    Time demands National Institutional Government
    I.T. CULTURE FORM OF GOVERNMENT
    Since the prevailing social contract rooted in Industrial Culture and envisaging the tracheotomy of power (vested in the legislature, judiciary and executive evolved in polytheism suprasystem) has been unable to cope with the phenomenal speed of time, the 21st Century expects mankind to come up with a fresh power sharing arrangement compatible with the recently-unfolded IT Culture. Therefore, a broad-based five-branch (executive, education, commerce, defence and judiciary) democratic dispensation is the only way out for a nation/country aspiring to global leadership in the new century. Such a government will, in conformity with universal requirements and observable phenomena of Nature, generate a fresh social contract to ensure the happiness and growth of every individual, group, institution and (tier/level of) government/nation so that a strong welfare state emerges to zealously safeguard the rights of every human being.

    A SMART GOVERNMENT

    The state will play only a supervisory role, regulating and promoting every aspect of life through public institutions. All forms of discretionary authority will be abolished and the spontaneity of individuals will, through planning, foresight and co-operation, be channelled into appropriate institutions. Public institutions will be run with citizen input provided at all levels. The State will support initiatives, triggered by different social forces, which will be directed to those in most need. The Government will consist of four ministries which will be established through the introduction of public controlled institutions intended for the welfare of the society and citizens:

    1. Form an institutional national government:
    2. Announce TOTAL AMNESTY based, in the case of those owning moveable and immovable property valuing Rs one million or more, on a declaration of truth and facts for beginning a documented economy controlled by citizen input and public authority.
    3. Introduce reforms for EVOLUTIONARYECONOMICS based on institutional economics/ neoclassical economics which should be controlled by the public and supported by citizen inputs for meeting the challenges of multiregional evolutions;
    4. Enforce a six-word constitution and its evolution as social contract;
    5. Introduce a new sovereign code.

    Accordingly, we require a complete decoding of the present system for new coding in accordance with corporate culture. Each code should be in consonance with our ideology, religion reservations, desired cultural impacts, country resources and economic opportunities. Each code must also be compatible with the needs of present and future conditions. I am available for any query or feedback for any national cause.

    Your all words are excellent & throws showers of Love for humanity. I think majority of Architects are (were) loving humane being as I saw my brother in law Khawja Zaheed ud din ( he initiated construction in Koranghi when Lt Gen Azam was with Ayub Khan & Khawja Zaheed ud din was Incharge of Town Plannig). So
    I feel even today most of the Architects ( incl Town Planners) are loving people because they plan designs for the loving people. RATHORE
