population. This problem is widespread in Pakistan and has contributed to social inequality, political instability, and economic underperformance.

It is imperative that we take immediate action to break the shackles of elite capture in Pakistan. To this end, I would like to suggest a few doable solutions that you could consider:

Reform the tax system: The current tax system in Pakistan is regressive and heavily favors the wealthy. To address this, the government should reform the tax system to ensure that the wealthy pay their fair share. This could be done by increasing taxes on the wealthy and introducing a progressive tax system.

Increase transparency and accountability: One of the most effective ways to combat elite capture is to increase transparency and accountability in all aspects of governance. This can be achieved by ensuring that public institutions are independent and free from political interference, and by enforcing strict laws that mandate disclosure of financial assets and conflicts of interest.

Empower civil society and media: Civil society organizations and media outlets can play a vital role in holding the elite accountable and exposing corruption. To support this, it is important to create an enabling environment for civil society organizations to operate freely, and to protect the rights of journalists and media organizations to report on issues of public interest.

Strengthen institutions and the rule of law: The strengthening of institutions and the rule of law is essential to ensure that the elite do not have undue influence over the decision-making process. This can be achieved by providing adequate resources and support to key institutions such as the judiciary, anti-corruption agencies, and law enforcement agencies.

Encourage public participation: Encouraging public participation in decision-making processes can help to reduce the influence of the elite and promote the interests of the wider population. This can be achieved by ensuring that citizens have access to information and opportunities to provide input into decision-making processes.

I believe that these solutions are doable and can have a significant impact on reducing elite capture in Pakistan. I urge you to take swift action to implement these solutions and to prioritize the fight against elite capture in your government’s agenda.

India-Japan Summit Joint Statement Partnership for a Peaceful, Stable and Prosperous Post-COVID World

March 19, 2022

Para # 8. The Prime Ministers expressed deep concern at the growing threat of terrorism and underlined the need for strengthening international cooperation to combat terrorism in a comprehensive and sustained manner. They called upon all countries to work together for rooting out terrorist safe havens and infrastructure, disrupting terrorist networks and their financing channels, and halting cross-border movement of terrorists. In this context, they also called upon all countries to ensure that territory under their control is not used to launch terror attacks, to expeditiously bring to justice the perpetrators of such attacks. They reiterated their condemnation of terrorist attacks in India, including 26/11 Mumbai and Pathankot attacks and called upon PAKISTAN to take resolute and irreversible action against terrorist networks operating out of its territory and comply fully with international commitments including to FATF. They also concurred to strengthen counter-terrorism efforts in multilateral fora, and to work together on early adoption of the Comprehensive Convention on International Terrorism (CCIT) in the United Nations.

Japan’s Policy Change After My Letter to Prime Minister Kishida Fumio:

Now, if, we go through the entire Joint Statement dated 8 September 2022 of Second Japan-India 2+2 Foreign and Defence Ministerial Meeting held in Tokyo, there was ABSOLUTELY NO MENTION AND NOT EVEN A SINGLE WORD ABOUT PAKISTAN, Mumbai or Pathankot attacks as can be perused at the link given below:

• Minister for Foreign Affairs of Japan, Mr. HAYASHI Yoshimasa, Minister of Defense of Japan, Mr. HAMADA Yasukazu, Minister of Defence of India, Mr. Rajnath Singh and Minister of External Affairs of India, Dr. S. Jaishankar, held the second Japan-India 2+2 Foreign and Defence Ministerial Meeting in Tokyo on 8 September 2022.

• Acknowledging that global cooperation is required more than ever to address security challenges that have become more acute, the Ministers reaffirmed their commitment to a rules-based global order that respects sovereignty and territorial integrity of nations, and emphasized the need for all countries to seek peaceful resolution of disputes in accordance with international law without resorting to threat or use of force or any attempt to unilaterally change the status quo.

• The Ministers highlighted their commitment to a common strategic goal of achieving a free and open Indo-Pacific, that is inclusive and resilient, based on the rule of law and free from coercion. The Ministers also reiterated their strong support for ASEAN’s unity and centrality and their full support for the “ASEAN Outlook on the Indo-Pacific (AOIP)” which upholds the principles such as the rule of law, openness, freedom, transparency and inclusiveness.

• The Ministers had a frank and fruitful discussion on the regional and global issues of mutual interests and concerns, particularly those in the Indo-Pacific as well as Ukraine. The Ministers strongly reaffirmed what their Prime Ministers recently committed to in their Joint Statement of 19 March 2022 (“Partnership for a Peaceful, Stable and Prosperous Post-COVID World”) with respect to regional and global security challenges.

• While expressing its resolve to examine all options necessary for national defence, including so called “counterstrike capabilities,” the Japanese side expressed its determination to fundamentally reinforce Japan’s defence capabilities within the next five years and secure substantial increase of Japan’s defence budget needed to effect it. Acknowledging Japan’s determination to reinforce its defence capabilities, Indian side expressed its support to work towards enhanced security and defence cooperation.

• The Ministers noted with pleasure the progress made since the last meeting in November 2019 in the bilateral security and defence cooperation, which constitutes an important pillar of the Japan-India Special Strategic and Global Partnership. They welcomed deepened cooperation discussed through the Disarmament and Non-Proliferation Dialogue of February 2021, the Maritime Affairs Dialogue of September 2021, the Space Dialogue of November 2021, and the Cyber Dialogue of June 2022, respectively. Recognizing the importance of multi-layered dialogues between the two countries, they looked forward to having dialogues at an early date in areas such as Security Council reform with a view to strengthening the functions of the UN as a whole. They also acknowledged the importance of enhancing dialogues in the field of economic security.

• The Ministers noted the progress in the defence cooperation and exchanges between the two sides. The Ministers welcomed the participation of Japan for the first time in the multilateral exercise MILAN and the operationalization of the Agreement Concerning Reciprocal Provision of Supplies and Services between the Self-Defense Forces of Japan and the Indian Armed Forces in the exercise. The Ministers expressed their commitment to continuing bilateral and multilateral exercises including “Dharma Guardian”, JIMEX and “Malabar.” The Ministers noted with pleasure that the air services of the two countries are working closely for the early conduct of inaugural India-Japan fighter exercise. The Ministers also expressed their shared intention to make continuous efforts towards more complex and sophisticated bilateral exercise.

• The Ministers concurred to launch the Joint Service Staff Talks between the Japan Joint Staff and the Indian Integrated Defence Staff. The Ministers also committed to seek deeper cooperation on HA/DR and response to infectious diseases and pandemics. Acknowledging the potential of the Information Fusion Centre – Indian Ocean Region, the Ministers looked forward to actively deepening multilateral coordination with liaison officers of other countries in the forum for enhanced maritime cooperation. The Ministers acknowledged the vast potential for the two countries to expand bilateral cooperation in the areas of defence equipment and technology cooperation. The Ministers further expressed satisfaction with the ongoing cooperation in the areas of Unmanned Ground Vehicle (UGV)/Robotics and the Sixth Japan-India Joint Working Group on Defence Equipment and Technology Cooperation and concurred to further identify concrete areas for future cooperation in defence equipment and technology.

• The Ministers welcomed that the 2+2 meetings, through intensive discussions, have provided a strategic guidance for enhancing the Japan-India Special Strategic and Global Partnership, and decided to hold the next 2+2 Ministerial Meeting in India.

Story of the US Government’s policy change in favour of Pakistan after my letter dated 12 April 2022 to President Joe Biden:

Firstly, peruse the highly offensive language used against Pakistan in the relevant part of the Fourth Annual US-India 2+2 Ministerial Dialogue Communique of 11 April 2022:

The Ministers strongly condemned any use of terrorist proxies and cross-border terrorism in all its forms and called for the perpetrators of the 26/11 Mumbai attack, and Pathankot attack, to be brought to justice. They called for concerted action against all terrorist groups, including groups proscribed by the UNSC 1267 Sanctions Committee, such as al-Qaida, ISIS/Daesh, Lashkar-e-Tayyiba (LeT), and Jaish-e-Mohammad (JeM), and Hizb ul Mujahideen. The Ministers called on Pakistan to take immediate, sustained, and irreversible action to ensure that no territory under its control is used for terrorist attacks.

COMPARISON:

Now compare the above language and wording of 24 May 2022 Quad Joint Leader’s statement of the White House with the 11 April 2022 US-INDIA communique where name of PAKISTAN is SPECIFICALLY mentioned in extremely HARSH language, which proves the favorable impact my letter to the American President had, in favourably moulding the US Foreign Policy towards Pakistan.

India Checkmated in Europe and Nordic Countries.

Moreover, before the Indian Prime Minister Narendra Modi arrived in Germany on visits to Germany, Denmark (was also to participate in the second India-Nordic summit hosted by Denmark) and France I pre-empted by directly writing on 2 May 2022 to the heads of these seven countries with whom Indian PM was to visit and interact in the second India-Nordic summit. This letter (detailed as below) also proved hundred percent successful as NO mention of Pakistan, Mumbai and Pathankot incidents was mentioned in the joint statements with Germany, France, Denmark, and other four Nordic countries with which there was a summit conference.

Greetings.

Since, in the next few days the Indian Prime Minister will be having meetings with all of you, it has become absolutely necessary to bring certain urgent matters in your notice which are directly related to the genocide/holocaust currently already underway in India against a huge number of 300 million Muslim minority community living there since, much before its independence in 1947. 

This fact of horrible nightmares comparable with the holocaust can be confirmed from your diplomats posted in Delhi that in the whole length and breadth of India, hapless Muslims are unimaginably harassed, terrorized, put under social boycott, completely stopped to perform any religious activities, their residences and businesses are bulldozed under government patronage, anyone slightly resisting such high handedness is beaten, prosecuted and brutally killed in the broad daylight. Muslim population’s residences, business places, educational and religious buildings are razed to the ground in the capital city of Delhi and other towns despite being restrained (just to show to the world) by the orders of the Supreme Court of India (SCI) which was also completely hands in glove with the Hindu government and street urchins, which is proved by the fact that not a single government official or Hindu rioters have been punished by the SCI.

First of all, your kind attention is invited towards the briefings to the US Congress given on 12 January 2022 by Prof. Gregory Stanton, Founding President of the ‘Genocide Watch’ where he warned “genocide could very well happen in India”, Gregory Stanton, told in a video interview dated 19 January 2022 to the world-renowned Indian TV anchor/journalist Mr. Karan Thapar that he has asked “the US Congress to pass a resolution that warns genocide should not be allowed to occur in India”. Stanton also said: “(President Joe) Biden should tell (Prime Minister Narendra) Modi if genocide occurs it will require us to re-assess all our relations with India.”

In the interview, Stanton said “the early warning signs of (genocide) are present in India.” Referring to the Genocide Watch’s ’10 stages of genocide’, he said several of them had been fulfilled in India. The ones he identified are classification (distinguishing between people as us and them and othering them), symbolization (identifying people by the clothes they wear or calling them abba jaan), discrimination (the Citizenship Amendment Act), dehumanization (calling them termites and telling them to go to Pakistan) and polarization (accusing them of ‘love jihad’ and discriminatory laws against inter-marriage). On top of all this, he said there have been actual calls for genocide which, he added, is akin to genocide under the Genocide Convention, to which India is a signatory.

Stanton said “just because a country is a democracy it’s not impossible for a genocide to happen” and cited the US’s own example where, he said, genocide has been carried out against native Americans and also against African Americans.

In the above-mentioned interview, you may note the unimaginable high level of extremism prevalent in India of fascist Modi with the fanatic Hindus about which Prof. Gregory Stanton says:

Not only the above-mentioned Genocide Watch Organization’s report, but yet another eye-opening factual compilation is submitting for your kind perusal from the website of US Holocaust Memorial Museum by Waris Husain who is a human rights attorney and adjunct professor of international human rights law at the Howard University School of Law. He is the former South Asia Policy Analyst at the US Commission on International Religious Freedom, where he covered religious freedom issues pertaining to India. He holds a doctoral degree in comparative constitutional law focusing on Supreme Courts of South Asia.

Today on Monday 30 January 2023 again the menace of terrorism has raised its ugly head by blowing up a mosque in Police lines of Peshawar killing 44 and injuring 157 (as per latest reports) worshippers.

Now under the circumstances the enemies of Pakistan must not be conveyed a message that Pakistan is a hapless and toothless country.

According to the Defence Minister of Pakistan, apparently the suicide attacker was staying in Peshwar for the last few days doing recce. In this regard, I have informing the governments of the day since the year 2010 to have a proactive policy to counter the suicidal attacks by announcing a lucrative sum of cash reward to general public for informing the government (as per defined SOP’s) about any suspicious person, details reproduced below:

Today on 1 December, 2017 another terrorist attack in Peshawar took the lives of 9 people, whereas, 30 persons got injured.

In this latest terrorist attack, it has been reported that three attackers wearing burqa, arrived at their target place in a rickshaw, which again proves beyond shadow of any doubt that the attackers spent much of their time, hiding in Peshawar, before the attack, in some nearby building.

The sudden increase of acts of terrorism with particular reference to the incidents in May 2011 & PIDC House attack on Nov. 11, 2010 in Karachi, highlights the importance of preventive measures to curb the menace of terrorism, which is causing severe losses to men, material, reputation and finances of the country.

In the cases of terrorist attacks on the GHQ, PIDC House & Pakistan Navy air base it was reported that the gang of attackers was residing in a rented house for quite some time, in an area not very far away from their targets. It was also reported that the neighbors of these houses were although, suspicious of these tenants, yet; they kept quiet and did not tip area police about their apprehensions.

Under the circumstances there is a dire need for motivating general public, to remain extra -vigilant in playing their role of defending the motherland, by involvement of entire population of the country, to look out for the stay and suspicious activities of the terrorist, in their near vicinity.

As such, In order to make the stay of terrorists at any place almost impossible, it is proposed to actively involve the entire population to look out & hunt them.

This objective can be easily achieved, by the announcement of the Government, that a reward of Rs.50 millions [now recommended tax free Rs.100 Million] shall be paid to any person, who informs the Police/security agencies about the terrorist staying in a house, hostel, hotel, rest house or any such place.

If the war against terror is to be won quickly, the entire population of the country has to be geared up and involved in the task of watch and vigilance.

This war can not be won, alone, by our security agencies.

An Open and Urgent Letter to MD IMF

Dear Managing Director of IMF,

I am writing to request your consideration in restructuring/deferring loan payments for Pakistan, as the country has faced severe economic and infrastructure losses in the past two decades because of terrorism and floods. Despite being a front-line state in the War on Terror, Pakistan was left alone to face the consequences of its losses of over 83,000 lives compared with 5000 KIA of the entire NATO allies; and over $1000 billion losses in the economic and opportunity costs. Even today in provincial captital city of Peshawar a suicide attack in the mosque killed and wounded over 200 persons. In fact, Pakistan still continues to wage a battle of survival against the terrorism and the IMF must not dictate terms for loans, as if these are the days of peace and tranquility, which acts as the prime mover of any country’s economy. For the citizens of Pakistan the conditions are far worse than Ukraine.

Furthermore, the country’s economy was dealt a severe blow by the floods last year, resulting in losses of over $40 billion. Under the circumstances, It is imperative that IMF supports Pakistan in resurrecting its economy rather than penalising for its support in the War on Terror.

I respectfully request that IMF team now in Pakistan should be advised to reschedule/restructure loans and interests payments of Pakistan and IMF HQ in Washington, as an out-of-the-box solution to aid Pakistan should suggest to the developed countries of the world to allow a zero-rated tax regime on entire imports of Pakistani exports. This will serve as a reward for the country’s unwavering stance in the cause of freedom and world peace.

An Open Letter to PM Pakistan

Dear Prime Minister of Pakistan,

I am writing to offer my thoughts on the current economic crisis in Pakistan and to propose an innovative solution that I believe has the potential to bring significant relief to the country.

First and foremost, I believe that a significant contributor to the economic crisis is the heavy reliance on foreign aid and loans, which not only increases the country’s debt but also limits its ability to make decisions that are in its best interest. To address this, I suggest pursuing a strategy of self-sufficiency through the promotion of entrepreneurship and small businesses. This can be achieved through various initiatives, such as providing tax incentives, low-interest loans, and business training programs.

In addition, the country can take advantage of its vast natural resources by investing in renewable energy and sustainable agriculture. This not only reduces the country’s dependence on foreign oil but also creates new job opportunities and revenue streams. Furthermore, I believe that the government should encourage foreign investment in these sectors to further stimulate growth and create partnerships that benefit both the country and the investors.

I also believe that reducing corruption and improving transparency in government processes is key to restoring confidence in the country’s economy. The government can achieve this by implementing measures such as increasing accountability for public funds, introducing e-governance systems, and encouraging public participation in decision-making processes.

Emergency Suggestions to Save the Sinking Ship..!

Reasons of past failures.

All past Pakistani civil and military rulers always focused on the longevity of their governments. Thus, resulting in putting the cart before the horse i.e., personal interest before the development of the country. Our rulers failed to plan for the future, which has in fact, taken Pakistan backwards; as in the economic race, if a nation is not moving forward, it is sliding backwards.

Nations can survive military occupation, but can not survive economic collapse, as witnessed in the formation of 15 new states after the breakup of the Soviet Union in 1991, whose formidable military-might was hapless to keep the country united.

As such, all current Pakistani civil and military leadership at the helm of the national affairs must clearly understand that, if no selfless emergent corrective actions are initiated, this sinking ship, Allah forbid, will not take long to touch the bottom of the sea.

Suggested steps for economic resurrection of Pakistan

Unity of the nation is the need of the hour. Currently, no single political party or institution of Pakistan has the capacity to unite the nation, single handedly. Moreover, the current extremely grave economic crisis of Pakistan will not allow any further waste of time and resources in the luxury of a caretaker government, which after another 90 days will be bound to hold fresh elections. Here, we must remember that expecting a different result by doing something again and again, without any change, is sheer insanity. And assuming, even if any party after the elections gets a simple or two third majority, we know very well that somehow, our political parties badly lack the required capable manpower, resources, will, capacity and planning to steer Pakistan out of this extraordinarily serious economic crisis.

Although, today it looks like an economic crisis for Pakistan, but in fact, it is a structural defect of our entire economic, political, judicial and governance systems installed to serve the elite of Pakistan which was almost half percent of our total population, that needs an immediate overhaul and revamping; and no amount of funds from IMF or friends and not even the best finance minister on this planet, can rescue Pakistan from this almost existential financial and SECURITY crisis, without overall reforms in almost every sector of society.

In this regard, Pakistan immediately needs a government (we may call it a national government or government of experts) which must be totally free of any influences of mafias and lobbies (foreign and local), because, that government will have to immediately embark upon the following extremely gigantic tasks:

· Reforms to induct meritocracy in the civil, military and Judicial bureaucratic systems with its motto ‘Recall the face of the poorest and the weakest person whom you may have seen and ask for yourself if the step you contemplate is going to be of any use to him.’

· Taxation reforms with particular reference to digitalize the system to minimize corruption

· Reforms in the governance system by making every division of the country an independent unit or province with maximum possible financial and administrative control. In this regard, we can take a clue from the Swiss Federal Constitution which declares the cantons to be sovereign to the extent that their sovereignty is not limited by federal. Areas specifically reserved to the Confederation are the armed forces, currency, the postal service, telecommunication, immigration into and emigration from the country, granting asylum, conducting foreign relations with sovereign states, civil and criminal law, weights and measures, and customs duties. Each canton has its own constitution, legislature, executive, police and courts. Similar to the Confederation, a directorial system of government is followed by the cantons.

· Change of elections system wherein, before elections all political parties shall declare along with their manifestos, for the next FOUR years term, a list of best capable deserving and honest persons for the judgement of the general public, which shall vote only for that PARTY and not for the individuals. After the results of voting (to be held on EVM) every party should have representation according to their percentage of votes and the party getting the maximum percentage should be allowed to form the government. In this way, for example if a party gets 30 percent votes, the top 30 percent members notified in its list shall be automatically elected for the assembly and there will be no voting for each member’s election.

· Since, general public is crushed with almost daily increase in prices of every item, because businessmen increase their profits un-proportionately to the actual increase of prices of all such items (notwithstanding that some of them also indulges in thefts of national resources of water, electricity and gas in connivance with the employees of these utilities) like mineral water, POL marketing companies, textiles, cement, flour, wheat, cotton, rice, fertilizers, pesticides, transport, aviation, steel, automobiles, educational institutions charging exorbitant amounts of fees and all items connected with masses, it is proposed to counter this emergency situation, which is virtually killing (economically and otherwise also) the general public: a law with system and procedure must be devised to nationalize all such industries and businesses in the larger national interest. Yes, there will be lots of hue and cry, but let us now build a Pakistan for the poor also; because the best capitalist system failed in our country for the last 75 years to serve the 99.5 percent have nots

· Subsequently, we must devise a 50 years development plan for Pakistan, divided in 10 plans of five years each, in consultation with every stakeholder, particularly, the weakest sections of our society, like the farmers, labourers, women and the minorities. This plan should be sacrosanct like our constitution and can be improved with the needs of times, but no political or other party can shelve it.
